Hello Everyone:

It constantly get more bizarre in our world! Now france won't deliver 2 helicopter carriers worth 1.5 billion dollars that have already been paid for. We are getting into territory that seems to lend itself to more war instead of less war.

If someone owed you 1.5 billion dollars worth of equipment what would you do?

PARIS (Reuters) - France will not deliver the first of two helicopter carriers to Russia for now because of Moscow's actions in eastern Ukraine, the French president's office said on Wednesday.

France, due to join NATO partners at a summit in Britain from Thursday, has faced fierce pressure from Washington and other allies to halt the sale of the Mistral-class warships, the first of which had been due for delivery in October.

Four hundred Russian sailors have been receiving training to operate the carrier since the end of June at shipyards at Saint-Naizaire, on France's Atlantic coast.

Warning Moscow it could face more sanctions, President Francois Hollande's said last week it would be "intolerable and unacceptable" if it were proven that Russian forces had entered Ukrainian territory, something Russia denies.

"Russia's recent actions run against the foundations of security in Europe," Hollande's office said in a statement after a meeting between the president and his top military advisers.

"The president of the republic has concluded that despite the prospect of ceasefire, which has yet to be confirmed and put in place, the conditions under which France could authorize the delivery of the first helicopter carrier are not in place."

Russian President Vladimir Putin outlined a plan for a ceasefire in eastern Ukraine on Wednesday but the Ukrainian prime minister accused him of trying to deceive NATO and head off new European Union sanctions.

Following the presidency's statement, Foreign Minister Laurent Fabius was careful not to close the door entirely to the possibility of France delivering the warship.

"The decision that the president had to take was are the conditions there today for the delivery. No, but we hope that they will be in the future," Fabius said on BFMTV.

NO "TRAGEDY"

Russia's Defense Ministry played down the French decision, saying it would not hinder the modernization of its military nor hold back its reform plans, Itar-Tass news agency reported.

"Although of course it is unpleasant and adds to certain tensions in relations with our French partners, the cancelling of this contracts will not be a tragedy for our modernization (of the army)," Deputy Defense Minister Yuri Borisov told the Russian news agency.

France's decision is likely to take the heat off France when NATO leaders meet in Wales for a summit largely focused on the conflict in Ukraine and growing tensions with Russia.

"Unfortunately Russia has made this kind of decision the only possible decision by its actions," a senior NATO official told reporters in Newport before the summit.

France has until now resisted allies' pressure to halt the delivery of the warships, saying that doing so would hurt Paris more than Moscow.

As recently as July, Hollande said that France would honor the contract for the first carrier, but said he was prepared to review the second due to be delivered in 2016.

And on Tuesday, French diplomats had suggested that the delivery of the first helicopter carrier was likely to go ahead.

Paris has repeatedly said that other countries must share the burden in imposing a new round of sanctions on Russia and that any measures should also include the energy and financial sectors as well as defense.

Signed by then-president Nicolas Sarkozy's conservative government, the 1.2 billion euro ($1.58 billion) contract for two warships was the first by a NATO member country to supply Russia with military equipment.

"Russia used to have a closer partnership with NATO than other countries through the NATO-Russia Council," one high-ranking NATO diplomat said in Newport.

"But this Russia today is no partner."

Thanks for catching this. I've been super curious about the gas/oil/arms situation between Russia and Europe for the last 5 years, lmao!
It's way weirder IRL the way it's happening than anyone could have imagined. :(

Russia and its leaders are by no way perfect or even necessarily "The Good guys" if one needs such a scale, but the demonization of Russia just in the last month or so by western counties has become so obviously slanted and non-legit; I really see this as a "gearing up" for something. Likely the US and it's followers don't want people to make the simple connection between ISIS and their unbending financial and military support for the rebels of Syria just last year -- they created ISIS in front of our own eyes and now they really need a lot of distraction to prevent that from becoming obvious to the regularly "programmed" masses.

A bit of a side rant ...

I think this is all about taking our eyes of other issues, like the development of ISIS so they can rip power from the current Arab states like Syria and ultimately take Iran which are real achievable goals, Russia isn't even a target and neither is Ukraine.

This sale was not made by Hollande but by Sarkozy. The problem with the two-party political system is that, regardless of whether or not both sides are serving the same masters, whenever the opposition comes to power, it has to take over situations that it may have opposed in the first place. You have a good cop/bad cop-type scenario where governments are constantly implementing policies radically different from their own while holding /pretending to hold their noses. This is democracy in action: it is always someone else’s fault. Meanwhile, the economic issue invariably raises its ugly head. Ever strapped for cash, governments behave exactly like individuals in the same situation: they resort to crime.

What we need for greater continuity without dictatorship is a modicum of consensus, like a Geneva Convention for moral government. And one major aspect to be covered would be the sale of arms. It is a hugely lucrative area, involving huge corruption, and while in the short term it boosts a nation’s economy, in the long run the resulting arms race is an appalling drain on it.

That's exactly what they have planned and François Hollande is just doing what the masters want. He always has been a servant and he is a shame for the french democracy.

France kowtows to US by suspending Mistral delivery – Le Pen

France’s decision to suspend the delivery of the first of two Mistral helicopter carrier ships to Russia shows Paris’ obedience of American diplomacy, said National Front leader Marine Le Pen. Russia still believes that France will fulfill the contract.

"This decision is very serious, firstly because it runs contrary to the interests of the country and shows our obedience of American diplomacy," Le Pen told France’s RTL radio.
She added that suspension of Mistral warships is also serious “for the reputation of France and the value of its word in trade relations.”
“It will have a huge cost: four months of employment in Saint-Nazaire [where Mistral vessels are under construction], millions of working hours,” Le Pen added, “The delay will cause a fine of 5 to 10 billion euro.”
On Wednesday France suspended delivery of the first of two Mistral helicopter carrier ships to Russia because of events in eastern Ukraine.
“The situation is serious. Russia’s recent actions in the east of Ukraine contravene the fundamental principles of European security,” said a statement from the office of President Francois Hollande.
The French president later said that the conditions for delivering Mistral to Russia are ceasefire in Ukraine and political settlement of the conflict, Reuters reported.
In case of further complications, delivery would be delayed but the contract would not be suspended, he added.

The two ships were commissioned by Russia in 2011 at a cost of $1.6 billion. The first of these, the Vladivostok, was due to come into service at the end of this year, with the second, the Sevastopol, is due to be completed in 2015.
Other French opposition representatives criticized the decision of French government, saying that a possible suspension of the Mistral helicopter carriers will disrepute France as trading partner.
“Suspension of delivering the Mistral [ships] would be suicidal for the credibility and reliability of the French arms industry,” wrote Thierry Mariani, a member of the Union for a Popular Movement on Twitter.
