The exercise involves 1,000 police officers at locations across the capital
Police officers, soldiers, emergency services and intelligence officials
are taking part in London's largest counter-terrorism exercise to date.
The simulation of a terror attack has been six months in the planning.

The exercise - codenamed Strong Tower - involves 1,000 police officers
at locations across the capital until Wednesday afternoon.

Metropolitan Police Commissioner Sir Bernard Hogan-Howe said it would
test responses to extremists using firearms.It comes days after 38 people
were killed by a gunman in Tunisia, the majority of them British holidaymakers.


The Metropolitan Police says this week's exercise in London is not based on
any specific intelligence and is part of a long-term strategy of planning and
preparing for all possible types of terror attack.

Loud noises

Scotland Yard began planning the two-day event in January and only a dozen
people know the full script to ensure that the officers and other services taking
part face the maximum challenge.

Senior officers say that while much of the exercise will be hidden from view,
there may be occasions when the public hear loud noises or see areas being
cordoned off. Scotland Yard will be posting updates about the exercise to
Twitter, using the hashtag #999exercise.

Sir Bernard said the threat level for terrorism had been raised over the last year,
making it vital "that we train and we learn".

He said: "The reason we have exercises like today is because, obviously, we are
concerned there are people planning terrorist events. We intend first of all to stop
them from getting to attack. But should we not stop the terrorists in their planning,
it's essential we disrupt them in any of the attacks that may take place."

Ch Supt Paul Rickett told the BBC it was "incredibly important" that the emergency
services were prepared for this type of scenario.

"Events have told us around the world that the last thing you can be is complacent,
so that is why it is important we continually respond to the emerging threat, change
our tactics and we test our capability and readiness to respond," he said.

Fire and rescue teams have a legal duty, alongside police, to prepare for civil emergencies

Although the nature of this "live play" exercise sounds similar to the attack in Tunisia, this
event has been six months in the planning and is part of a regular programme.

The officers who came on shift this morning knew they were taking part in an exercise -
but nothing about what they would be facing. Not even the "gold commander", the senior
officer making the big decisions in the operations room, will know what's going to happen.

The exercise is influenced by what happened during two incidents: the Charlie Hebdo
attack in Paris and the cafe siege in Sydney.

Scotland Yard stresses that whatever happens during this exercise, it doesn't mean they
have specific intelligence that such an event could occur. But they do want to ensure they
have planned for every conceivable type of incident in case it should ever come to pass.

How safe is the UK a decade after 7/7?


Deputy Assistant Commissioner Maxine de Brunner, the exercise's director, said the aim
was to test and challenge police and other agencies in an "ambitious multi-site marauding
terrorist attack".

"This exercise will be an on-going fast-paced terrorist situation and we will explore how we
as London's agencies respond," said DAC de Brunner.

"The exercise is at the extreme end of what might happen."

Crisis-management skills

Emergency services are under a legal duty to test their preparedness for all manner of crises
from terrorism attacks to flooding. Many counter-terrorism training exercises take place out
of view around the country and the last comparable exercise of this nature was in London
was in 2012. In that exercise, the Metropolitan Police and others tested how they would respond
to an attack on the London Underground involving a possible radiological or chemical device.

But while Tuesday and Wednesday's exercise is likely to involve comparable numbers of people,
it has been designed to stretch them much further by moving the incident around the city -
although nobody other than the directors know exactly what is going to happen. The agencies
involved in the operation include the police, London Fire Brigade, London Ambulance Service,
Transport For London, the NHS and a string of government departments who will face tests of
their decision-making and crisis-management skills.

‘The Metropolitan Police will conduct its largest ever exercise to prepare
for a “marauding terrorist attack” on the streets of London.

The operation, which will involve more than 1,000 officers, many of
them armed, will test how Scotland Yard and the other emergency
services would respond in the face of a jihadist assault on sites
across the capital.

Police are today staging a ‘very realistic’ drill in London, testing how
they might deal with a major terror attack on the capital.It’s set to
be very noisy and involve live action responses from officers as well
as other emergency services and the government.

The disused tube station at Aldwych will be targeted, so if you see police
swarming there don’t panic, as injured people are actors.

More than 1,000 police officers will test how well they can contain the area,
evacuate the public, rescue and treat the wounded, manage a crime scene,
and catch the people responsible.

The test has been planned since January and was influenced by the Charlie Hebdo

Deputy assistant commissioner of the Met Police Maxine de Brunner said: ‘Sadly
London is no stranger to terrorism. We need to constantly adapt our plans and
prepare for new and emerging threats.

‘What is vitally important to all the agencies involved is that when the very worst
happens we are prepared to be the very best and we can understand how we’ll all
operate together.’

She said this was the biggest ever drill put on by the Met and will be very realistic.

Next week will be the tenth anniversary of the 7/7 bombings in London, when 52 people died and
hundreds were injured. Police said the test was not related to any specific threat.

‘RAF raids on Islamic State could be extended to its Syrian strongholds,
David Cameron suggested yesterday.

The Prime Minister said ‘military solutions’ must form part of the response
to IS in the wake of the Tunisian beach massacre. ‘We do need to crush IS
in Iraq and Syria,’ he told MPs.

His remarks came in a statement to the House of Commons setting out the
response to what he called the ‘generational struggle’ against extremists.’

‘Scotland Yard has created an SAS-style unit of armed officers to counter the threat of a terrorist gun attack in Britain.

The 130 counter-terrorism specialist firearms officers (CTSFOs) who make up the elite unit have been equipped with
new weapons and retrained in new tactics, such as fast-roping from helicopters and storming burning buildings to
rescue hostages.

The unit has trained alongside the army’s special forces to respond to assaults such as the 2008 attacks in Mumbai and
the 2013 Westgate shopping mall attack in Nairobi, which developed into a siege. It will also be looking to see if any
lessons can be learned from Friday’s massacre in Tunisia.’

FBI Exploits Baseless 4th of July Terror Threat to Establish ‘Command Centers’

‘Although the government admits it has absolutely no credible evidence that
ISIS or anybody else plans to attack the United States over the 4th of July
holiday, the FBI has moved to establish command centers around the
United States.

The command centers will integrate local, state and federal law enforcement
agencies “so officials can gauge the threat level and respond quickly,”
according to Fox News.

Additionally, the move appears to be an effort to engage in precrime tactics:

Another law enforcement source told Fox the FBI’s strategy has shifted toward
getting ISIS supporters off the streets as soon as possible, given that it’s hard
to predict when one might go operational. This could include arresting individuals
on lesser charges and then building a broader case once that person is in custody.’

‘Common drugs for depression and Parkinson’s can sway people’s moral judgments about
harming others, according to research that raises ethical questions about the use of the drugs.

The study found that when healthy people were given a one-off dose of a serotonin-boosting
drug widely used to treat depression they became more protective of others, paying almost
twice as much to prevent them receiving an electric shock in a laboratory experiment. They
also became more reluctant to expose themselves to pain.’

‘Three ISIS fanatics have been arrested in Pakistan over fears
they were planning a terror attack no British soil on the 10th
anniversary of the July 7 bombings.Maps of London and ISIS
propaganda were found on their computers during a police
raid on a shop in Peshawar, north-west Pakistan.

Documents threatening Pakistan’s army were also seized but
no weapons were discovered.Pakistani news websites have
named them as Asmatullah and Abdur Rehman – two Afghan
nationals – as well as Mohammad Ibrahim.’

holidaymakers in Tunisia has said her son is a ‘victim’ who must have been ‘brainwashed’.

Radhia Manai, 49, claims her son Seifeddine Rezgui ‘couldn’t kill a mouse’ in
an interview following the massacre.

On June 26, Rezgui opened fire on a beach in Sousse and chased people into
the Imperial Marhaba Hotel where he sprayed them with bullets and lobbed
homemade explosives at them.’

‘UK Prime Minister David Cameron is not only in complete denial about his role in facilitating
the rise of ISIS, but his “response” to last Friday’s attacks will facilitate it even further.

Last week’s attacks by Islamic State (formerly ISIS/ISIL) and Al-Qaeda killed almost 300 people
across six countries: Syria (145), Somalia (over 50), Tunisia (37), Kuwait (30), China (18) and
France (1). Another 70 were killed in Egypt earlier this week.

That ISIS is now in a position to launch such coordinated attacks is a direct consequence of the
policies pursued by Cameron and his predecessors in Syria, in Iraq, in Somalia, and most of all
in Libya. Unsurprisingly, his article in The Telegraph the following Monday reflected on none of
this. Instead, he suggested a series of measures that will boost their capacity even further.’

Firstly, he said, “we must give our police and security services the tools they need to root out
this poison.” This might make sense if the police and security services were genuinely committed
to tackling the death squads. Unfortunately, it is becoming increasingly clear that it is precisely
the security services that have been facilitating the passage of fighters to Syria.

Tony Blair has been describing how he first heard about the attacks on the city.


He said it was only as time passed, that it became clear that there were ''multiple casualties''.

Asked if he felt ''culpable'' because of his stance on Iraq and Afghanistan, he
told the BBC's Norman Smith ''there will always be reasons and excuses that
people use for terrorism''.
