I spoke to Dr Richard Alan Miller about "Food for Mars" - but he seemed to not take my premiss too seriously.
(I was talking to him about a manned mission, and a "one way trip", as per the Mars One concept):

He did tell me that he had once had an "above Top Secret" clearance within Naval Intelligence, and in the late Sixties he had read a paper saying that the US and Russia had a "joint mission to Mars" in the early 1960's. If so, it may have been a part of the Alternative-3 Planning, which relates to saving humanity by having colonies away from Earth.

I have heard him joke more than once about "having his ticket" to go into an underground base, if needed. But he says he does not hold "the ultimate ticket." If you ask him what that is, he will give you a one word answer... "Mars."

Is this all part of Dr RAM's humor? It may be. But my sense is that he is not kidding. But it is impossible to say for sure. (If he did say too much, his "wrangler", whoops: his handler may not like it. So this may just be a way that information gets out... Or I may be imagining it.)
