I was a participant at a 3 day SETI CONFERENCE at Bulgarian Academy of Science which took place between the 6th and 8th November in Sofia, Bulgaria.

A specialist scientific conference with a fundamental difference as compared to Western SETI radio and optical. It was held at Russian Center, Sofia, Bulgaria.

This was the eleventh scientific conference ‘Space, Ecology, Security’, organized by the Institute for Space Exploration and Technology at BAN (Bulgarian Academy of Science).
Title: ‘Unidentified Aerospace Phenomena. Alien Civilizations – For and Against’

It was dedicated to the scientific approach towards unidentified aerospace phenomena and the development of the way mankind is thinking about contact with other civilizations.
This was a serious scientific conference that took place for the second time. It drew on the possible contact with other cosmic civilizations in the near future. It was a timely scientific basis reaching the widest possible vision of what life and consciousness are, for us to be prepared adequately for future contact with beings of our level of development, or even higher. For this purpose, the necessary platforms and scientific bodies need to be created, which have to approach this topic openly and seriously and to do so in full collaboration with society. It is important to track the achievements of the already functional European and Russian laboratories for phenomena exploration, as well as the organizations for systematic sky monitoring, with the aim to register abnormal occurrences.

The discussions at the conference were the following:
Problems in searching for signs of alien civilizations – active and passive monitoring. Life on other planets. Guest lecturers from the Russian Academy of Sciences, the SETI - California Institute and GEIPAN – the French Space Agency.

The ‘Crop Circle’ problem. A discussion featuring representatives from the biggest bodies exploring this phenomenon, from the USA, Russia, the UK, Italy and France.

It showed that records for contact of a higher-level being hidden – documents confirming that information around actual contacts are being classified. Misinformation about ET crashes. Italian and French experts showed and discussed data and eyewitness accounts. It was agreed that the announcement of first contact or even disclosure will not be from the USA. French Space Agency has been frustrated by the USA as regards disclosure.

A wide range scientists from different departments within the Bulgarian Academy of Science dealing with the following:

Electromagnetic studies of crop circles.
Mathematical evaluation of crop circles
Results from communications with crop circle creators by using Bulgarian psychics and Russian encryption engineers from Cosmos City, Moscow.
Determining language of the crop circles.
Fractal Universe as a foundation for humans and ETs

I think France is one of the countrys that has built a UFO welcome landing Pad complete with accommodation, as good as disclosure ha!

I only know a report is in development for a decision to be made by the French government.

Its an economic/political problem. However, Saudia Arabia had a World Congress meeting 3 years ago based on ET post contact dealing with politico/economic/ environments scenario that had a positive outcome. There were 5000 delegates from all the major corporations/governments/etc. The idea of having this meeting being the realization that ET contact is closing and the opportunities for post contact. This meeting was not aired on mainstream media.

“Anything from the Russians regarding this?” No.

The discussion with the Alain Boudier (FSA) was only limited to high level USA/French military relations regarding this issue. The discussion did not expand beyond this present scenario as regards other countries.

The development of QSC is out of the equation in the “military or top of the hierarchy” to my knowledge”. At present it is only in the civilian/academic arena. It may be available in the future once the first experiments are successfully conducted in 2016 leading hopefully to FIRST CONTACT that is recognised.

“What would the ET want, do you think?”

My guess is to bring in a new level of awareness onto the planet as a first step. The ramifications will be huge on an historical level. I believe the world is ready for this outcome. The second step will be integration of this reality with new thinking, new organisations to relate to the public.

This means first contact made with an extraterrestrial civilization (ETC) will come about through an official scientific institution. . Once the first contact language is interpreted, deciphered and signed off , with communications having reciprocal mutual partnership with ETs. It follows then that the SETI Permanent Committee of the International Astronautical Association (SETI PC IAA) has the remit to inform the United Nations. This outcome is balanced and grounded for the world. Its unlikely it will be a civilization on our scale (0.7 Kardeschev classification, “timid home bodies type of society like ours”) but more likely from about 1 to 2 Kardeschev classification. This band will have positive outcomes because of their evolution as to awareness and awakeness of the Universe within this class and would have expanded there exploration travels to our Solar System.

However, with the UFO community which has no agency that the world authorities recognise with a negative connotations as perceived by the scientific community and mainstream society. Even with tens of thousands of past sightings/reports for the last 70 years and more of the same for the next 50 years will not be accepted as evidence of ET contact. This even applies to all initiatives like UFO/ET Disclosure projects because of the political/economic situation. The good news is it is important by working within the system and fully understanding all the elements within it that the opportunity is their for pivoting for change. On the other hand, the UFO/ET community is perceived as an outlier to the consensus reality which creates resistance to the present world view. There are many examples of the same problem in many other fields in medicine and agriculture. Studies have shown that changing a new world view takes many years for integrating the evidence of another reality into mainstream. Its similar to person’s having consciousness expansion and taking years to integrating it into establishing it for there new world view.

Yes. I am familiar with most ET groups and agendas. All of them are right where they are. As long as one is aware of all these ETs, it’s a matter of focusing ones path, developing your own empowerment. Most people don’t have a clear connection with nature intelligence/universe. However, there are tools to balance and empower oneself in relation to the ET issue by way of connection to nature intelligence/universe.

I have studied most of the Billy Meier material. I agree with you Ghostrider that it is the best evidence of ET contact.

When Billy Meier’s material was first announced to the world through the German newspaper Der Spiegel in 1975 initially showing those incredible pictures of the beamships , it attracted a lot of attention of the public, but was a hot potato at the time for the intelligence community. It was then categorized under UFOs and lost its appeal within mainstream. Disinformation and attempted assassinations of Billy was the order of the day to water down any evidence and proof.

I agree entirely with you that this is huge evidence for already awakened individuals. However, when you have disinformation about UFOs/ET contactees/etc, the evidence is irrelevant and the proof is irrelevant. This has been shown in the studies by Eric Ashby’s research back in the 1960s of psycho social systems. I can understand the many people on the forum whom are frustrated by this present situation in relation to this subject. This situation applies to many other fields that have significant evidence like in agriculture and medicine to addressing significant problems for the world.

This is such a complex subject and it may go well into the interdimensional realms rather than the planetary one. Three years ago TrumanCash asked Simon Parkes this question on his thread: "Have you been told anything about a possible public "landing" of ETs in the near future?"

Simon's response has opened an interesting short discussion between members about whether issuing invitations for Et's to come, is a safe bet or not, and do we at all have a say..

Thanks, Limor. But, has there ever been anything other then "talk" disclosed... here...or anywhere? Tell me about something (phenomenal) and I'm supposed to be intrigued and expectant of "said" experience. Instead, there's always an EXCUSE. A word that clearly makes no sense to any other creature (to give power to)....except.the human species.

I once believed in aliens, joined this site and realized that there's more proof of creating a mind set then anything else. All I'm seeing is hoax videos, suspicious pictures, and a whole lot of hear-say from people I do not know, and probably will never get to meet. :-(

I can and I'm prepared to assist in what truly matters....And that's Humans. When ET decides to truly reveal itself, we should be fit as a species to welcome them and/or united enough to defend against them. There is nothing more important then our future. Year after year after year I research,read, listen but my archives is filled only with speculation. one without such experiences will have difficulty conjuring up such faith. I over the years have seen many unidentifieds/craft now.
Some could easily be from human hands a few where very advanced and or strange and I could easily believe they where from other places.

I have always known there to be something non MS going on in our realm, on this planet.

I to my knowledge/mind have no direct memory of ever seeing or talking to an ET, but have strong clues that when I was very young I had one/something with a goblin/Gray type face looking over me, watching out for me.

I watch the sky all the time because I love to, and for anomalies.

But never feel disappointed if I see nothing other than sky and clouds :)

What is going on? why have I now seen quite a few craft/flying anomalies? (Maybe a few beings, if orbs are beings which I do believe some to be)

Is it that some can just see them, a state of mind or being?
Is it just because some have an inner knowledge that they are real, I have such a knowledge.
I don't need to see them but always feel stunned when I do.

If here is real which I have come to see as not, well not in the way we have believed it to be, well there is something going on here that has what we might call good and bad, and it's not just one something but something on many, many levels, even many dimensions!

We don't really know where we are in of it.

All I do know is keep open mind and heart, experience what you will, when you will and make the most of it.

For a very enlightening look at one scientist's view of the UFO and the scientific method see page 87 of the July, 1997, issue of the magazine ASTRONOMY. The scientist is Dr. James B. Kaler of the University of Illinois, who says, "Science depends on the repeatability of experiment or observation. The evidence for UFOs being alien spacecraft, however, is suspect and neither consistent nor repeatable." He then goes on to mention the Condon report as an example of how "scientists have examined the evidence in a variety of studies, and have accepted their findings." I need hardly say more.

ET contact: You can do this telepathically rather like a transmitter.
Keep an open heart and good intention. Then focus intently on one spot in the sky.You are looking as deep as you can.
Then mentally “please come, thank you” You are calling them at the same time you project the thought for about a minute.

Billy Meier is the best evidence I know of as an ET contactee. Two friends of mine support him in translating the communications he gets from the Pleiadeans. You can also visit him in Switzerland. He welcomes everybody to his house. Billy is the real deal.

Ok, I have considered this last night and nothing happened, but I will do this every night for a week and will report back at the weeks end with my results. I'm always in my backyard late at night... every night. Imo, it's the perfect time for contact or sightings. I don't know of anyone else that has done this for years. If there is another way to receive authentic contact and/or sightings that you may want to add...please advise, thanks.

Also, if you want to give them a heads up on my characteristics, motivations, and relentless commitments… you can find enough evidence of that right here in my posting history. If they are truly seeking benevolence, committed, serious and aware individuals…I’m sure I can be of some use.
