I watched some of it and got the idea that this guy was saying that the 60's counterculture and psychedelic use was all intentionally engineered by the CIA and its friends to introduce a "shock" to conservative culture so that future generations could jump more quickly to the CIA's own vision of society.
I don't doubt that this may have been their intention but you can't control the trips people have on psychedelics. There's way too much variation and it's all based on the individual, and to a lesser extent set and setting. That's the problem. With the exception of LSD, psychedelic entheogens are naturally-occurring and have already been used by shamans in indiginous cultures for thousands of years, but I don't think the result has been anything particularly to the CIA's liking. There has to be psychological manipulation and social engineering on top of this kind of drug use and it seems often to be the case that such manipulation is easily seen through and realized in these experiences as well.
