The UN is like a scapegoat (Is that the right word?), IMO.

Leaders of nations will complain to it's citizens about a UN decision but will secretly be in agreement with it. At the very least so as to keep their job, power, heads or a combination thereof.

Perhaps it doesn't go exactly like that but there certainly is an element of that in play here.
