With the January 31st China debt payment missed, will they do Marshall law via EO 13603 when it is due in 2 weeks?, on the Chinese New Year, February 19th?

I have written extensively on Executive Order 13603. This EO sets up the most draconian martial law authority on the planet. Literally, everything is controlled by the government.
