CIA claims responsibility for UFO sightings in late 1950s, 1960s

The Central Intelligence Agency (CIA) has tweeted a declassified document that claims responsibility for over one half of all UFO reports made during the late 1950s and 1960s.

The document, titled The CIA and the U-2 Programme, 1954-1974, was the most read item on the Agency’s ‘Best of 2014 List’ and details flight testing of the Lockheed U-2 aircraft at higher altitudes than would have been normal for planes at the time.

“High-altitude testing of the U-2 soon led to an unexpected side effect; a tremendous increase in reports of unidentified flying objects (UFOs),” the document says.

so who was the other half...? is this a form of soft disclosure or what....

But then again we know that one high-level CIA official, H. Marchal Chadwell, the CIA Director of Scientific Intelligence, wrote a memorandum to CIA director Walter Bedell Smith in 1952 where he wrote among other things:

"At this time, the reports of incidents convince us that there is
something going on that must have immediate attention…. Sightings of
unexplained objects at great altitudes and travelling at high speeds in
the vicinity of major U.S. defense installations are of such nature that
they are not attributable to natural phenomena or known types of aerial
vehicles."

most sightings I read from the plejaren's information , are secret military craft ... they say there are only about 3,000 ufo sightings a year that are not of Earthly technology , and most of the ET's are permanently stationed here on Earth ... three different branches of the same race ... over 60 years they have watched them and no ships departed Earth's atmosphere for deep space ...
