A colleague sent me a pdf of the “March 2013 Watchlisting Guidance” document which you may find at

The document is 166 pages in length and contains useful information for we private, law-abiding citizens such as the quote from page 28 of the document, below:
“After an FBI determination that the individual is not a KNOWN or SUSPECTED TERRORIST, NCTC (National Counterterrorism Center) may determine – based on a NOMINATOR’S independent nomination – that the individual should remain in the TIDE (Terrorist Identities Datamart Environment – the database) ....”
As I understand this quote, an individual at the NCTC can over-ride the FBI!
