If Silver Iodide is Toxic, Why is it Being used in Cloud Seeding (geoengineering)?

‘The US Public Health Service claims there is a negligible environmental impact by cloud seeding. That said, silver iodide when studied in labs is a different story all together and is indeed toxic and dangerous. This same study says that silver is not known to be carcinogenic to humans.’ Apr 11, 2016

But, what the public hears is this:

What better way to get the population sick and deny it was done on purpose ... the agenda has always been global depopulation by any means ... the sad part is a birth stop will accommodate the need to balance the population with the planets capabilities...

The first link in the OP works and directs the viewer to an article questioning the use of iodides in stratospheric aerial injections (as the cia calls it). There is definitely a significant risk to the health of the biosphere with these chemicals. Those that use them are criminals, imho.
