Denver ET Affairs Commission ballot Initiative 300 'is going to pass,' predicts Denver City Auditor

· October 8th, 2010 11:59 am PT by Alfred Lambremo...Seattle Exopolitics Examiner

Dennis J. Gallagher, a former Denver city councilman, and now the elected City Auditor of Denver, Colo., has predicted that Initiative 300, the Nov. 2, 2010 ballot initiative for the creation of an Extraterrestrial Affairs Commission for the City of Denver, Colorado, ‘is going to pass’ in the general election to be held on November 2, 2010.

This revelation came in an exclusive ExopoliticsTV interview with Jeff Peckman, chief proponent of Initiative 300 that Examiner.com readers can view in the article below.

Mr. Peckman also discusses two key endorsements of Initiative 300, as well as his views on what the legacy of the two-year campaign to secure an Extraterrestrial Affairs commission in Denver will be.

“’I support Initiative 300 to create an Extraterrestrial Affairs Commission and I encourage people to vote yes,’ says Veronica Barela, CEO and Executive Director of NEWSED, a major community development organization. Latinos account for about 30% of the Denver population over age 18 who are eligible to vote. The Denver Post has referred to Veronica Barela as ‘Denver’s West Side power broker’. NEWSED is also the organizer of Denver’s Cinco de Mayo celebration which draws around 300,000 annually to Civic Center Park in Denver.”

“’From a fully conscious place deep in my heart I support Initiative 300 to create an Extraterrestrial Affairs Commission and to create this as a public acknowledgment that they [ETs] do exist,’ says Michael Newell, Former Denver Police Officer Michael Newell had friendly encounters with five extraterrestrial races during a 24-hour period which included September 11, 2001. Newell is a former Army C.I.D. (Criminal Investigation Division) Agent, Viet Nam Veteran, police officer, and advisor to international clientele on management of counter-terrorism, stalking, and conflict management. Michael Newell has helped change “stalker” laws and saved lives. He has been featured on CBS News "48 Hours" and was referred to as ‘The Real-Life Equalizer’. He was also honored as an “Everyday Hero” by ABC TV affiliate Channel 7 – The Denver Channel.”

Five Reasons to Vote YES on 300

Mr. Peckman cites five principal reasons why the voters of Denver should vote for Initiative 300 on Nov. 2, 2010.

1. Common Sense - Over 400 government, military, and intelligence community witnesses have testified to their direct, personal, first-hand experience with UFOs, ETs, ET technology, and the cover-up that keeps this information secret. [Source: DisclosureProject.org]

2. “We ought to do it [disclose UFO files] because it’s right…because it’s the law.” – John Podesta, Clinton and Obama official

3. All people have a right to know about suppressed extraterrestrial technologies for: curing life-threatening diseases, cleaner energy, environmental cleanup, and creating jobs.

4. No Cost – like 80 other Denver Boards and Commissions, the ETA Commission requires NO city budget funding.

5. No Risk - Denver’s City Council can repeal the ETA Commission ordinance after six months.

Mainstream media interest in Denver 2010 ET ballot initiative

Jeff Peckman, the initiative’s coordinator, has reported an extraordinary level of mainstream media interest in the ET ballot initiative, saying: “Among the interviews I've done so far during the last week have been MSNBC, C2C, L.A. Times, New York Times, Denver Post, CBS Ch. 4 in Denver, Alan Colmes (radio), Thom Hartmann (radio), John Gambling (radio WOR in NYC), WGO (San Francisco radio), and next week is Mancow in the Morning (radio -Chicago).”

Peckman continues, “These all have large audiences. But I've also heard that the news has been seen and heard elsewhere too such as ABC, NBC, and Fox news. Randomly turning on the TV, I heard the ballot initiative talked about by Anderson Cooper on CNN, again on CNN news at noon, and yesterday my father's friend called to say he heard about it from Rush Limbaugh.”

ET ballot initiative and ET disclosure?

The Extra Campaign takes the position that the voters should speak on the issue of extraterrestrial disclosure. The Campaign’s website continues, “It's time to go over the heads of elected public servants directly to the voters. James Madison, American's fourth President, wrote that "The People are the only legitimate fountain of power".

“According to the Disclosure Project, over 500 whistleblowers* who worked on top secret U.S. government projects:

• “NASA removes images of UFO's from its photos and videos before releasing them to the public even while "looking" for signs of extraterrestrial intelligent life, in order to keep getting over $15 billion a year in funding. [That means NASA has defrauded Denver taxpayers for tens of millions of dollars and Colorado taxpayers hundreds of millions of dollars.]

• “The U.S. Government has covered up information on UFO/ET phenomena for at least 60 years as confirmed by government documents.

• “Clean energy technologies of extraterrestrial origin, that could replace fossil fuels, have also been covered up by the U.S. government using our tax dollars to protect fossil fuel energy profits.

• “Thousands of patents for clean energy were illegally classified to prevent the public from knowing about them.

• “U.S. President Carter was denied information on UFO/ET clean energy technologies, by CIA Director George H. Bush in 1977.

• “Up to fifty-seven species of Extraterrestrial beings, that have visited Earth, have already been categorized and they are all humanoid.

• “At least 4,000 landings of Extraterrestrial vehicles have left traces on Earth.

“Should the U.S. government decide if and when you have a right to know these facts?

"Of course not. That's a big reason why the ballot initiative was developed to create an Extraterrestrial Affairs Commission for the City and County of Denver.”

U.S. government re-investing in SETI program

The Denver ET ballot initiative seems to be timely not only because the Obama administration shows no overt sign of disclosing a proven ET presence. U.S. government funding devoted to SETI - a functional equivalent of the extraterrestrial cover-up - seems to be increasing at this crucial time. According to the Washington Post, NASA and other agencies of the U.S. government are now in 2009-10 beginning to re-invest funding in the SETI program, which lost federal funding in 1992.

The SETI program is based on a scientific model developed by Carl Sagan, which postulates that there are no extraterrestrial civilizations in the near Earth environment, and which uses radio signals in an attempt to receive a response from distant civilizations elsewhere in the Universe. According to one source, “In one of his last written works, Sagan argued that the chances of extraterrestrial spacecraft visiting Earth are vanishingly small. However, Sagan did think it plausible that Cold War concerns contributed to governments misleading their citizens about UFOs, and that ‘some UFO reports and analyses, and perhaps voluminous files, have been made inaccessible to the public which pays the bills ... It's time for the files to be declassified and made generally available.’ He [Sagan] cautioned against jumping to conclusions about suppressed UFO data and stressed that there was no strong evidence that aliens were visiting the Earth either in the past or present.”

The SETI program has provided a scientifically-plausible cover for U.S. military-intelligence continuing the cover-up of the extraterrestrial presence, and for the university-based scientific community to continue the extraterrestrial cover-up as well, in compliance with the 1953 U.S. CIA Robertson panel which dictated that any governmental, academic, or media mention of the extraterrestrial presence should be ridiculed. SETI has also been successful in securing large donations from Microsoft co-founder Paul Allen. Moreover, international bodies such as the United Nations Committee on the Peaceful Uses of Outer Space seem to have adopted the SETI model in their approach to extraterrestrial life in outer space.

As the Washington Post noted in defending the SETI program, “Based on the Drake Equation, there should be an intelligent civilization orbiting one in 10 million stars. Although that is a tiny fraction, it is nonetheless a lot of potential intelligent extraterrestrials given the vastness of the universe; the Milky Way alone is believed to have more than 100 billion stars. That fraction also explains why SETI pioneers such as Drake are not surprised that no signals have been detected so far.

"’We've looked at far, far fewer than 10 million stars since 1960, and so we really can't say anything worthwhile yet about whether or not intelligent life is out there,’ Drake said. ‘Given our capabilities now, we might have something useful to say one way or another in 25 years.’"

As a matter of legal interpretation, the SETI approach would potentially be among those evaluated by an Extraterrestrial Affairs Commission, should Denver voters approve the August 2010 ET initiative, which reads:

BALLOT TITLE:

“Shall the voters for the City and County of Denver adopt an Initiated Ordinance to require the creation of an extraterrestrial affairs commission to help ensure the health, safety, and cultural awareness of Denver residents and visitors in relation to potential encounters or interactions with extraterrestrial intelligent beings or their vehicles, and fund such commission from grants, gifts and donations?” Yes___ No___

The scientific alternative to the SETI model is the extraterrestrial research model, which has solid evidence demonstrating an extraterrestrial presence now visiting Earth, as well as evidence for the existence of secret human-extraterrestrial liaison programs of the U.S. government and corporate interests.

How the Mayor of Denver views the ET ballot initiative

Eric M. Brown, communications director for Denver’s Mayor John W. Hickenlooper, stated “We respect the process we have for citizens to put initiatives on the ballot and let voters decide whether to approve them.”

This statement itself demonstrates the power that the initiative and referendum provisions have. The Denver Mayor’s statement is respectful, and reflects the authority of the voter’s right to decide.

Mayor Hickenlooper's office decision to issue a supportive statement is a major step forward from the civic abuses that the 1953 U.S. CIA Robertson Panel brought to public life and discourse on the issue of the extraterrestrial presence.

UFO Uprising concert in Denver coincides with extraterrestrial Ballot Initiative
September 18, 2010

CD cover for Muse hit single, Uprising
On October 2, the popular British Rock group Muse travels to Denver for a concert that is part of their North American Resistance Tour.

Muse is best known for its number one hit Uprising and other songs featuring themes of revolutionary change, ending UFO secrecy, and government mind control.

In their recent two night concert stint in Wembley, England before a combined audience of 150,000, a giant UFO appeared as a prop with Muse singing Exo-gensis from their 2009 Resistance album.

Muse’s Resistance Tour arrives in Denver during a truly revolutionary event. The proposed creation of an Extraterrestrial Affairs Commission through a ballot initiative officially titled Initiative 300.

The brainchild of Denver City resident Jeff Peckman, Initiative 300 aims to educate the citizens of Denver about issues concerning extraterrestrial life.

Debate about Peckman’s Extraterrestrial Commission heats up around the same time as Muse’s Resistance Tour hits town to inspire a North American uprising against UFO secrecy.

Muse is a three person rock band with a number of songs referring to government secrecy over UFOs and extraterrestrial life.

The most explicit was titled exo-politics and featured on their 2006 album, Black Holes and Revelations.

The exo-politics song featured lyrics about a false flag operation where the government would imitate the Zeta, extraterrestrials from Zeta Reticulum, in a staged invasion.

When the Zetas fill the skies
it’s just our leaders in disguise
fully loaded satellites
will conquer nothing but our minds. (Exo-politics)

Such a scenario is not far fetched as evidenced by Dr Carol Rosin who has claimed that a staged alien invasion was privately revealed to her by Dr Wernher Von Braun shortly before his death in 1977.

According to Rosin, Von Braun warned that an extraterrestrial invasion would be staged after a shadowy transnational governmental corporate group had exhausted other threats to manipulate the world public.

These were successively international communism, rogue nations, global terrorism, and asteroids.

In its latest album, Resistance, Muse advocates full scale uprising against government institutions hiding the truth behind UFOs and its nefarious mind control activities.

The lyrics in its number one hit single Uprising, which won an MTV award for special effects on Sept 11, 2010, says it all:

Another, packaged lie to keep us trapped in greed
And all the, Green belts wrapped around our minds
And endless, red tape to keep the truth confined
(so come on)
They will not force us
They will stop degrading us
They will not control us
We will be victorious
so come on

Muse’s popularity and influence as a cultural force can’t be underestimated.

The revealing lyrics and revolutionary fervor have hit a chord with a generation of youth disenchanted with government lies over UFOs and mind control to dampen down public awareness.

With over 350,000 followers on Twitter, Muse could easily inspire the revolutionary fervor featured in its song lyrics.

Peckman’s (exopolitical) approach is less confrontational than Muse’s clarion call of revolutionary uprising against a global system designed to keep the public in the dark about the truth behind UFOs and mind control.

Peckman wants to begin with a modest educational reform program led by local governments in control of Extraterrestrial Affairs Commissions.

He has created an eight page education ‘newspaper’ that will printed for mass public distribution during the run up to the November 2010 election.

In it he cites a book by Michael Luckman, Alien Rock: The Rock ‘n’ Roll Extraterrestrial Connection, that reveals how earlier rock stars such as Elvis Presley and Michael Jackson were strong supporters of government coming clean about the extraterrestrial origins of UFOs.

Luckman’s book goes into great detail into why Presley, Jackson along with John Lennon, David Bowie and other rock stars became fascinated by UFOs and the extraterrestrial issue.

Peckman designed his extraterrestrial initiative (officially called Initiative 300) so it wouldn’t cost Denver tax payers a dime. Still, opponents with the help of the mainstream media are distorting the intent behind Peckman’s Initiative 300, and claiming the City of Denver can’t afford such a Commission in the present economic climate.

Despite strident opposition from skeptics and even some UFO groups, Peckman succeeded in getting his initiative on to the November elections ballot.

If the initiative is passed, the resulting Denver Extraterrestrial Affairs Commission will spark a series of similar local government initiatives. While the odds have been against him from the start, Peckman’s muses have smiled upon him so far.

Muse’s Denver Resistance concert comes just in time for Peckman’s ballot efforts, and may kickstart a real UFO uprising!

Update 10/3: The measure didn't pass.

http://www.guardian.co.uk/science/2010/nov/03/denver-ufo-aliens-proposal?utm_source=twitterfeed&utm_medium=twitter

On a bad election night for some of the crankier candidates, an eccentric proposal was also rejected in the polls when voters in Denver opted against an initiative to track aliens from outer space.

The proposal, known as initiative 300, would have involved setting up a commission to monitor aliens and a website to allow members of the public to report UFO sightings.

It called on voters to "adopt an initiated ordinance to require the creation of an extraterrestrial affairs commission to help ensure the health, safety and cultural awareness of Denver residents and visitors in relation to potential encounters or interactions with extraterrestrial intelligent beings or their vehicles?"

More than 80% of voters rejected the idea.

The man who proposed the measure, Jeff Peckman, argued that the US government was tracking alien sightings but refused to make the reports public.

I wonder how the ballots for that initiative were counted. I would imagine that TPTB would not want that initiative to go into effect, and certainly wouldn't balk at manipulating the results.
