It is simply just a two layered edited fake video, designed to fool as many as possible.

It is simply just a two layered edited fake video, designed to fool as many as possible.
Unfortunately yes, yet a again. But at the same time many of these are just student digital arts projects - they aren't all made with ill intentions.
Here's one tip; Generally, if you see crt monitor resolution lines of video, that is obviously not a video of a, old crt monitor, then that effect has been added. One can go from there. People get so excited with all the easy to reproduce effects these days, few people bother to ask themselves if they are using them in a realistic way. Looking good doesn't = realistic.

I totally agree about the foreground and setting, that is what makes this a fake, it's a dead-lifeless scene!
But
After experiencing a giant totally flat disk/UFO that had no details to it at all, one allover gray color, it just looked like it came straight out of a simply drawn cartoon!
Settings, context are give always for fakes.

Using a still frame for scenes like this is infinitely easier than trying to work with actual video where the scene is moving all over the place. Good camera tracking is tricky even with today's software that can automate much of the process.
In this case a b+W still frame was used. A mask would be easy to create - the original sky in the still is likely pure white - making masking the bridge parts a breeze (think "magic wand" selection even), so then you have the mask and you just animate your little "ufo" across the screen, because you masked the bridge the UFO appears to go behind it. Then you add some tinting effects, add the fake CRT resolution lines (which do not fit at all with the high res still - I guess the artist was going for a "CCT security cam" effect), then add some compression to make it look like a video!
A person experienced with Adobe After Effects (like me) could whip this up in 10 minutes or less. This would make a great learner project for basics in After Effects compositing.
