There was a promise to I want to say to Gorbachev that Nato would not expand to surround Russia and it would not do exactly what they are doing. In essence its the same as Russia placing nuclear weapons in Cuba. One reason we have Guantanamo Bay. The hypocrisy of this is sheer lunacy and that's where the issues lie with Putin in regards to Crimea and Ukraine . Its check mate for Putin if he was to allow this to happen, no way in hell. So when WW3 does begin we cant blame Russia IMHO
