Man made Barrier Shrouding Earth

Hi, I read this article at nasa.gov today https://www.nasa.gov/feature/goddard/2017/nasas-van-allen-probes-spot-man-made-barrier-shrouding-earth when I immediately Came to think of all the megalistic structures of past civilizations that are placed around the earth at the same distance from the equator. Possibly the real mission for some of these structures is to perform just the task that NASA claims that some of our radio signals do.
