In 2008, I was privileged to sit down with General Letty at his home on the outskirts of Paris. He and his wife were extremely gracious to filmmaker James Fox and me, who, complete with files, notepads, and a film crew to document our discussions, descended upon their well-kept, hillside duplex apartment with a stunning view of the city.

Meeting him was a milestone for me personally. Dignified, gracious, and personable, General Letty was candid and relaxed with us, yet carried tremendous authority. He's still mystified about the UFO phenomenon and wants very much to see a resolution. As we sat around a table in his living room discussing French cases with the cameras running, Letty addressed the issue of government transparency on UFOs:




I don't think a powerful country like America finds it acceptable to acknowledge that something strange can fly over and the country can't clear the skies of it. Another problem can be panic, created by people imagining that their military can't protect them.

We are convinced that some governments don't say all they know about the subject, and I mean, of course, the States. That's why we asked for good cooperation from all countries. We're ready to do the research, to work together.

The general is convinced that nothing remains hidden within the French military about UFOs, since all the files were released the previous year in order to make that very point. General Letty recently expanded his thoughts for us here:




I first became aware of UFOs in 1965 as a captain in the 3rd staff headquarters of the Tactical Air Force (FATAC) in the city of Metz, when I received all the reports submitted by the national police in the territory of the 1st Area. Some were disconcerting.

Since there was no perceptible threat, we simply filed them away. At first I was only a bit taken aback, but then competent pilots I knew personally gradually admitted having been confronted by these phenomena.

I've been using this software for a couple of years now and works extremely well with excellent tech support. So if this happens again, just log on to your proxy sever and your new country location and the video will be available. This also works well for other "banned and censored" sources as well as Netflix etc.

The French are probably the most progressive nation in this field of research. Other nations are now setting up projects that emulates their initiatives. i.e. Chile and Bulgaria.

I got an invitation through my French host awhile back to meet Yves Sillard. Yves Sillard is the former Director of CNES, (French equivalent of NASA) he was also President of the steering committee of GEIPAN at the time. He created GEIPAN in 1977, now retired after a brilliant career at the head of CNES and at other important posts.


I presented an invited co authored private scientific paper demonstrating the evidence of magneto hydrodynamics in the field of propulsion applied to UFOs I was pleasantly surprised about the knowledge the French knew. They knew a lot of the physics of UFOs. However, they were weak in collecting scientific data at close range.

I was requested by my host to design specific instrument sensors to record data to determine details on UFO propulsion systems. The idea being to piggy back instrumentation onto French Air Force Mirage jets. In addition, to design ground surveillance tracking system at strategic locations to record specific data. I was told that one in four jet sorties over the Pyrenees Mountains were recording UFOs.

I was also requested from my French host to design instrumentation for their other contacts in both Tunisia and Saudi Arabia. The details of this project were supplied.

Last month I met Alain Boudier, President of the Sigma/3AF Commission at the Bulgarian Academy of Sciences conference on Extraterrestrial Intelligence.

The Sigma/3AF Commission is the Aeronautical & Astronomical Association of France, known as the 3AF, which established a Commission on Unidentified Aerial Phenomena back in May 2008. It concluded that UFOs are definitely real and possibly of extraterrestrial origin.

The 3AF/SIGMA2 Commission aides GEIPAN in the scientific analysis of UFO reports, and they (3AF) have also signed an agreement with the Chile government, Committee for the Studies of Anomalous Aerial Phenomena (CEFAA) to cooperate on the study of UFOs (2014).

The Bulgarian Academy of Sciences is also setting up an establishment similar to GEIPAN in Sofia. Both Alain Boudier and François Louange, an expert in photo analysis who had participated in UFO studies at CNES. In 2002, Louange gave (like the Cometa but quite independently) a favourable report that recommended the reactivation and the new development of SEPRA. I also met François Louange at the ET conference and had interesting discussions regarding photo analysis of well known US UFOs (accepted as genuine in Project Blue Book) that now have turned out to be hoaxed. E.g. the famous Trent 1950 McMinnville UFO photographs. I wonder if the annual festival will go on.


My conversations in a previous meeting with Alain Boudier confirmed that we have an ET presence around the Earth. He mentioned the discovery of an underground ET base in the Himalayas, French satellite recordings confirmed this location It was based on the discovery by a French explorer. The presentation of the ET base and contact details were given at a meeting in Toulouse.

I find the French culturally open for the new. It’s no surprise that they are making progress in this endeavour.
