How long has this been going on,, Biblical since the tower of babble is a written record true or not, the so called Gods said we must go down and change this for men if allowed to continue will become as powerful as us, so came the division. language or any barbaric difference not on the same page, devides and then comes the fall..

The short answer : "Divide and conquer."

Predators aren't stupid. When their prey cooperated in the defense of person and property, predators could not prevail. So they infiltrated governments, changed laws from securing rights from predation to protecting predators, then gleefully instigated clashes between any and every division possible : old versus young; rich versus poor; melanin versus melanin deficient; taker versus maker.

Thus the unity that once defeated evil predators was destroyed.

Now... what/who would make some portion of humanity turn against another portion and start preying upon them under the "evil humans" label?

I want to say we, humans are not inherently built the same. Because our off planet ancestors hybridized our races how can we be? I want to categorize humans from my own perspective. Angelic humans, fallen angelic humans, high frequency higher DNA (strand) humans, and soul-less hollow humans. If you study history closely, the Annunaki who arrived here for world dominion infused themselves into religion, economics, politics, education, health perspectives, architecture, wars and conflict, sacrificial rituals and the ideology of oppression.
