Scottish referendum: Scotland votes 'No' to independenceComments

Short vid on link......http://www.bbc.co.uk/news/uk-scotland-29270441

Scotland has voted to stay in the United Kingdom after voters decisively rejected
independence.

With the results in from all 32 council areas, the "No" side polled 2,001,926, votes
to 1,617,989 for "Yes".

Scotland's First Minister Alex Salmond called for unity and urged the unionist
parties to deliver on more powers.

UK Prime Minister David Cameron said he was delighted the UK would remain
together and said the commitments on extra powers would be honoured.

Mr Cameron said the three main unionist parties at Westminster would now follow
through with their pledge to deliver more powers to the Scottish Parliament.

"We will ensure that those commitments are honoured in full," he said.

He announced that Lord Smith of Kelvin, who led Glasgow's staging of the
Commonwealth Games, would oversee the process to take forward the
commitments, with new powers over tax, spending and welfare to be agreed by
November, and draft legislation published by January.

The prime minister also acknowledged that the people of England, Wales and
Northern Ireland must have a bigger say over their affairs.

And he promised a resolution to the West Lothian question - the fact that Scottish
MPs can vote on English issues at Westminster.

"In Wales there are proposals to give the Welsh Government and Assembly more
powers and I want Wales to be at the heart of the debate on how to make the
United Kingdom work for all our nations," he said.

In other developments:

The pound hit a two-year high against the euro and a two-week high against the
US dollar, as Scotland voted against independence.
Royal Bank of Scotland said it would keep its headquarters in Scotland following
the "No" vote.

Scotland rejected independence by 55% to 45%. For latest results and full
coverage, go to bbc.co.uk/scotland-decides.
The result became a mathematical certainty at 06:08, as the returning officer in
Fife announced a comfortable No vote.

Shortly afterwards, Mr Salmond said he accepted the defeat and called for national unity.

He said the referendum and the high turnout had been a "triumph for the
democratic process" and promised to keep his pledge in the Edinburgh Agreement
which paved the way for the referendum to respect the result and work for the
benefit of Scotland and the United Kingdom.

The moment the No side won an unassailable lead over the Yes camp

He told supporters: "The unionist parties made vows late in the campaign to
devolve more powers to Scotland.

"Scotland will expect these to be honoured in rapid course - as a reminder, we have
been promised a second reading of a Scotland Bill by March 27 next year.

"Not just the 1.6 million Scots who voted for independence will demand that
timetable is followed but all Scots who participated in this referendum will demand
that timetable is followed."

Mr Salmond said he would shortly speak to the Prime Minister on the results.

But he highlighted the "empowerment" of first-time voters, including 16 and 17-year-olds.

And the First Minister said: "Whatever else we can say about this referendum
campaign, we have touched sections of the community who have never before been
touched by politics, these sections of the community have touched us and touched
the political process.

Short Vid on link......http://www.bbc.co.uk/news/uk-scotland-29270441

Alex Salmond: "I call on all of Scotland to follow suit in accepting the democratic
verdict of the people of Scotland"

"I don't think that will ever be allowed to go back to business as usual in politics again."

In a rallying call to his supporters, Mr Salmond urged the Yes voters to reflect on
how far they had come.

"I don't think any of us, whenever we entered politics, would have thought such a
thing to be either credible or possible," he said.

"Over the last few weeks we have seen a scare and a fear of enormous proportions
- not a scaremongering directed at the Scottish people but the scare and the fear at
the heart of the Westminster establishment as they realise the mass movement of
people that was going forward in Scotland.

"Today of all days as we bring Scotland together, let us not dwell on the distance
we have fallen short, let us dwell on the distance we have travelled and have
confidence the movement is abroad in Scotland that will take this nation forward
and we shall go forward as one nation."

This margin of victory for the Better Together campaign - 55% to 45% - was
greater by about 3% than that anticipated by the final opinion polls. The winning
total needed was 1,852,828.

Speaking in Downing Street, Mr Cameron said the result was decisive.

He said: "Now the debate has been settled for a generation, or as Alex Salmond
has said: 'Perhaps for a lifetime'.

"So their can be no disputes, no re-runs; we have heard the will of the Scottish people."

Short Vid on link.....

David Cameron: ''Like millions of other people, I am delighted''

The prime minister also spoke of the implications for the other nations of the UK.

"In Wales there are proposals to give the Welsh Government and Assembly more
powers and I want Wales to be at the heart of the debate on how to make the
United Kingdom work for all our nations," he said.

"In Northern Ireland, we must work to ensure that the devolved institutions function effectively."

'English voices'

Mr Cameron said "millions of voices of England must also be heard".

"The question of English votes for English laws, the so-called West Lothian
question, requires a decisive answer so just as Scotland will vote separately in the
Scottish Parliament on their issues on tax, spending and welfare, so too England as
well as Wales and Northern Ireland should be able to vote on these issues.

"And all this must take place in tandem with and at the same pace as the
settlement for Scotland."

Mr Cameron said the referendum had "stirred strong passions", "electrified politics
in Scotland and caught the imagination of people across the whole of our United Kingdom".

Scottish referendum results in detail

He concluded: "It will be remembered as a powerful demonstration of the strength
and vitality of our ancient democracy."

Alistair Darling, who led the Better Together campaign, said the people of Scotland
had "chosen unity over division and positive change rather than needless separation".

"It is a momentous result for Scotland and also for the United Kingdom as a whole," he said.

Mr Darling said the result had "reaffirmed all that we have in common and the
bonds that tie us together", adding: "Let them never be broken."

He also acknowledged that the campaign had highlighted the need for change.

No supporters celebrate
"As we celebrate, let us also listen," he said.

http://news.bbcimg.co.uk/media/images/77683000/jpg/_77683087_reuters.jpg

"More than 85% of the Scottish population has voted. People who were disengaged
from politics have turned out in large numbers.

"While they have voted on the constitution, that was not the only or perhaps the
major issue that drove them to the polls.

"Every political party must listen to their cry for change, which could be echoed in
every part of our United Kingdom but had this opportunity to express itself in Scotland."

Mr Darling thanked his "great team of volunteers" who had worked on the Better
Together campaign.

'Real disappointment'

He added: "You represent the majority of opinion. Your voices have been heard. We
have taken on the argument and won. The silent have spoken."

Mr Salmond's deputy, Nicola Sturgeon, said in an earlier concession statement that
there was a "real sense of disappointment that we have fallen narrowly short of
securing a 'Yes' vote".

But she said the country had been "changed forever" and vowed to work
with "anyone in any way" to secure more powers for Scotland.

The vote was the culmination of a two-year campaign. Talks will now begin on
devolving more powers to Scotland.

Glasgow, Scotland's largest council area and the third largest city in Britain, voted
in favour of independence by 194,779 to 169,347, with Dundee, West
Dunbartonshire and North Lanarkshire also voting "Yes".

But Edinburgh, the nation's capital, rejected independence by 194,638 to 123,927,
while Aberdeen City voted "No" by a margin of more than 20,000 votes.

THE Scottish referendum count was brought into controversy after reports of 10
cases of electoral fraud in Glasgow emerged.

‘Police at the Emirates Stadium in the Scottish city said they were investigating
possible cases of double vote impersonation where people pretend to be someone
else, cast a vote and then the real person later turns up to vote again.

Colin Edgar, spokesman for the Counting Officer, said: “What appears to have
happened is somebody has arrived at the polling station and given their name and
asked to vote.

“The polling clerk has gone to cross off their name and it appears that they have
already voted, so what we did was contact the police straight away.’

He will also resign as leader of the Scottish National Party (SNP) after the "No" side
won Thursday's referendum by 2,001,926 to 1,617,989 for "Yes".

The national split of the vote was 55% for "No" to 45% for "Yes".

Mr Salmond said: "For me as leader my time is nearly over, but for
Scotland the campaign continues and the dream shall never die."

Meanwhile, UK Prime Minister David Cameron said the pro-Union
Westminster parties would now deliver their campaign pledge to
boost the powers of Scotland's devolved parliament.

Speaking from Bute House in Edinburgh, the first minister's official
residence, Mr Salmond told journalists: "I am immensely proud of
the campaign that Yes Scotland fought and particularly of the
1.6 million voters who rallied to that cause."

Mr Salmond, 59, who has led his party for a total of 20 years, also
said there were a "number of eminently qualified and very suitable
candidates for leader", although the current deputy first minister
Nicola Sturgeon, also deputy SNP leader, is seen as a clear frontrunner.

Ms Sturgeon said she could "think of no greater privilege than to
seek to lead the party I joined when I was just 16," but said she
would not make an announcement today.

Results graphic
She added: "Alex Salmond's achievements as SNP leader and Scotland's
first minister are second to none. He led the SNP into government and
has given our country a renewed self confidence."

Mr Salmond, who is Scotland's longest-serving first minister, said he
would resign as SNP leader at the party's conference in November.

He will then stand down as first minister when the party elects its
next leader in a membership ballot.

Mr Salmond, who will stay on as MSP for Aberdeenshire East, added:
"It has been the privilege of my life to serve Scotland as first minister.

"But, as I said often during the referendum campaign, this is not about
me or the SNP. It is much more important than that.

"The position is this. We lost the referendum vote but can still carry the
political initiative. More importantly Scotland can still emerge as the real winner."

Mr Salmond also used his resignation statement to question
Mr Cameron's more powers pledge.

Scottish referendum: Queen urges referendum 'respect'

http://news.bbcimg.co.uk/media/images/77706000/jpg/_77706731_hi023779848.jpg
The Queen The Queen spoke of an "enduring love of Scotland"

The Queen has said she believes Scotland will unite in a "spirit of mutual respect and support"
following the independence referendum.

She said she understood there would be "strong feelings and contrasting emotions".

But she had "no doubt" this would be tempered by "an understanding of the feelings of others".

http://www.bbc.co.uk/news/events/scotland-decides/results

Voters in Scotland rejected independence by 2,001,926 votes to 1,617,989 in Thursday's referendum.

The Queen's statement came after Scotland's First Minister Alex Salmond announced he would
be stepping down after his pro-independence campaign suffered defeat in the referendum.

The Monarch is currently staying at Balmoral Castle in Aberdeenshire.

'Contrasting emotions'

She said: "After many months of discussion, debate, and careful thought, we now know the outcome
of the referendum, and it is a result that all of us throughout the United Kingdom will respect.

"For many in Scotland and elsewhere today, there will be strong feelings and contrasting emotions -
among family, friends and neighbours.

http://news.bbcimg.co.uk/media/images/77706000/jpg/_77706768_65ea2bec-c72f-44f7-8e86-74442a678f17.jpg
The Queen with Alex Salmond The Queen previously said the referendum was "a matter for the people of Scotland"

"That, of course, is the nature of the robust democratic tradition we enjoy in this country. But I
have no doubt that these emotions will be tempered by an understanding of the feelings of others."

She added: "Now, as we move forward, we should remember that despite the range of views that
have been expressed, we have in common an enduring love of Scotland, which is one of the things
that helps to unite us all.

"Knowing the people of Scotland as I do, I have no doubt that Scots, like others throughout the United
Kingdom, are able to express strongly-held opinions before coming together again in a spirit of mutual
respect and support, to work constructively for the future of Scotland and indeed all parts of this country.

"My family and I will do all we can to help and support you in this important task."

Queen of Scots

The Queen faced the prospect of becoming Elizabeth I of Scotland or even Elizabeth, Queen of Scots,
had the Scottish people voted in favour of independence.

As a 27-year-old, she was crowned more than 60 years ago in Westminster Abbey when she took a
solemn oath to "govern the peoples of the United Kingdom of Great Britain and Northern Ireland".

Her coronation gown demonstrated the importance of the Union, with the intricate embroidery centring
on the four emblems of the United Kingdom - the rose, the shamrock, the leek and the thistle.

The Queen's Scottish heritage has been an important part of her life. Her mother, Queen Elizabeth the
Queen Mother, hailed from an ancient aristocratic Scottish family.

The annual Ghillies Ball, which she hosts for staff at Balmoral, was moved from polling day to Friday
amid suggestions the switch was made to allow staff to vote in the referendum.

Above politics

After previous reports claimed the Queen was growing increasingly concerned about Scotland breaking
away, Buckingham Palace issued a statement maintaining that she was above politics.

"Any suggestion that the Queen would wish to influence the outcome of the current referendum campaign
is categorically wrong. Her Majesty is simply of the view this is a matter for the people of Scotland," the Palace said.

During the Queen's Jubilee year of 1977 there were growing calls for power to be devolved to Scotland and Wales.

The Queen made her views clear in a speech to both houses of Parliament when she said she understood
the aspirations of Scotland and Wales, but added: "I cannot forget that I was crowned Queen of the
United Kingdom of Great Britain and Northern Ireland.

"Perhaps this Jubilee is a time to remind ourselves of the benefits which union has conferred, at home
and in our international dealings, on the inhabitants of all parts of this United Kingdom."

The Queen is descended from Mary, Queen of Scots, James I, who was James VI of Scotland, and Robert
the Bruce, who secured Scotland's independence from England.

Scottish referendum: Gordon Brown vows 'powers will be delivered'
Gordon Brown: "Time for Scotland to unite"

Oc-1MELfrMw

Gordon Brown has said promises made by the "No" parties ahead of the Scottish
independence referendum on change and further devolution will be delivered.

The former prime minister said it was time to move from the "battleground to the
common ground" after a majority in Scotland voted "No" to leaving the UK.

He added: "We will lock in today the promises that we have made".

Politicians in England and Scotland are considering how the UK will be governed
in the future.

In a speech in Dalgety Bay, Fife, Mr Brown described three "lock ins" which he
said demonstrated that pre-referendum promises would be kept:

a resolution has been signed by David Cameron, Nick Clegg, Ed Miliband and Mr
Brown committing to a timetable of action including draft legislation for a new
Scotland Bill by the end of January. The motion will be placed in the House of
Commons on Monday.civil servants were already at work drawing up a timetable
and detailed plans so that a "command paper" setting out new powers can be
published by the end of October. A House of Commons debate to be held on
Thursday 16 October to ensure the plans are on track.Following Thursday's result,
which saw 55% of of voters rejecting independence against 45% in favour, there
has already been significant disagreement over the timing and extent of further devolution.

Prime Minister David Cameron has vowed to deliver on the pre-referendum
promises made by the three main Westminster parties to boost the powers
of Scotland's devolved parliament.

He has tasked Lord Smith of Kelvin, who led Glasgow's staging of the Commonwealth
Games, with overseeing the process of taking their commitments forward, with new
powers over tax, spending and welfare to be agreed by November, and draft legislation
published by January.

Mr Cameron has also proposed a system where only MPs from England would vote
on English issues in Parliament.

Why did Scotland’s referendum fail? Would the establishment ever allow an independent Scotland?
Is this the last time we will see a vote for independence in Scotland? Was the result of the referendum
considered a success for the Scottish? Did this referendum pave the way for others – for example Catalonia?
