The Dragonskin Ice was seen for the first time 10 Years ago in the Antarctica. It was a mystery how this Kind of Ice formed. It looks a bit like microscopic plates.
Now australian Scientists on their Scienceboat did witness the creation of Dragonskin Ice. Itīs a rare phenomenon. It formes when there are high winds and medium sized waves and its really cold.

IMAS - Institute for Marine and Antarctic Studies:
An autumn voyage to the heart of an Antarctic polynya has rewarded expeditioners on a US icebreaker, including IMAS researcher Dr Guy Williams, with a glimpse of a rarely seen type of sea ice.
The sighting of “Dragon-skin” ice was an early highlight of an ongoing voyage to the Ross Sea by the Nathan B Palmer that began in early April, well after most Antarctic expeditioners have departed for warmer climes.

Please see the link below for the possible discovery for this phenomena occurring in the Arctic in 325 BC. It is fascinating that this explorer was able to travel to the arctic so long ago. The story of his expedition was not believed during his time and is found to be validated just recently.

This can very well be the explanation for his "ocean that is neither water nor can one walk upon it". Good Observation there Abmqa ;)
