Footage has emerged of a former Conservative MP suggesting to the BBC in 1995
that party whips might not disclose certain behaviour of colleagues including
that "involving small boys."
Tim Fortescue, who was a senior whip in Sir Edward Heath's government from
1970-73, claimed that MPs would "come and ask if we could help and if we could,
we did".
The government has announced two reviews into claims of abuse.

In 1983, when he was Home Secretary, Leon Brittan was handed a dossier by Tory
MP Geoffrey Dickens which included details of a VIP paedophile ring.
The file of course – we now know – then mysteriously went missing after Brittan
said he “handed it to his officials” at the Home Office.
So who would those officials be?
Well, Brittan has already confirmed that the official who was with him at the
meeting when he was handed the dossier was his private secretary.
And who was Brittan’s private secretary at the time of the meeting?
Sir Brian Cubbon.
Sir Brian – although a former high ranking civil servant – has close links to MI5 and MI6.
In this document from 1999, Sir Brian is listed as a director of an MI6 front
company called Hakluyt & Company.
And Sir Brian is also the official who was responsible for giving MI5 permission to
tap the phones of leading CND activists in the 1980s.
And what is the relevance of the spooks involvement in the missing dossier?
Well, this is not the first time a VIP paedophile dossier has gone missing.
In the 1970s a special branch officer with Lancashire Police said a “thick” police
dossier full of allegations from boys claiming they had been abused by Sir Cyril
Smith went missing after an officer from MI5 told him it needed to be sent to MI5
headquarters in London.
It’s looking increasingly likely that VIP paedophiles – particularly those in
Westminster – are being protected by MI5.

What David Icke has said since 1998 about paedophile and child killing Prime
Minister Ted Heath is backed-up here by barrister Michael Shrimpton, an
Intelligence and national security consultant, from his own contacts and inside

Michael Shrimpton says that Prime Minister Heath (1916--2005) was a paedophile
who murdered his young boy victims or had others do it, often by throwing them
into the sea after Heath had abused them on his yacht.
The record-breaking paedophile and BBC 'star' Jimmy Savile supplied boys for
Heath - many of them from the Jersey children's home, Haut de la Garenne, with
the support of those who ran the home.
These facts were covered up by Heath Cabinet Secretary John Hunt, Baron Hunt of
Tanworth, who Shrimpton says was also a paedophile. Hunt was appointed by the
Queen to be a Companion, Knight Commander and Knight Grand Cross of the
British Order of chivalry known as the The Most Honourable Order of the Bath of
which the Queen is the head and Prince Charles the Grand Master. Hunt was also
given a Papal Knighthood by Pope John Paul II - so was Jimmy Savile who was also
knighted by the Queen.
Jimmy Savile was a close friend of Lord Mountbatten, Prince Philip and Prince
Charles from the 1960s and this continued for decades AFTER the cover up of
Heath's paedophilia and child murder in league with Savile. You mean they didn't
KNOW? Is someone having a laugh? British Intelligence didn't know? Ditto.
What's more ... AFTER the Heath-Savile cover up, Savile became such a close
friend of Heath's successor and Prime Minister Margaret Thatcher and her husband
Denis that he was invited to be with them on New Year's Eve every year for more
than a decade.
Thatcher's government and circle of associates and aides was alive with
paedophiles including Chester MP Peter Morrison, a close aide to Thatcher from
1975 to 1990. He was a notorious paedophile, well known to colleagues and the
media, and yet Thatcher and her Cabinet and inner circle did NOTHING while he
was abusing boys in North Wales children's homes and elsewhere. Anyone in that
circle MUST have known. Thatcher minister Edwina Currie wrote in her published diaries:
'One appointment in the recent reshuffle has attracted a lot of gossip and could be
very dangerous: Peter Morrison has become the PM's PPS [Parliamentary Private
Secretary]. Now he's what they call a 'noted pederast', with a liking for young boys;
he admitted as much to [Conservative Party chairman] Norman Tebbit when he
became deputy chairman of the party but added' 'However, I'm very discreet' - and
he must be! She [Thatcher] either knows and is taking a chance, or doesn't; either
way, it's a really dumb move.
[Conservative MP] Teresa Gorman told me this evening (in a taxi coming back from
a drinks party at the BBC) that she inherited Morrison's (woman) agent, who
claimed to have been offered money to keep quiet about his activities. It scares me
as all the press know, and as we get closer to the election someone is going to
make trouble, very close to her indeed.'
I named Edward Heath as a serial paedophile and child killer in my book, The
Biggest Secret, first published in 1998 -- seven years before he died. I also named
him and his Chancellor of the Exchequer Anthony Barber as practicing Satanists, as
I did the leading members of the royal family. Heath was read what I said by an
excuse for a 'journalist' days after publication and he did nothing because to do so
would have had the truth exposed in court -- as it would be now if anyone from the
Thatcher cesspit wants a go. Michael Shrimpton mentions Barber in this interview
as being in league with Heath and Cabinet Secretary Hunt.
If Operations Fairbank and Fernbridge, the police investigations into political
and 'elite' paedophilia, don't not make arrests of big political and royal names so
they can be questioned under caution then it, too, will be shown to be a cover up
given the evidence that mounts all the time.
Michael Shrimpton goes on to talk about what he says happened to the abducted
little girl Madeleine McCann, the assassination of Princess Diana, the murder of
weapons expert David Kelly who could have trashed the lies used to justify the Blair
invasion of Iraq, and what Shimpton says was the murder of former British Foreign
Secretary Robin Cook.
I can't confirm what he says about Madeleine or Cook but for sure I can with
everything else with regard to Heath, Savile and the Conservative Party and
government. Nor do I agree with all of his assumptions about who was behind it all,
and certainly not that British Intelligence are the 'good guys'. But it is very
interesting information very much worth hearing.
Michael Shrimpton is the author of the book, Spyhunter, which he hopes to publish

I just saw an interview on BB2's Newsnight with Niel Hamilton
former conservative whip and now involved with UKIP....
He was very evasive and sly and you know he was not
telling the truth with his reference to the 'Dirt Books'
the whips kept. When pressed if he knew about paedophiles
in Westminster ? he soon back tracked and 'waffled' his
answers till the end of the interview.....

It's sickening, but i think that the problem lies in the way one lie leads inevitably to another, until just about everyone (even frightened people who did not take part in the atrocities) have, in fact, become implicated in the mess. It is then in their interest to cover up the whole thing. This then leads to things happening like the 'loss' of the papers recently. Imagine having to pretend you believe such a blatant excuse. I don't think we will ever get to the truth of all this. There is just too much at stake- if the little we do know is anything to go by. The good thing is that it is getting harder now to hide everything as the Internet acts as an alert watchdog. Whilst this does sometimes lead to horrible errors of its own, it is still a place where these sordid secrets can be aired in a way impossible before. There must be some people very uneasy about the future at the moment!

If you’re looking for a true British hero, who put his career and life on the line in his fight to protect children from VIP abuse rings, then look no further than the late, great, Geoffrey Dickens, MP.
The man was a bloody legend who never gave up his campaign to expose the truth about the filthy establishment who run this country.
Geoffrey Dickens stumbled across evidence of the horrific paedophile scandal, linked to Parliament.
Despite informing the powers that be about the alleged abuse, no investigation ever took place and as per their usual MO, Dickens himself became the target of a dirty tricks campaign to ensure his silence.
According to the Independent:
“ A burly veteran of scores of amateur boxing bouts, the Tory MP Geoffrey Dickens was best known during his bustling 16-year career in Parliament as a pugnacious right-winger who supplied “hang ‘em and flog ‘em” quotes to the tabloids.
Eighteen years after his death, however, the backbencher’s reputation as a political lightweight is being revised in the wake of a Scotland Yard investigation which is exhuming a scandal long buried in the Westminster of Margaret Thatcher’s premiership.
He may have stumbled upon an Establishment paedophile ring in the early 1980s – and that his efforts to expose a cover-up left him in fear of his life. Dickens told fellow MPs that after warning of the existence of the network, he had received threatening phone calls and been burgled twice. He also claimed he had been placed on a “hit-list”, he told the House of Commons in a little-noticed speech.
For four years between 1981 and 1985, Dickens railed in Parliament against a paedophile ring which he claimed was connected to a trade in child pornography, then controlled by gangsters.
In 1981 Dickens had used Parliamentary privilege to name a diplomat and MI6 operative, Sir Peter Hayman as a pederast and demanded the Attorney General explain why he had escaped prosecution over the discovery of violent pornography on a London bus two years previously.
Two years later, in 1983, he warned a paedophile network involved “big, big names – people in positions of power, influence and responsibility” and threatened to expose them in Parliament.
In 1984, he campaigned for the outlawing of Sir Peter’s Paedophile Information Exchange (PIE) organisation. He also handed a dossier containing allegations of abuse of children in local authority care to the then Home Secretary, Leon Brittan.
After a 30-minute meeting with Sir Leon, Dickens said he had been “encouraged” but later expressed concern that the Cabinet Minister had not banned the PIE.
Last month Metropolitan Police began Operation Fernbridge into allegations that residents of a childrens home in Richmond, west London, were taken to the nearby Elm Guest House in Barnes, where they were abused. Pornography involving adults having sex with children was allegedly shot at the property and then circulated commercially.
Sir Peter was among the visitors to the property. Others, according to a list seized by Scotland Yard last month, were the late Liberal MP Cyril Smith, the former Russian spy Sir Anthony Blunt, a Sinn Fein politician, a Labour MP, and several Conservative politicians.
After neighbours complained about the arrival of children, the police raided the guesthouse in 1982 but the operation was mysteriously cut short. A 2003 investigation also failed.
During a debate on child abuse in the House of Commons on 29 November 1985, Dickens warned that paedophiles were “evil and dangerous,” adding child pornography generated “vast sums.”
He went on: “The noose around my neck grew tighter after I named a former high-flying British diplomat on the Floor of the House.
“Honourable Members will understand that where big money is involved and as important names came into my possession so the threats began.
“First, I received threatening telephone calls followed by two burglaries at my London home. Then, more seriously, my name appeared on a multi-killer’s hit list.”
The Independent can find no corroboration for Dickens’ comments.
However twenty-eight years after he made them, Scotland Yard officers kept their new investigation secret for weeks, fearful that it would be closed down like earlier inquiries.
In a blog on his website, the Labour MP Tom Watson – whose claims of a powerful paedophile network prompted the new inquiry – said that he had been advised by childcare experts who have tried to expose the scandal to be careful about his personal security. He has asked the Home Office for the dossier presented by Dickens to Sir Leon, but it has not yet been found.
Dickens does not appear to have raised the issue in the Commons again prior to his death in 1995. He told friends he was surprised he had never been made a minister.”
Quite why Leon Brittan never investigated the ‘ Dickens Dossier’ is a complete mystery.
It any case, it’s highly likely that Geoffrey Dickens was aware of another VIP paedophile ring operating at Dolphin Square.
The North Wales child-abuse scandal is linked to the ring and William Hague conveniently whitewashed a report into the scandal.
Hague himself used to live in Dolphin Square.
Many MI6 operatives have flats in the complex.
Some say they filmed child-abuse taking place there in order to blackmail the abusers
Iain Mills, an MP friend and ally of Dickens, also lived there.
Mills died of an apparent drink binge in his flat despite colleagues claiming he was a teetotaller.
” In 1997 , the Conservative MP for Meriden, Iain Mills, was found dead in his flat in Dolphin Square, Pimlico.
Initially there was confusion over the cause of death but Westminster’s creepy coroner Paul Knapman soon recorded a verdict of alcohol poisoning.
Iain Mills, MP, was apparently found with extreme levels of alcohol in his blood and was surrounded by gin bottles.
The media blamed his death on the stress of being a parliamentarian and it was assumed he’d had an alcohol problem for many years.
This was at odds however with members of his local constituency group who insisted he was a teetotaller and only ever drank orange juice during the 20 years they knew him.
His untimely death was soon forgotten and to this day is rarely mentioned, but that might be about to change.
Could it be that Iain Mills MP was aware of the high -level paedophile ring operating in Dolphin Square and this knowledge led to his death?
In 1993, an Early Day Motion was proposed by Ann Winterton MP entitled:
“Availability Of Obscene, Violent And Pornographic Material”

“ A Tory MP’s explosive file on an alleged VIP child abuse ring was destroyed by his family after his death, The Sunday People can reveal.
Geoffrey Dickens is believed to have made two copies of his 50-page dossier highlighting paedophiles in Britain’s establishment.
They contained claims of police corruption, names of senior politicians and are believed to have referred to the notorious Elm Guest House.
The B&B in south-west London is the subject of a police probe into allegations that VIPs went there to abuse
boys from a nearby care home.
The Sunday People revealed two weeks ago how Mr Dickens gave one dossier to the Home Office in 1984 but it apparently vanished.
The other was kept by the colourful MP for Littleborough and Saddleworth until his death at the age of 63.
That copy was ordered to be destroyed by Mr Dickens’ widow Norma who thought it was “too sensitive” to keep in the family home. She died last year.
Their son Barry, 49, told the Sunday People: “My father’s file was destroyed after his death in 1995 because my mother considered it too sensitive to have hanging around the house. It had been many years since Dad had handed the other copy to the Home Secretary and unfortunately nothing had come of it.”
It means the only possible remaining copy of the dossier could be with the Home Office.
MP Tom Watson has asked the Home Office to produce the dossier. Officials are still trying to track it down.
In 1981 Mr Dickens, then MP for Huddersfield West, had fired the first salvo against top paedophiles when he named diplomat Sir Peter Hayman. More information flooded in and in 1984 he handed his dossier to Home Secretary Leon Brittan.
The Home Office agreed to investigate the allegations and in the mean time Mr Dickens agreed not to use the protection of parliamentary privilege to name more paedophiles.
In 1985 the brave MP told the Commons he had received threatening phone calls and had been put on a “multi-killer’s hit list” following his campaign.
Shockingly it has taken 30 years for Mr Dickens’ allegations to be probed. At the time some MPs tried to undermine his campaign.
His son Barry said: “I see the new investigations as re-establishing my father’s reputation as a serious, campaigning politician.
“People like Jimmy Savile might have been rooted out three decades ago if the Government had acted on my father’s dossier”.
His granddaughter, Suzanne, left the following, moving comments:
” Well all I know is he was my Grandad. He was an amazing person. For his family and friends but also his country. I hope he gets the justice he deserves. He deserves an OBE, all he did was care and try and protect innocent children…from corrupt, dirty old men with disgusting, unforgivable lives trying to cover their tracks to protect their names and families….well what about mine!!?!
Justice will be done, the truth always comes out. And we will celebrate for my grandad, who we all miss”
It’s now time for Geoffrey Dickens to be recognised posthumously for his services in trying to expose child abuse in Britain.
He bloody well deserves it.

Wikipedia has a rather innocuous description of The Security Commission.
The Security Commission,sometimes known as the Standing Security Commission, was a UK non-departmental public body or quango established in 1964 to investigate breaches of security in the public sector. It was abolished in 2010, on the basis that government would investigate breaches of security as and when they occurred.

However, looking at the 15 reports that it has issued since it was created we can see that in 1973 it reported on the sex scandal involving Earl Jellicoe and Lord Lambton and in 1983 it issued a report regarding paedophile Geoffrey Arthur Prime.
Only 2 reports (that we know of) were issued while Baroness Butler-Sloss was chairman but it isn’t difficult to imagine that this is only the visible tip of the iceberg of the Security Commissions work.
So, what potential child abuse cases may have been referred to the Security Commission over the period that Baroness Butler-Sloss was chairing it (1996-2005) ?
Well, here is three just to begin with. North Wales child abuse (Waterhouse), Allegations of a Labour government minister abusing children at Angell Road in Lambeth, and Operation Ore, allegations of establishment figures, including members of the government accessing child abuse images.
The second report issued by Baroness Butler-Sloss in 2004 is interesting.
“To review vetting of those who join or belong to the Royal Households, those working closely with them, or who otherwise gain access to Royal residences.”
I wonder, did she bother to vet Jimmy Savile and if she did what did she find ?
Is Baroness Butler-Sloss really the independent chairman of an overarching child abuse inquiry that the public demands ?
Or a safe pair of hands that the establishment need to keep a lid on establishment paedophilia ?

Once again it is through her brother, former Attorney General in Margaret Thatcher’s government Michael Havers.
Just how many potential conflicts of interests can one person have before they are removed as chairperson of the independent inquiry into historical child abuse ?
Last year it was revealed the UK’s most senior legal figure was told that a former religious preacher involved in loyalist circles, who was a suspect in the Kincora abuse scandal, walked free because of perjured evidence.
In a private meeting, Attorney General Michael Havers and senior Government officials were briefed on the man’s links to the children’s home – and how a file on his case had been destroyed
Three senior staff – William McGrath, Raymond Semple and Joseph Mains – were jailed in 1981 for the abuse, but there have been suggestions of a mass cover-up by the Secret Service, which was rumoured to be protecting high-ranking paedophiles in the military, Civil Service and politics.
The scandal was referred to in several files released by the Public Record Office under the 30-year rule. However, the files have been redacted with key papers removed – while one file couldn’t be found.
One file contains a note of the private meeting in February 1982 attended by senior members of the political and legal establishment, including the Attorney General, Secretary of State Jim Prior, the Lord Chancellor Quintin Hogg and Sir William Bourne, a barrister and senior civil servant.
Just before the meeting, Mr Havers had spoken to the Director of Public Prosecutions for Northern Ireland.
According to the memo, Mr Havers learned that the RUC was investigating three separate aspects of the Kincora affair.
“The first concerned a man… who in 1972 was falsely acquitted on the basis of perjured evidence; the file on his case has subsequently been destroyed by a bomb,” the memo reports.
Mr Havers was also told how the man may have withheld information on a notorious murder which took place nine years earlier.
The body of 10-year-old Brian McDermott was discovered in a sack in the River Lagan in September, 1973. No one was ever convicted of the killing. The meeting was told that the information provided “conflicted with what the RUC had previously told ministers and officials”.
The Kincora scandal first emerged in January 1980.

The purpose of official inquiries into cover-ups is to uncover them. The clear risk that the Government is running with the inquiry to be headed by Baroness Elizabeth Butler-Sloss arises from the fact that the subject matter is an alleged cover-up of child sex abuse at the heart of the British Establishment. She herself, a former Tory parliamentary candidate, retired senior judge and daughter of a judge, is virtually the Establishment personified. Her impeccable rectitude and vast experience in these matters made her an ideal choice to head the inquiry – except for one thing, which has put her in an almost impossible position. It was her brother, Sir Michael Havers QC who later became Lord Chancellor, who was Attorney General at the time of events which have given rise to a strong suspicion that a paedophilia cover-up happened at the heart of Margaret Thatcher’s Government.
A dossier of allegations of systematic child abuse against prominent figures in Whitehall and Westminster was apparently “lost”. The allegations, collected by the late Geoffrey Dickens MP, were submitted to then Home Secretary Lord (Leon) Brittan, who promised they would be investigated. Nothing further appears to have happened, and a Home Office inquiry, separate from that to be led by Lady Butler-Sloss, is investigating why not.
At about that period, Dickens accused Havers of perpetrating “the cover-up of the century” by refusing to prosecute the late Sir Peter Hayman, a senior Foreign Office and MI6 official who was one of a group of men found to be in possession of images of sadistic child abuse. Havers gave as one of his reasons that Hayman was “a gentleman with a very distinguished career” with many honours, which almost sounds like an admission that the Establishment was protecting its own. So Lady Butler-Sloss may have to sit in judgement on her late brother’s conduct. Lord Tebbit, a member of the Thatcher Cabinet, said this week that he thought there may well have been an Establishment cover-up. It is not impossible Havers had been part of it.
Child-abuse cover-ups often lead to more children being abused, for which, as Pope Francis declared this week in relation to abusive clergy, those in authority who failed to act are morally to blame and must face the consequences. Lady Butler-Sloss’s terms of reference refer to historic allegations of abuse and how they were dealt with, and religious institutions are apparently included as well as bodies like the BBC and various NHS hospitals. The Jimmy Savile case is rife with cover-ups, with people in authority frequently turning a blind eye.
Cover-ups can cause almost irreparable damage to public confidence in key institutions. The Catholic Church in Ireland may take generations to recover from the way various bishops hushed up child abuse by priests, and despite what the Pope has said, no Irish bishop has been disciplined. Justice has not been done. And if the British Establishment closed ranks in the 1980s to protect its members, how can anyone be sure it is not doing so again?

A retired bishop who is a close friend of Prince Charles will be prosecuted for child abuse, it was revealed yesterday.
The Right Reverend Bishop Peter Ball, 82, will become the most senior Church of England figure to be hauled into court on a child sex charge.
He faces two counts of indecent assault – one in 1978 on a boy aged 12 or 13; the second in the 1980s on a man who was 19 or 20.
Ball will also be prosecuted for misconduct in public office while he was a bishop.
Jaswant Narwal, of the Crown Prosecution Service, said yesterday: “It is alleged he sexually abused a number of young males between 1977 and 1992.
“The misconduct alleged is that he misused his position and authority to manipulate and prevail upon others for his own sexual gratification.”
Ball was Bishop of Lewes, in East Sussex, from 1977 until 1992 when he became Bishop of Gloucester, before resigning in 1993.
He was originally arrested in 2012 at his home in Langport, Somerset, over claims he had sexually assaulted 19 men and boys in East Sussex.
But he fell ill and was deemed unfit to be quizzed at that time.
Police said yesterday the CPS was arranging for Ball to be ordered to appear at Brighton magistrates court on April 10.
In 1993, after Charles invited him to live in a Duchy of Cornwall property, Ball said: “The prince is a loyal friend.”

She allegedly told Mr Johnson if she included the claims about the bishop in her
report they’d ‘take the news’.
Mr Danczuk said: ‘She gives the impression that she is putting the reputation of the
Church before the interests of victims.’
Baroness Butler-Sloss told The Times: ‘I have always striven to be fair and
compassionate, mindful of the very real suffering of those who have been victims of
crime or other injustice.
'I have never put the reputation of any institution, including the Church of England,
above the pursuit of justice for victims. That is why I am honoured to be leading
this inquiry.’

child sex abuse, the department’s top civil servant revealed last night.
Mark Sedwill refused to release the titles of the missing documents to ‘avoid the
risk of prejudicing ongoing criminal investigations’.
In a letter to Home Affairs Select Committee chairman Keith Vaz, Permanent
Secretary Mr Sedwill said he could not comply with the committee’s request to list
the titles because ‘personal data’ needed to be redacted.

Pope Francis has been quoted as saying that reliable data indicates that "about 2%"
of clergy in the Catholic Church are paedophiles.

In the interview, Pope Francis was quoted as saying that the 2% estimate came
from advisers. It would represent around 8,000 priests out of a global number of
about 414,000.
While the incidence of paedophilia in the general population is not accurately
known, some estimates have put it at less than five percent.
"Among the 2% who are paedophiles are priests, bishops and cardinals. Others,
more numerous, know but keep quiet. They punish without giving the reason,"
Pope Francis was quoted as saying.
"I find this state of affairs intolerable," he went on.
Above the interview La Repubblica ran the headline: "Pope says: Like Jesus, I shall
use a stick against paedophile priests."
Vatican spokesman Father Federico Lombardi denied that Pope Francis had said
that there were cardinals who were paedophiles.
Last year Pope Francis strengthened the Vatican's laws against child abuse and
earlier this month begged forgiveness from the victims of sexual abuse by priests,
at his first meeting with victims since his election.
Many survivors of abuse by priests are angry at what they see as the Vatican's
failure to punish senior officials who have been accused of covering up scandals.
Asked in the same La Repubblica interview about the celibacy rule for priests, Pope
Francis recalled that it was adopted 900 years after the death of Jesus Christ and
pointed out that the Eastern Catholic Church allows its priests to marry.
"The problem certainly exists but it is not on a large scale. It will need time but the
solutions are there and I will find them."

On Saturday, the Home Office gave its "unreserved" backing for Baroness Butler-
Sloss to lead an inquiry into allegations of historical child abuse linked to public
institutions in the 1970s, 1980s and 1990s.
Phil Johnson, who was abused as a choirboy, claimed she excluded allegations in a
2011 report and told him that she "cared very much about the Church".
The former High Court judge - who was appointed by the home secretary last week
to head a wide-ranging inquiry- insisted she had never put institutions before
victims.
Home Office minister James Brokenshire has pledged his support, saying
her "integrity shines through".
He also told the Murnaghan show on Sky News that a panel of experts would sit
alongside the baroness in the investigation, but he did not reveal if they would have
equal powers.

Meanwhile, ChildLine founder Esther Rantzen said Baroness Butler-Sloss
was "possibly the wrong person" to lead the inquiry.
This, she said, was because of her close links with the judiciary, her previous report
and the connection with her late brother, the former attorney general Sir Michael
Havers, who tried to prevent ex-MP Geoffrey Dickens airing claims about a diplomat
in Parliament in the 1980s.
Shadow home secretary Yvette Cooper failed to give Baroness Butler-Sloss her
unequivocal backing.
Asked on Sky News if the former judge was the right person for the job, Ms Cooper
said: "I think she is an extremely experienced person who will be very good to do
this job, but… she needs the Home Office to take action to make sure they can
address these concerns.
"If they can't they will need to make changes and rethink the whole thing. I think
the ball should be in the Home Office's court now to set this [inquiry] up in the right
way and make sure they can do that, because I do think she has immense
expertise that should be drawn."

Margaret Thatcher personally covered up child abuse allegations made against one
of her senior ministers, according to explosive new claims.
The Sunday People reports Tory Prime Minister is said to have held a high-powered
meeting with the rising star, who was being tipped for promotion, and told
him: “You have to clean up your sexual act.”
It followed an allegation that the minister had sexually abused young boys at the
home of one of his political allies in 1982.
However the minister apparently ignored the warnings.
It is claimed that four years later he was spotted by police seeking young boys for
sex at Victoria railway station in London.
But no action was taken.
The extraordinary claims – made to the Sunday People by a source with inside
knowledge of Scotland Yard in the early 1980s – are now expected to be put before
the Westminster child abuse inquiry announced last week by the Prime Minister.
They go to the very heart of claims that there was an Establishment cover-up to
protect politicians , judges and police officers involved in a sick paedophile network.
David Cameron has already agreed to a full-scale investigation into historical
allegations of child abuse.

He has appointed Lady Butler-Sloss, a retired senior judge who chaired the
Cleveland child abuse inquiry in the late 1980s, to head the investigation.
And although the probe is in its infancy, its findings could be explosive –
particularly if evidence emerges that a former Prime Minister knew about the
allegations.
Labour MP Tom Watson said: “If true, these extraordinary revelations reveal a
remarkable state of affairs – so much so that they’re almost impossible to imagine.
“Yet that is what people said about Jimmy Savile and look what happened with him.
“These claims should be investigated by the new child-abuse inquiry.”
According to the source, the minister’s alleged interest in abusing young boys first
came to light after he stayed at the home of a constituency agent.
The agent, responsible for securing local election success for the Tory MP, is
believed to have alerted authorities.
A high-level meeting involving then Prime Minister Mrs Thatcher, Home Secretary
Willie Whitelaw, a senior policeman and an MI5 officer was held to discuss his
alleged behaviour.
The minister, according to the source, was then summoned to 10 Downing Street.
But, instead of being disciplined or sacked, the minister was warned about his
future behaviour and the matter was swept under the carpet.
Four years later, fresh allegations surfaced.

In 1986, the politician was alleged to have been found seeking rent boys in the
men’s toilets at Victoria railway station in central London.
The toilets were the target of an undercover sting by Scotland Yard detectives.
Officers approached the minister and warned him about his behaviour. It is believed
a report was filed by a CID officer.
Our source says this information was relayed personally to him at the time by Alec
Marnoch, a highly respected police officer and Operations Commander of the Yard’s
No 8 Area which covers Westminster and the West End.
Mr Marnoch, who died aged 58 in 1999 soon after his retirement, also intimated to
the source that police working in Piccadilly Circus had got a report of the same
politician importuning at one of London’s most notorious rent-boy haunts –
the “chicken rack”.
The “chicken rack” was a set of metal railings close to Piccadilly underground
station which was a vice hotspot in the 1980s.
Boys as young as 13 waited there to be picked up by men for sex – often VIPs such
as politicians, TV stars or even policemen.
Scotland Yard was unable to confirm whether the politician had been named in
connection with either the “chicken rack” or Victoria Station.
A spokesman for the Metropolitan Police said: “We will fully co-operate with the
panel chaired by Baroness Butler-Sloss and provide detail of relevant information.

Home Secretary Leon Brittan.

Dickens’s son Barry.
He says that in the weeks after his father submitted the dossier, the family’s home
was twice “professionally” burgled.
The Home Office admits there is no trace of the dossier and that 114 “potentially
relevant files” have been destroyed or lost.
The Home Office was forced to defend Baroness Butler-Sloss, 80, after it was
claimed she buried allegations about a bishop from a child-abuse review in 2011.
She reportedly told a victim she did not want to include the allegations in a review
of how the Church of England dealt with two paedophile priests because she “cared
about the Church” and “the Press would love a bishop”.
A Home Office spokesman said: “The integrity of Baroness Butler-Sloss is beyond
reproach and we stand by her appointment unreservedly.”

It wasn't that long ago that those who claimed that there was a massive pedophile ring involving officials in the highest levels of government were written off as conspiracy theorists and kooks. That is no longer the case, at least in the U.K. It turns out that this so called conspiracy theory was true, and is finally being officially investigated. The coverup isn't going well at this point. The British government is even coming under heat for the convenient disappearance of key files regarding the allegations. At least forty British MPs are implicated, but this is really just the tip of the iceberg.
The scandal, which initially centered around rape and child abuse accusations against the well connected BBC presenter (and knight) Jimmy Savile (who died in 2011) expanded in scope after victims testified that the abuse involved an organized pedophile ring which was operated out of the BBC. This organized pedophile ring apparently involved at least 40 British MPs. Another aspect of this scandal involves a close friend of Savile, former British MP Cyril Smith (also a knight). Police claim to have "overwhelming" evidence that Cyril physically abused young boys in the 1960s. It's worth noting that Savile wasn't just well connected, he was known to rub shoulders with the royal family itself.
Whether those involved actually get brought to justice or not is another story altogether. It's too late to bring down Jimmy Savile and Cyril Smith. They're both dead already. The question now, is whether the rest of the ring will be prosecuted. This is a scandal that has been successfully suppressed for decades in spite of testimony from numerous victims. Indeed the BBC fired the reporter who first attempted to expose the abuse in 2012. Once you look at the profile of those involved it's easy to see why. This time however, the internet seems to be making it a bit harder to sweep under the rug.
Regardless of how far the investigation goes officially, the fact that this nastiness is getting brought into the sunlight in England is a good thing. It establishes precedent, and opens up a range of possibilities that most people are unwilling to even consider until a story gets mainstream coverage. It might even prepare people psychologically for the full extent of this scandal.
You think this high powered pedophilia network only operated in the U.K.? I've got news for you, the United States government has been covering up their own pedophile network for decades. As in the U.K. case, the evidence surfaced years ago but nothing was ever done.

Lady Butler-Sloss, the retired high court judge, has resigned as chair of the panel that is due to examine the extent to which public institutions failed to investigate allegations of child abuse after admitting that she had failed to take into account a family conflict of interest.
Hours after the former solicitor general Vera Baird called on Butler-Sloss to stand down because her brother served as attorney general in the 1980s, when reports of child abuse were allegedly not examined properly, the former judge issued a statement announcing that she would withdraw from the post.
Butler-Sloss said she had been honoured to be invited to chair the inquiry. But she added: "It has become apparent over the last few days, however, that there is a widespread perception, particularly among victim and survivor groups, that I am not the right person to chair the inquiry. It has also become clear to me that I did not sufficiently consider whether my background and the fact my brother had been attorney general would cause difficulties."
The retired judge had faced intense criticism from victims' groups because her brother, the late Sir Michael Havers, was attorney general during the 1980s – the period due be examined by the panel.
The retired judge informed the home secretary, Theresa May, of her decision over the weekend. May, who appointed Butler-Sloss last week, had strongly defended her as the criticism mounted.
Butler-Sloss added in her statement: "This is a victim-orientated inquiry and those who wish to be heard must have confidence that the members of the panel will pay proper regard to their concerns and give appropriate advice to government.
"Nor should media attention be allowed to be diverted from the extremely important issues at stake, namely whether enough has been done to protect children from sexual abuse and hold to account those who commit these appalling crimes.
"Having listened to the concerns of victim and survivor groups and the criticisms of MPs and the media, I have come to the conclusion that I should not chair this inquiry and have so informed the home secretary.
"I should like to add that I have dedicated my life to public service, to the pursuit of justice and to protecting the rights of children and families and I wish the inquiry success in its important work."
Theresa May said: "I am deeply saddened by Baroness Butler-Sloss's decision to withdraw but understand and respect her reasons. Baroness Butler-Sloss is a woman of the highest integrity and compassion and continues to have an enormous contribution to make to public life.
"As she has said herself, the work of this inquiry is more important than any individual and an announcement will be made on who will take over the chairmanship and membership of the panel as soon as possible so this important work can move forward."
Downing Street pointed out that it had been "entirely" the decision of Butler-Sloss to stand down. No 10 went out of its way to praise her work, describing her work as chair of the Cleveland child abuse inquiry as groundbreaking.
The prime minister's spokesman said: "Dame Elizabeth has taken the decision to step down as the head of the panel inquiry. It is entirely her decision. Understanding and respecting her decision, the government's view has not changed: that she would have done a first-class job as chair of the panel. But she has taken that decision."
Keith Vaz, the chairman of the Commons home affairs select committee who raised concerns about the appointment with the Home Office permanent secretary, Mark Sedwill, last week, said that the inquiry was now becoming shambolic.
Vax said: "I am not surprised by this decision – it is the right one. As I pointed out to Mr Sedwill the public would be concerned that a member of parliament, no matter how distinguished, had been appointed to head this important panel. The whole inquiry process is becoming shambolic: missing files, ministers refusing to read reports and now the chair resigning before the inquiry is has even commenced."
Butler-Sloss's decision to stand down is a blow to the government, which appeared to have rushed into appointing her. On Sunday last week Michael Gove said there would be no public inquiry. Within 24 hours the home secretary announced a wide-ranging inquiry that will examine how public institutions responded to allegations of child abuse.
There were suggestions that the Home Office overlooked Butler-Sloss's family links. Government sources insisted last week that it was well known that Butler-Sloss was the sister of Havers, attorney general from 1979 to 1987.
Earlier on Monday Baird, the police and crime commissioner for Northumbria who served as Labour's solicitor general from 2007 to 2010, said May had made an error in appointing Butler-Sloss because of her brother's role. The Butler-Sloss panel would have had to examine whether Havers played down allegations of child abuse during that period.
Baird told the Today programme on BBC Radio 4: "If she were in a court case presiding over it and her brother were mentioned as someone she may have to investigate, she would of course withdraw due to a conflict of interest. The conflict of interest is even bigger here where we have a vulnerable community of people who say that they have been not allowed to get justice.

The retired judge faced renewed pressure over the weekend when the Times reported that
she kept allegations about a bishop out of a review of how the Church of England dealt with
two priests allegedly involved in paedophilia. Butler-Sloss reportedly told a victim that she
did not want to name the bishop because "the press would love a bishop". Bishop Peter Ball,
the former bishop of Lewes and of Gloucester, was charged this year with indecent assault
and misconduct in a public office.
Baird said Butler-Sloss's personal qualities were "immaculate", but she added: "Michael Havers
[her brother] was attorney general from 1979 to 1987 and he then became lord chancellor.
It would have been up to him, had there been reports coming through, as the chief law officer,
to make sure they were investigated. I have no reason to know whether Michael Havers was
ever given any information or whether he acted upon it or didn't. But she is going to have to
investigate the role played by her late brother."
The former solicitor general added: "The current issue surely is should somebody be investigating
something in which their brother has been named, however he may in due course be exculpated?
Is this going to satisfy this very vulnerable company of people who feel that the establishment has
kept them out of justice already?
"I think it is an error. I don't know if she, when agreeing to take it on, knew the implications for
herself and for her family. She is a very dutiful person, she would feel she should take it on if she
was asked to do so. The error is the home secretary's. It needs correcting."
Sir Mathew Thorpe, who served alongside Butler-Sloss in the court of appeal, acknowledged the
concerns raised by Baird. But he said Butler-Sloss's record as a judge and as chair of the Cleveland
child abuse inquiry put her in a strong position to chair the new panel.
Thorpe told the Today programme: "Of course it [the conflict of interest] is a relevant consideration.
But it has to be weighed against other relevant considerations, including her unrivalled qualities.
"She has a high sense of duty to serve wherever her contribution may be of value. This is well
illustrated by all the work she has done in the House of Lords, where she has been very active
on all family justice issues."

The British government plans to strictly control the release of 'establishment' paedophile revelations over a period of decades in order to avoid mass civil unrest, according to a Westminster source.
It is further claimed that many cases will never be disclosed due to the severity of the offences that took place, and also the high profile status of those involved.
Even politicians such as Simon Danczuk and Tom Watson, who have pushed for transparency, are all too aware of the dangers that mass disclosure may bring.
A 'total disclosure event' would see citizens of the United Kingdom take to the streets in their hundreds of thousands, if not millions, as the extent of the crimes are revealed. The offences include the rape, torture and murder of children.
When the public accept that throughout the 70's, 80's, and into the 90's, elected officials and other dignitaries in shocking numbers used their position and status to have sex with vulnerable children, a 'critical mass mentality' will have been achieved, and the state will not have the resources or the moral high ground available to quell the disquiet.
There is no sector of the 'establishment' that remains distant from the culture of paedophilia in and around the power bases of London. The royal family, government, security services, the police and the judiciary have all played their part in covering up a sickness that has plagued the country for decades.
The abuse of children by establishment paedophiles continues to this day, albeit on a lesser scale. The unaccountability of decades ago has been diluted by the information age.
Yet, powerful players in the corridors of power still have a vested interest in not only covering up the evil deeds of the past, but also indulging those who still engage in these heinous crimes.

bout 1,400 children were sexually exploited in Rotherham over a 16-year period, according to a report that concluded "it is hard to describe the appalling nature of the abuse that child victims suffered".
The uncompromising report on events in the South Yorkshire town between 1997 and 2013 said in more than a third of these cases the youngsters were already known to child protection agencies.
Warning also of "blatant" collective failures by the council's leadership, the report by Professor Alexis Jay prompted the resignation of the council's Labour leader.
Roger Stone, the leader, said: "Having considered the report, I believe it is only right that I, as leader, take responsibility on behalf of the council for the historic failings that are described so clearly in the report and it is my intention to do so.
"For this reason, I have today agreed with my Labour group colleagues that I will be stepping down as leader with immediate effect."
Despite Stone's resignation, chief executive Martin Kimber said no council officers will face disciplinary action.
Jay said she found examples of "children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness violent rapes and threatened they would be next if they told anyone".
Jay said: "They were raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated." She said she found girls as young as 11 had been raped by large numbers of men.
The report said failures of the political and officer leadership of Rotherham council over the first 12 years she looked at were blatant, as the seriousness of the problem was underplayed by senior managers and was not seen as a priority by South Yorkshire police. Jay said police "regarded many child victims with contempt".
These failures occured despite three reports between 2002 and 2006 "which could not have been clearer in the description of the situation in Rotherham".
She said the first of these reports was "effectively suppressed" because senior officers did not believe the data. The other two were ignored, she added.
The report said: "By far the majority of perpetrators were described as Asian by victims." But, she said, councillors seemed to think is was a one-off problem they hoped would go away and "several staff described their nervousness about identifying the ethnic origins of perpetrators for fear of being thought racist".
She added: "Others remembered clear direction from their managers not to do so."
The spotlight first fell on Rotherham in 2010 when five men, described by a judge as sexual predators, were given lengthy jail terms after they were found guilty of grooming teenage girls for sex. The prosecution was the first of a series of high-profile cases in the past four years that have revealed the exploitation of young girls in towns and cities including Rochdale, Derby and Oxford.
Following the 2010 case, the Times claimed that details from 200 restricted-access documents showed how police and child protection agencies in the South Yorkshire town had extensive knowledge of these activities for a decade, yet a string of offences went unprosecuted.
The allegations led to a range of official investigations, including one by the home affairs select committee.
Last year, the South Yorkshire police and crime commissioner, Shaun Wright, said there had been "a failure of management" at South Yorkshire police as he responded to a report into the force on this issue by Her Majesty's Inspectorate of Constabulary (HMIC).
The report concluded: "No one knows the true scale of the child sexual exploitation (CSE) in Rotherham over the years. Our conservative estimate is that approximately 1,400 children were sexually exploited over the full inquiry period, from 1997 to 2013."
In response, Rotherham council, which commissioned the report, said it accepted the findings, including the statement that failures "almost without exception" were attributed to senior managers in child protection services, elected councillors and senior police officers.
It accepted that failures were not down to "frontline social or youth workers who are acknowledged in the report as repeatedly raising serious concerns about the nature and extent of this kind of child abuse".
The council's chief executive, Kimber, said: "The report does not make comfortable reading in its account of the horrific experiences of some young people in the past and I would like to reiterate our sincere apology to those who were let down when they needed help."
"The report confirms that our services have improved significantly over the last five years and are stronger today than ever before.
"This is important because it allows me to reassure young people and families that, should anyone raise concerns, we will take them seriously and provide them with the support they need.
"However, that must not overshadow – and certainly does not excuse – the finding that for a significant amount of time the council and its partners could and should have done more to protect young people from what must be one of the most horrific forms of abuse imaginable.

hard to read.
It lays out how Rotherham Council and the police knew about the level of
child sexual exploitation in the town, but didn't do anything about it.
They either didn't believe what they were being told, played it down, or were
too nervous to act. The failures, the report says, are blatant.
The report estimates 1,400 children were sexually exploited over 16 years,
with one young person telling the report's author that gang rape was a usual
part of growing up in Rotherham.
The processes for dealing with these crimes have got better in the last four
years, but still improvements need to be made.There were more apologies
from the council today but the report's author says they are too late.

Scotland Yard delays 200 charges over claims of child sex abuse - Met is worried about ‘media frenzy’ over paedophile network at Westminister, claims MP.
So they continue to completely disregard the thousands possibly hundreds of thousands of fragile innocent victims who have been highly traumatised and damaged quite possibly for the rest of their lives here whilst they continue to protect the psychopathic perpetrators, the corrupt criminals in Westminster along with their minions.

Senior Tory cabinet ministers were supplied with underage boys for sex parties, it is sensationally claimed.
Former Conservative activist Anthony Gilberthorpe said he told Margaret Thatcher 25 years ago about what he had witnessed and gave her names of those involved.
His allegations that he saw top Tories having sex with boys comes after David Cameron launched a Government inquiry into claims of a cover-up.
Anthony, 52, said: “I am prepared to speak to the inquiry. I believe I am a key witness.”
Trawling seedy streets during a Tory conference, Gilberthorpe says he was asked to find underage rent boys for a private sex party at a top hotel.
Today, more than three decades later, he claims he was acting on the orders of some of the most senior figures of Margaret Thatcher’s government.
Anthony says he was a full-time political activist when he helped procure the “youngest and prettiest” boys for several cabinet ministers after being told to find “entertainment”.
In a series of explosive claims about conferences at Blackpool and Brighton in the 1980s, he alleges boys as young as 15 indulged in alcohol and cocaine before they had sex with the powerful politicians.
He says one person who attended a party is a current serving minister.
Others said to be present at the parties included Keith Joseph, Rhodes Boyson, Dr Alistair Smith and Michael Havers
As a young aspiring politician, Mr Gilberthorpe admits being in awe of the men, but now insists: “They manipulated and groomed me to do their bidding.”
He said: “I was just 17 when I first went to a conference in Brighton in 1978. I couldn’t believe I was rubbing shoulders with all these important people and I couldn’t believe that they were taking such a keen interest in me. I would have done anything for them because I was so desperate to make it in politics.
“During the years I was attending conferences between 1978 and 1985, I was a full-time political activist. At the same time I was running for office in district and county council elections.”
Mr Gilberthorpe claims that at the 1983 Blackpool conference he was asked by Dr Alistair Smith – the Tory Party Chairman in Scotland – to arrange for young rent boys to have sex with two high-profile cabinet ministers, who we are not naming today.
Other MPs at that party were said to include Rhodes Boyson and Keith Joseph.
In that week he presented the then-Prime Minister Mrs Thatcher with a cake to mark her 58th birthday. But he says he also had a more sordid role – using his young looks to find these underage boys for her ministers.
At the time, the age of consent made it illegal to have gay sex with anyone under 21-years-old.
He said: “Dr Smith, who I looked up to at the time and was the most important Tory in Scotland, told me to go and fetch some ‘entertainment’, which was code for young boys and handed me a handful of bank notes. There was about £120.”
Mr Gilber-thorpe claims he was not shocked by the request.
He said: “It was a norm and an open secret that these older members of the Tory party, like
Dr Alistair Smith, paid for young men to join them at sex parties.
“It was the first time I was asked to fetch them but it was hardly surprising as I was becoming one of their trusted people. There was a well known and used cruising area close to the Imperial Hotel, which was a conference hotel. The hotel was not open to the public.
“I was expected to find the youngest and prettiest boys. It was what those men wanted.
“In fact it was all they wanted.
“So myself and another Tory candidate walked down there and sat on some benches underneath an archway in the Pavilion area of Blackpool and waited.”
He said they were approached within minutes by a “guy aged about 20” called James. He went on: “I asked him if he wanted to come back to the hotel and he said ‘yes’. We asked if he had any
mates and he went away and came back with two boys who were aged about 15 and no older.
"It was a surreal situation as we were dressed in suits and ties and they were wearing jeans.
“We said we would make it worth their while and the older one held out his hand and I passed him the money to share out. I promised him there would be plentiful amounts of free booze.”
Mr Gilberthorpe claims he then asked hotel security to contact a man inside who worked at the Conservative Party Central Office to arrange for the three rent boys to be given security clearance and special badges that would allow them to enter the Imperial.
He said: “All MPs, members of the National Executive and chosen delegates were given name badges that allowed you access to the conference hotel.
“Some of them had a small Oscar sign in the corner which was a code to allow others to know you were allowed into these secret parties.” He claimed the Hollywood-style Oscar symbol was actually in honour of gay writer and poet Oscar Wilde.
Once inside the Imperial, he says the group walked up several flights of stairs to a room where politicians were waiting for them, along with a table of cocaine.
He said: “We took them straight upstairs and into a room where Dr Smith and other MPs were waiting for them at the party. They were given drinks and cocaine to snort and then they were all moved into the centre of the room.”
Mr Gilberthorpe said he witnessed two senior Tories having sex with the boys. He said: “A couple of other MPs were in the room. I can clearly remember seeing one politician, who is now a serving Tory MP, standing there and watching.”
Mr Gilberthorpe also claims that two years earlier in 1981 he saw Sir Michael Havers – then Attorney General – at a swimming pool party at the Tory conference in Blackpool, where underage boys were encouraged to perform sex acts on several politicians, who we are also not naming today.

historical abuse inquiry. The move has concerned the charity 4Children,
which has warned that without a separate inquiry the issue will be lost,
especially when compared to the scope of such a large inquiry spanning decades.
A 4Children spokesperson said she was concerned Cameron indicated,
in his announcement during Prime Minister Questions, that any
Rotherham inquiry would be incorporated into the historical child abuse inquiry.’
This will give “the false impression that this issue is in the past and does not reflect
the horrific reality that children continue to be subjected to abuse today,”
the charity claimed.
In a letter to the prime minister, the children’s charity called for a high level,
standalone inquiry into the extent of child sexual exploitation (CSE) in
Rotherham and other areas.
Anne Longfield, 4Children chief executive, said: “The devastating findings of
child abuse in Rotherham shows how countless young lives have, and still are,
being ruined by CSE. 4Children believes that the 1,400 victims of abuse in
Rotherham deserve answers.”
“The full scale of this systemic failure may never be known, but government
must act now to carry out an urgent and transparent investigation to listen to
and protect children and make sure this never happens again in Rotherham or
anywhere else in the UK.”
The charity believes a standalone inquiry should focus on four areas, including
what went wrong and why victims’ experiences of being sexually exploited were
ignored. On a wider scale, it believes an inquiry should focus on the extent of
CSE in the UK today and how institutions and committees should change to
ensure children are always listened to and warnings are never ignored.
“We are calling on the prime minister to establish a standalone inquiry to reveal
the true extent of CSE in Rotherham and other areas and answer questions about
how and why services continue to fail our children. Adding it to the remit of an
historical abuse inquiry misses the point,” Longfield said.
The Society of Local Authority Chief Executives (SOLACE) has given its support
to these calls. SOLACE president Mark Rogers said: “National and local
leaders – political, professional, religious and community – need to lead an
examination of our collective conscience and agree how we tackle those values
and cultures that ignore, misunderstand or condone abuse.”

Lord Mayor Fiona Woolf to lead child abuse inquiry

‘Lord Mayor of London Fiona Woolf has replaced Lady Butler-Sloss as head of the
UK government inquiry into historical child abuse.
Ms Woolf is a City lawyer and former president of the Law Society.
She will head an inquiry panel including child abuse experts and at least one victim
of abuse.’
Retired judge Baroness Butler-Sloss quit as head of the inquiry in July, saying she
was "not the right person" for the job.
She stood down after child abuse victims raised concerns that she is the sister of
the late Sir Michael Havers, who was attorney-general in the 1980s when abuse is alleged to have happened.
The inquiry, which was set up in July, was prompted by allegations that figures in
Westminster and Whitehall were implicated in covering up child sex abuse, and that
police and other authorities did not properly investigate prominent offenders such
as Jimmy Savile and Cyril Smith.
'Shaken confidence'
Announcing Ms Woolf's appointment, Home Secretary Theresa May said: "In recent
years, we have seen appalling cases of organised and persistent child sex abuse
which have exposed serious failings by public bodies and important institutions.
"These failings have sent shockwaves through the country and shaken public
confidence in the pillars of society in which we should have total trust.
"That is why the government has announced that an independent panel of experts
will consider whether such organisations have taken seriously their duty of care to
protect children from sexual abuse.
"We are absolutely clear that we must learn the lessons of past failures and the
panel will be instrumental in helping us to do this."
Ms Woolf, 66, is an expert in energy markets and has advised many governments
and the World Bank on privatisation and energy reforms.
'No time to lose'
As the Lord Mayor of London, she acts as ambassador for the City of London and
Britain's financial services industry around the world.
She said: "Ensuring lessons are learned from the mistakes which have been made
in the past and resulted in children being subjected to the most horrific crimes is a
vital and solemn undertaking.

Labour MP Simon Danczuk called for a sense of urgency
"I was honoured to be approached to lead such an important inquiry and look
forward to working with the panel to ensure these mistakes are identified and never
repeated."
She will be assisted as head of the inquiry by Graham Wilmer, a child sexual abuse
victim and founder of the Lantern Project, which helps victims of sex abuse, and
Barbara Hearn, former deputy chief executive of the National Children's Bureau.
Prof Alexis Jay, author of the recent report into abuse in Rotherham, will act as an
expert adviser to the panel, said the Home Office.
Their first tasks are to finalise membership of the panel and agree terms of
reference for the inquiry, said the Home Office in a statement.
Rochdale MP Simon Danczuk, who led calls for an overarching inquiry into alleged
abuse, backed the appointment of Ms Woolf but called on her to bring "a sense of
urgency" to the investigation.
'Victims' voices'
He said the inquiry had lost momentum due to delays after the resignation of Lady
Butler-Sloss.
"I'm pleased the Home Secretary has finally got this moving," said the Labour MP.
"Although I would not have looked to high office in the Square Mile to find someone
to challenge the establishment, Fiona Woolf is a smart and capable woman and she has my support.
"Britain is in the middle of a child abuse crisis and this inquiry has to be a
watershed. It must go to the heart of the establishment and challenge why crimes
have been swept under the carpet for so long."
Mr Danczuk added that there was "no time to lose", as some alleged abusers were
now very elderly and could die before facing justice.
Matthew Reed, chief executive of the Children's Society, echoed Mr Danczuk's call
for no further delays to the inquiry but said it must be "thorough and
comprehensive" and the voices of victims must be heard.
"This is a critical opportunity to eliminate the obstacles that have denied these
children justice in the past and to stop this horrific crime from happening again," he
added.

‘The unprecedented scale of current police investigations into historic
child abuse can be revealed for the first time today, as senior officers
warn of the challenge of investigating alleged crimes that go back decades.
An investigation by The Mail on Sunday has revealed that:
Forces around Britain are carrying out more than 60 major investigations
into sex attacks and beatings in schools, children’s homes and churches
dating back to the 1950s.
More than 2,000 people have come forward in the wake of the Jimmy
Savile scandal to say they were abused at institutions or by public
figures, including prominent politicians.
A staggering 1,200 of the alleged victims were inmates of just one
institution, a northern borstal once visited by the late Home Secretary
Leon Brittan and praised for its ‘short, sharp shock’ regime. He himself
is now at the centre of a number of abuse claims.’
The first chairman of the troubled Government inquiry into historic abuse
has warned of the ‘vast task’ of investigating the spiralling allegations.

The cases are putting police forces – already struggling to deal with 20 per
cent budget cuts at the same time as an explosion in online crimes and a
heightened terrorism threat – under huge strain as the operations are
complex and evidence is difficult to find.
The investigations could expand further when victims give their testimony
to the long-delayed public inquiry into historic abuse, which will finally
begin in earnest next week as judge Lowell Goddard arrives from New Zealand.
Chief Constable Simon Bailey, who is co-ordinating the police’s work, told The Mail
on Sunday: ‘We have done a huge amount in recent years to tackle sexual abuse of
children. We have responded to criticism, risen to the challenge and changed the
way we engage with victims and how we investigate abuse. As a result, many,
many more victims have found the confidence to report abuse.
‘This means we are dealing with an unprecedented number of investigations. Not
only is this a financial challenge, it is a challenge for the police service in terms of
expertise and numbers of trained and experienced personnel we need.’
He added that the vast majority of abuse is carried out by family members, rather
than ‘well-known personalities’, and many forces are also looking into hundreds of
individual allegations of historic assaults.
At least 23 of the 43 police forces in England and Wales, plus Britain’s FBI, the
National Crime Agency, are working on historic abuse cases that relate to institutions.
There are at least 63 ongoing inquiries involving at least 2,100 alleged victims, with
some 133 arrests made in recent years.

Re the Jill Dando murder: I always thought that this killing had the feel of an 'execution/assassination. Given the revelations about Jill wanting to investigate the paedo links, I'm convinced that she was killed as an 'example' to other wannabe whistleblowers who would dare question the status quo.
The message was & is, 'drop the investigations, or else'. That, to me, explains all the fuss over Julian Assange, Edward Snowden, Gary McKinnon (hacker) & Bradley Manning among others. They are being made an example of, as a deterrent to truthseekers.
