It is supposed to have been found by a worker on the Chúa Hacienda, on the northern side of Lake Titicaca.

Supporters of the bowl’s authenticity claim that it is evidence for transatlantic contacts before the Vikings. It sits alongside other supposed evidence, such as the (probably non-existent) Paraíba stone, the Newark “Holy Stones” and the Los Lunas inscription. Given the extremely problematic provenance, it is most likely a hoax, like the Kensington Rune Stone and other supposed “evidence” of Old World peoples in the Americas. (source (http://www.jasoncolavito.com/blog/review-of-ancient-aliens-s04e06-the-mysteries-of-puma-punku))

According to the writings of Z. Sitchin, the Anunnaki left Africa and moved to South America where the Gold was much more plentiful and easy to mine. They built the very ancient cities with huge stones, cut by lasers and moved by frequencies. The bowl is probably very very old and authentic.

It might help matters if 2 independent linguists would be willing to translate the "cuneiform" script on the inside of this bowl.
Than compare this translation with the text on the outside.
