I thought about this and wondered, what is the larger objective? Could it be implemented to give the illusion to those still 'paying their way' that things are not as bad as alternative media etc. has been reporting it to be?
Do they want to avoid scaring (unresting) the rest of the herd? That could spell trouble for the shepherds! If it became even more obvious to the herd, an unrest could develop and continue to degrade until it turn into a unstoppable stampede!
.....just a thought.

There are homeless people here in my little California beach town, Pismo Beach. Because the climate is fairly even year round it is a good place to be able to survive without a home. I haven't seen the police rounding them up or moving them and they are usually polite and kind to others. I will never forget the day I decided to sit on a little cement wall near the do-it-yourself car wash my partner was using. I was approached by a homeless man with the brightest blue eyes I have ever seen in my life. He was concerned about me and wanted to be sure I was OK and did not need help. I was so stunned by the light behind those eyes that I could barely reply that I was fine and not in need myself.
We sometimes forget that people who do not live by our own rules can be a gift to us all.

Humanity is hanging on by the fingertips it seems, history is repeating itself and the masses of people are asleep... :(
This is really scarey. The homeless can join the list of other "undesirables" such as addicts, and the mentally ill. I think this Fema camp serves two purposes. It promotes the illusion that everything is ok, that society is still functioning. We can put our heads in the sand and avoid a huge social dilemma. Out of sight, out of mind. The other is the progressive exposure of this Fema camp model. Let the citizens get used to this concept by using folks that we would rather not deal with anyway. Pretty soon they will be cropping up all over the country and go virtually unnoticed.

I was actually talking to a 'very aware' homeless gentleman today about this very thing.
I think you are spot on in what you wrote here.
Its uncomfortable (to put it mildly) that the flaming world (the world wars) of my history books appears to be heading back around once again.
