I suppose one could think of them as a Russian version of Delta-Force. The argument is who has the better gadgets verses who has the better training. Lots of heated discussion in the comparisons had happened in various forums. There is an assumption that Russian Spetsnaz would rely highly on "sleepers" to provide support during an invasion. One doesn't assume that Delta-Force would be highly involved with a core of sleeper agents in a Country where they have mission orders.. Tactics I suppose.
