First Gene-Edited Dogs Reported in China

An extra-muscular beagle has been created through genome engineering. Are we on our way to customizing the DNA of our pets?

Man’s best friend is now his newest genetic engineering project.
Scientists in China say they are the first to use gene editing to produce customized dogs. They created a beagle with double the amount of muscle mass by deleting a gene called myostatin.
The dogs have “more muscles and are expected to have stronger running ability, which is good for hunting, police (military) applications,” Liangxue Lai, a researcher with the Key Laboratory of Regenerative Biology at the Guangzhou Institutes of Biomedicine and Health, said in an e-mail.

Lai and 28 colleagues reported their results last week in the Journal of Molecular Cell Biology, saying they intend to create dogs with other DNA mutations, including ones that mimic human diseases such as Parkinson’s and muscular dystrophy. “The goal of the research is to explore an approach to the generation of new disease dog models for biomedical research,” says Lai. “Dogs are very close to humans in terms of metabolic, physiological, and anatomical characteristics.”
Lai said his group had no plans breed to breed the extra-muscular beagles as pets. Other teams, however, could move quickly to commercialize gene-altered dogs, potentially editing their DNA to change their size, enhance their intelligence, or correct genetic illnesses. A different Chinese Institute, BGI, said in September it had begun selling miniature pigs, created via gene editing, for $1,600 each as novelty pets.
The Chinese beagle project was led by Lai and Gao Xiang, a specialist in genetic engineering of mice at Nanjing University. The dogs are being kept at the Guangzhou General Pharmaceutical Research Institute, which says on its website that it breeds more than 2,000 beagles a year for research. Beagles are commonly used in biomedical research in both China and the U.S.
Genome editing refers to newly developed techniques that let scientists easily disable genes or rearrange their DNA letters. The method used to change the beagles, known as CRISPR-Cas9, is particularly inexpensive and precise (see “10 Breakthrough Technologies 2014: Genome Editing”).
Last month, Duanqing Pei, a representative of the Chinese Academy of Sciences, highlighted Lai’s work as part of what he called a large Chinese effort to modify animals using CRISPR. The list of animals already engineered using gene editing in China includes goats, rabbits, rats, and monkeys. Pei described the efforts as a national scientific priority and part of China’s effort to establish world-class research.
The ease with which gene-editing can be carried out has raised worries that humans could be next (see “Engineering the Perfect Baby”). Those fears were stoked in April when another Chinese team reported altering human embryos in the laboratory in an attempt to correct a genetic defect that causes beta-thalassemia (see “Chinese Team Reports Gene-Editing Human Embryos”).

he dog researchers took much the same approach, directly introducing the gene-editing chemicals—a DNA snipping enzyme, Cas9, and a guide molecule that zeroes in to a particular stretch of DNA—into more than 60 dog embryos. Their objective was to damage, or knock out, both copies of the myostatin gene so that the beagles’ bodies would not produce any of the muscle-inhibiting protein that the gene manufactures.
In the end, of 65 embryos they edited, 27 puppies were born, but only two, a female and a male, had disruptions in both copies of the myostatin gene. They named the female Tiangou, after the “heaven dog” in Chinese myth. They named the male Hercules.
Lai and his colleagues reported that in Hercules, the gene editing was incomplete, and that a percentage of the dog’s muscle cells were still producing myostatin. But in Tiangou, the disruption of myostatin was complete and the beagle “displayed obvious muscular phenotype,” or characteristics. For example, her thigh muscles were large compared to those of her litter mates.
The effects of losing the myostatin gene are well known from nature. One breed of ultra-beefy cattle called Belgian Blues normally lack the gene and grow to hulking size. Among dogs, the mutation occurs naturally only in whippets, says Eva Engvall, a retired scientist and whippet breeder who in 2007 helped identify the mutation affecting that breed. The double-muscled dogs are called “bully whippets.”
In rare cases, a person can also be born without any working copy of myostatin. In 2004 doctors reported a newborn who “appeared extraordinarily muscular, with protruding muscles in his thighs and upper arms.” They confirmed he was missing the myostatin gene and noted that by four and a half years of age, the boy could extend his arms while holding three-kilogram dumbbells.
Because the myostatin gene is well-studied—and because double-muscling isn’t known to have obvious drawbacks – it is frequently cited in debates over hypothetical future “gene-doping” among athletes. U.S. doctors are already attempting to block myostatin in gene-therapy experiments that seek to slow muscle loss in boys suffering from Duchenne muscular dystrophy.
Engvall says she was impressed by the Chinese work, which she says shows how gene editing might also be used to correct genetic illnesses that affect some dog breeds. “The point of this work was not to re-create myostatin knockouts,” says Engvall, “The point was to use the CRISPR technology in dogs. And in this project, the authors overcame some obstacles, in that dogs are a bit tricky when it comes to manipulating embryos.”
However, Eliane Ostrander, a scientist at the National Institutes of Health who has studied myostatin in dogs, said it remained unclear to her, based on the publication, whether the beagles were displaying extremely noticeable increases in muscle mass, as is seen in whippets. “The number of dogs is still small,” she says, “It will be interesting to see what types of variation come up as more dogs undergo the process.”
When DNA alterations are introduced at the embryo stage they can affect every cell in an animals’ body, including sperm and egg, the cells of the “germline.” Lai’s team says it checked Hercules’ sperm and found that, if he was bred, he would pass the myostatin mutation onwards. “The favorable traits that result from gene editing can pass generation by generation,” says Lai, and it will be possible to breed large numbers of gene-edited dogs “which can be commercialized.”
People have been influencing the genetics of dogs for millennia. By at least 36,000 years ago, early humans had already started to tame wolves and shape the companions we have today. Charles Darwin frequently cited dog breeding in The Origin of Species to demonstrate how evolution gradually occurs by a process of selection. With CRISPR, however, evolution is no longer gradual or subject to chance. It is immediate and under human control.
It is precisely that power that is stirring wide debate and concern over CRISPR. Yet at least some researchers think that gene-edited dogs could put a furry, friendly face on the technology. In an interview this month, George Church, a professor at Harvard University who leads a large effort to employ CRISPR editing, said he thinks it will be possible to augment dogs by using DNA edits to make them live longer or simply make them smarter.
Church said he also believed alteration of dogs and other large animals could open a path to eventual gene editing of people. “Germline editing of pigs or dogs offers a line into it,” he said. “People might say, ‘Hey, it works.”

Israeli Colonel Caught with IS Pants Down | Nov. 25, 2015

This was definitely not supposed to happen. It seems that an Israeli military man with the rank of colonel was “caught with IS pants down.” By that I mean he was captured amid a gaggle of so-called IS–or Islamic State or ISIS or DAESH depending on your preference–terrorists, by soldiers of the Iraqi army. Under interrogation by the Iraqi intelligence he apparently said a lot regarding the role of Netanyahu’s IDF in supporting IS.
In late October an Iranian news agency, quoting a senior Iraqi intelligence officer, reported the capture of an Israeli army colonel, named Yusi Oulen Shahak, reportedly related to the ISIS Golani Battalion operating in Iraq in the Salahuddin front. In a statement to Iran’s semi-official Fars News Agency a Commander of the Iraqi Army stated, “The security and popular forces have held captive an Israeli colonel.” He added that the IDF colonel “had participated in the Takfiri ISIL group’s terrorist operations.” He said the colonel was arrested together with a number of ISIL or IS terrorists, giving the details: “The Israeli colonel’s name is Yusi Oulen Shahak and is ranked colonel in Golani Brigade… with the security and military code of Re34356578765az231434.”
Why Israel?
Ever since the beginning of Russia’s very effective IS bombing of select targets in Syria on September 30, details of the very dirty role of not only Washington, but also NATO member Turkey under President Erdogan, Qatar and other states has come into the sunlight for the first time.
It’s becoming increasingly clear that at least a faction in the Obama Administration has played a very dirty behind-the-scenes role in supporting IS in order to advance the removal of Syrian President Bashar al Assad and pave the way for what inevitably would be a Libya-style chaos and destruction which would make the present Syrian refugee crisis in Europe a mere warmup by comparison.
The “pro-IS faction” in Washington includes the so-called neo-conservatives centered around disgraced former CIA head and executioner of the Iraqi “surge” General David Petraeus. It also includes US General John R. Allen, who since September 2014 had served as President Obama’s Special Presidential Envoy for the Global Coalition to Counter ISIL (Islamic State of Iraq and the Levant) and, until she resigned in February 2013, it included Secretary of State Hillary Clinton.
Significantly, General John Allen, an unceasing advocate of a US-led “No Fly Zone” inside Syria along the border to Turkey, something President Obama refused, was relieved of his post on 23 October, 2015. That was shortly after launch of the highly-effective Russian strikes on Syrian IS and Al Qaeda’s Al Nusra Front terrorist sites changed the entire situation in the geopolitical picture of Syria and the entire Middle East.
UN Reports cites Israel
That Netanyahu’s Likud and the Israeli military work closely with Washington’s neo-conservative war-hawks is well-established, as is the vehement opposition of Prime Minister Benjamin Netanyahu to Obama’s nuclear deal with Iran. Israel regards the Iranian-backed Shi’a Islamist militant group, Hezbollah, based in Lebanon, as arch foe. Hezbollah has been actively fighting alongside the Syrian Army against ISIS in Syria. General Allen’s strategy of “bombings of ISIS” since he was placed in charge of the operation in September 2014, as Russia’s Putin and Foreign Minister Lavrov have repeatedly pointed out, far from destroying ISIS in Syria, had vastly expanded their territorial control of the country. Now it becomes clear that that was precisely the intent of Allen and the Washington war faction.
Since at least 2013 Israeli military have also openly bombed what they claim were Hezbollah targets inside Syria. Investigation revealed that in fact Israel was hitting Syrian military and Hezbollah targets who are valiantly fighting against ISIS and other terrorists. De facto thereby Israel was actually helping ISIS, like General John Allen’s year-long “anti-ISIS” bombings.
That a faction in the Pentagon has secretly worked behind-the-scenes to train, arm and finance what today is called ISIS or IS in Syria is now a matter of open record. In August 2012, a Pentagon document classified “Secret,” later declassified under pressure of the US NGO Judicial Watch, detailed precisely the emergence of what became the Islamic State or ISIS emerging from the Islamic State in Iraq, then an Al Qaeda affiliate.
The Pentagon document stated, “…there is the possibility of establishing a declared or undeclared Salafist Principality in eastern Syria (Hasaka and Der Zor), and this is exactly what the supporting powers to the opposition [to Assad-w.e.] want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran).” The supporting powers to the opposition in 2012 then included Qatar, Turkey, Saudi Arabia, the USA and behind-the-scenes, Netanyahu’s Israel.
Precisely this creation of a “Salafist Principality in eastern Syria,” today’s territory of ISIL or IS, was the agenda of Petraeus, General Allen and others in Washington to destroy Assad. It’s what put the Obama Administration at loggerhead with Russia, China and Iran over the bizarre US demand Assad must first go before ISIS can be destroyed. Now the game is in the open for the world to see Washington’s duplicity in backing what the Russian’s accurately call “moderate terrorists” against a duly-elected Assad. That Israel is also in the midst of this rats’ nest of opposition terrorist forces in Syria was confirmed in a recent UN report.
What the report did not mention was why Israeli IDF military would have such a passionate interest in Syria, especially Syria’s Golan Heights.
Why Israel wants Assad Out
In December, 2014 the Jerusalem Post in Israel reported the findings of a largely ignored, and politically explosive report detailing UN sightings of Israeli military together with ISIS terrorist combatants. The UN peacekeeping force, UN Disengagement Observer Force (UNDOF), stationed since 1974 along the Golan Heights border between Syria and Israel, revealed that Israel had been working closely with Syrian opposition terrorists, including Al Qaeda’s Al Nusra Front and IS in the Golan Heights, and “kept close contact over the past 18 months.” The report was submitted to the UN Security Council. Mainstream media in the US and West buried the explosive findings.
The UN documents showed that the Israeli Defense Forces (IDF) were maintaining regular contact with members of the so-called Islamic State since May of 2013. The IDF stated that this was only for medical care for civilians, but the deception was broken when the UNDOF observers identified direct contact between IDF forces and ISIS soldiers, including giving medical care to ISIS fighters. Observations even included the transfer of two crates from the IDF to ISIS forces, the contents of which have not been confirmed. Further the UN report identified what the Syrians label a “crossing point of forces between Israel and ISIS,” a point of concern UNDOF brought before the UN Security Council.
The UNDOF was created by a May, 1974 UN Security Council Resolution No. 350 in the wake of tensions from the October 1973 Yom Kippur War between Syria and Israel. It established a buffer zone between Israel and Syria’s Golan Heights according to the 1974 Disengagement of Forces Agreement, to be governed and policed by the Syrian authorities. No military forces other than UNDOF are permitted within it. Today it has 1,200 observers.
Since 2013 and the escalation of Israeli attacks on Syria along the Golan Heights, claiming pursuit of “Hezbollah terrorists,” the UNDOF itself has been subject to massive attacks by ISIS or Al Qaeda’s Al Nusra Front terrorists in the Golan Heights for the first time since 1974, of kidnappings, of killings, of theft of UN weapons and ammunition, vehicles and other assets, and the looting and destruction of facilities. Someone obviously does not want UNDOF to remain policing the Golan Heights.
Israel and Golan Heights Oil
In his November 9 White House meeting with US President Obama, Israeli Prime Minister Netanyahu asked Washington to reconsider the fact that since the 1967 Six-Days’ War between Israel and the Arab countries, Israel has illegally occupied a significant part of the Golan Heights. In their meeting, Netanyahu, apparently without success, called on Obama to back formal Israeli annexation of the illegally-occupied Golan Heights, claiming that the absence of a functioning Syrian government “allows for different thinking” concerning the future status of the strategically important area.
Of course Netanyahu did not address in any honest way how Israeli IDF and other forces had been responsible for the absence of a functioning Syrian government by their support for ISIS and Al Nusra Front of Al Qaeda.
In 2013, when UNDOF began to document increasing contact between Israeli military and IS and Al Qaeda along the Golan Heights, a little-known Newark, New Jersey oil company, Genie Energy, with an Israeli daughter company, Afek Oil & Gas, began also moving into Golan Heights with permission of the Netanyahu government to explore for oil. That same year Israeli military engineers overhauled the forty-five mile border fence with Syria, replacing it with a steel barricade that included barbed wire, touch sensors, motion detectors, infrared cameras, and ground radar, putting it on par with the Wall Israel has constructed in the West Bank.
Interestingly enough, on October 8, Yuval Bartov, chief geologist from Genie Energy’s Israeli subsidiary, Afek Oil & Gas, told Israel’s Channel 2 TV that his company had found a major oil reservoir on the Golan Heights: “We’ve found an oil stratum 350 meters thick in the southern Golan Heights. On average worldwide, strata are 20 to 30 meters thick, and this is 10 times as large as that, so we are talking about significant quantities.” As I noted in an earlier article, the International Advisory Board of Genie Energy includes such notorious names as Dick Cheney, former CIA head and infamous neo-con James Woolsey, Jacob Lord Rothschild and others.
Of course no reasonable person in their right mind would suggest there might be a link between Israeli military dealings with the ISIS and other anti-Assad terrorists in Syria, especially in the Golan Heights, and the oil find of Genie Energy in the same place, and with Netanyahu’s latest Golan Heights “rethink” appeal to Obama. That would smell too much like “conspiracy theory” and all reasonable people know conspiracies don’t exist, only coincidences. Or? Genies and Genocide: Syria, Israel, Russia and Much Oil
The geopolitical stakes in the Middle East have just gotten higher by an order of magnitude. Take a little-known Newark, New Jersey oil company, the contested Golan Heights between Syria and Israel, add a reported major oil discovery there just as Russia’s bombing campaign in Syria goes into high gear, shake it vigorously and we have a potential detonator for World War III.
Initially–going back more than a decade when Washington neo-conservative think-tanks and the Bush-Cheney Administration were devising their Greater Middle East regime-change agenda–competing natural gas pipelines through Syria to Turkey or via Lebanon to the Mediterranean played a definite “supporting” role in Washington’s war on Syria’s Assad. Now oil, lots of oil, comes into the play, and Israel is claiming it’s theirs. The only problem is that it isn’t. The oil is in the Golan Heights which Israel illegally took from Syria in the 1967 Six Day War.
Genie in a stinky bottle
What do Dick Cheney, James Woolsey, Bill Richardson, Jacob Lord Rothschild, Rupert Murdock, Larry Summers and Michael Steinhardt have in common? They all are members of the Strategic Advisory Board of a Newark, New Jersey-based oil and gas group with the name, Genie Energy. It’s quite a collection of names.
Dick Cheney, before becoming George W. Bush’s “shadow president” in 2001, was CEO of the world’s largest oilfield services company, Halliburton, also reported to be a CIA-linked company tied to the Bush family cabal. James Woolsey, a neo-con former CIA Director under Bill Clinton, today sits as the chairman of the neo-con think-tank, Foundation for Defense of Democracies, and is a member of the pro-Likud Washington Institute for Near East Policy (WINEP). He was a member of the infamous Project for a New American Century (PNAC), along with Cheney, Don Rumsfeld and a gaggle of neo-cons who later staffed the Bush-Cheney administration. After September 11, 2001 Woolsey referred to the Bush-Cheney War on Terror as “World War IV,” counting the Cold War as World War III. Bill Richardson is a former US Secretary of Energy. Rupert Murdock, owner of major US and UK media including the Wall Street Journal, is the major financier of the neo-conservative Weekly Standard of Bill Kristol, who founded the PNAC. Larry Summers was US Treasury Secretary and drafted the laws that deregulated US banks from the 1933 Glass-Steagall Act, in effect opening the floodgates to the US financial crisis of 2007-2015. Michael Steinhardt the hedge fund speculator, is a philanthropic friend of Israel, of Marc Rich and a board member of Woolsey’s neo-con Foundation for the Defense of Democracies. And Jacob Lord Rothschild is a former business partner of convicted Russian oil oligarch, Mikhail Khodorkovsky. Before his arrest Khodorkovsky secretly transferred his shares in Yukos Oil to Rothschild. Rothschild is a part-owner of Genie Energy which in 2013 was granted exclusive oil and gas exploration rights to a 153-square mile radius in the southern part of the Golan Heights by the Netanyahu government. In short, it’s quite an eye-popping board.
Golan Heights and international law
The Israeli government gave the concession to Genie in the disputed Golan Heights in 2013 when the US-led destabilization of the Syrian Assad regime was in full force. Conveniently, Israel also began building fortifications at that time to seal off the illegally-occupied Golan Heights from Syria, knowing there was little Assad or Syria could do to stop it. In 2013, as Genie Energy began moving into Golan Heights, Israeli military engineers overhauled the forty-five mile border fence with Syria, replacing it with a steel barricade that includes barbed wire, touch sensors, motion detectors, infrared cameras, and ground radar, putting it on par with the Wall Israel has constructed in the West Bank.
Now, as Damascus fights for its life, apparently, Genie has discovered a huge oil field precisely there.
The Golan Heights, however, are illegally occupied by Israel. In 1981, Israel passed the Golan Heights Law, imposing Israeli “laws, jurisdiction and administration” to the Golan Heights. In response the UN Security Council passed Resolution 242 which declared Israel must withdraw from all lands occupied in the 1967 war with Syria, including the Golan Heights.

Russia Breaking Wall St Oil Price Monopoly

Russia has just taken significant steps that will break the present Wall Street oil price monopoly, at least for a huge part of the world oil market. The move is part of a longer-term strategy of decoupling Russia’s economy and especially its very significant export of oil, from the US dollar, today the Achilles Heel of the Russian economy.
Later in November the Russian Energy Ministry has announced that it will begin test-trading of a new Russian oil benchmark. While this might sound like small beer to many, it’s huge. If successful, and there is no reason why it won’t be, the Russian crude oil benchmark futures contract traded on Russian exchanges, will price oil in rubles and no longer in US dollars. It is part of a de-dollarization move that Russia, China and a growing number of other countries have quietly begun.
The setting of an oil benchmark price is at the heart of the method used by major Wall Street banks to control world oil prices. Oil is the world’s largest commodity in dollar terms. Today, the price of Russian crude oil is referenced to what is called the Brent price. The problem is that the Brent field, along with other major North Sea oil fields is in major decline, meaning that Wall Street can use a vanishing benchmark to leverage control over vastly larger oil volumes. The other problem is that the Brent contract is controlled essentially by Wall Street and the derivatives manipulations of banks like Goldman Sachs, Morgan Stanley, JP MorganChase and Citibank.
The ‘Petrodollar’ demise
The sale of oil denominated in dollars is essential for the support of the US dollar. In turn, maintaining demand for dollars by world central banks for their currency reserves to back foreign trade of countries like China, Japan or Germany, is essential if the United States dollar is to remain the leading world reserve currency. That status as world’s leading reserve currency is one of two pillars of American hegemony since the end of World War II. The second pillar is world military supremacy.
US wars financed with others’ dollars
Because all other nations need to acquire dollars to buy imports of oil and most other commodities, a country such as Russia or China typically invests the trade surplus dollars its companies earn in the form of US government bonds or similar US government securities. The only other candidate large enough, the Euro, since the 2010 Greek crisis, is seen as more risky.
That leading reserve role of the US dollar, since August 1971 when the dollar broke from gold-backing, has essentially allowed the US Government to run seemingly endless budget deficits without having to worry about rising interest rates, like having a permanent overdraft credit at your bank.
That in effect has allowed Washington to create a record $18.6 trillion federal debt without major concern. Today the ratio of US government debt to GDP is 111%. In 2001 when George W. Bush took office and before trillions were spent on the Afghan and Iraq “War on Terror,” US debt to GDP was just half, or 55%. The glib expression in Washington is that “debt doesn’t matter,” as the assumption is that the world—Russia, China, Japan, India, Germany–will always buy US debt with their trade surplus dollars. The ability of Washington to hold the lead reserve currency role, a strategic priority for Washington and Wall Street, is vitally tied to how world oil prices are determined.
In the period up until the end of the 1980’s world oil prices were determined largely by real daily supply and demand. It was the province of oil buyers and oil sellers. Then Goldman Sachs decided to buy the small Wall Street commodity brokerage, J. Aron in the 1980’s. They had their eye set on transforming how oil is traded in world markets.
It was the advent of “paper oil,” oil traded in futures, contracts independent of delivery of physical crude, easier for the large banks to manipulate based on rumors and derivative market skullduggery, as a handful of Wall Street banks dominated oil futures trades and knew just who held what positions, a convenient insider role that is rarely mentioned inn polite company. It was the beginning of transforming oil trading into a casino where Goldman Sachs, Morgan Stanley, JP MorganChase and a few other giant Wall Street banks ran the crap tables.
In the aftermath of the 1973 rise in the price of OPEC oil by some 400% in a matter of months following the October, 1973 Yom Kippur war, the US Treasury sent a high-level emissary to Riyadh, Saudi Arabia. In 1975 US Treasury Assistant Secretary, Jack F. Bennett, was sent to Saudi Arabia to secure an agreement with the monarchy that Saudi and all OPEC oil will only be traded in US dollars, not Japanese Yen or German Marks or any other. Bennett then went to take a high job at Exxon. The Saudis got major military guarantees and equipment in return and from that point, despite major efforts of oil importing countries, oil to this day is sold on world markets in dollars and the price is set by Wall Street via control of the derivatives or futures exchanges such as Intercontinental Exchange or ICE in London, the NYMEX commodity exchange in New York, or the Dubai Mercantile Exchange which sets the benchmark for Arab crude prices. All are owned by a tight-knit group of Wall Street banks–Goldman Sachs, JP MorganChase, Citigroup and others. At the time Secretary of State Henry Kissinger reportedly stated, “If you control the oil, you control entire nations.” Oil has been at the heart of the Dollar System since 1945.
Russian benchmark importance
Today, prices for Russian oil exports are set according to the Brent price in as traded London and New York. With the launch of Russia’s benchmark trading, that is due to change, likely very dramatically. The new contract for Russian crude in rubles, not dollars, will trade on the St. Petersburg International Mercantile Exchange (SPIMEX).
The Brent benchmark contract are used presently to price not only Russian crude oil. It’s used to set the price for over two-thirds of all internationally traded oil. The problem is that the North Sea production of the Brent blend is declining to the point today only 1 million barrels Brent blend production sets the price for 67% of all international oil traded. The Russian ruble contract could make a major dent in the demand for oil dollars once it is accepted.
Russia is the world’s largest oil producer, so creation of a Russian oil benchmark independent from the dollar is significant, to put it mildly. In 2013 Russia produced 10.5 million barrels per day, slightly more than Saudi Arabia. Because natural gas is mainly used in Russia, fully 75% of their oil can be exported. Europe is by far Russia’s main oil customer, buying 3.5 million barrels a day or 80% of total Russian oil exports. The Urals Blend, a mixture of Russian oil varieties, is Russia’s main exported oil grade. The main European customers are Germany, the Netherlands and Poland. To put Russia’s benchmark move into perspective, the other large suppliers of crude oil to Europe – Saudi Arabia (890,000 bpd), Nigeria (810,000 bpd), Kazakhstan (580,000 bpd) and Libya (560,000 bpd) – lag far behind Russia. As well, domestic production of crude oil in Europe is declining quickly. Oil output from Europe fell just below 3 Mb/d in 2013, following steady declines in the North Sea which is the basis of the Brent benchmark.
End to dollar hegemony good for US
The Russian move to price in rubles its large oil exports to world markets, especially Western Europe, and increasingly to China and Asia via the ESPO pipeline and other routes, on the new Russian oil benchmark in the St. Petersburg International Mercantile Exchange is by no means the only move to lessen dependence of countries on the dollar for oil. Sometime early next year China, the world’s second-largest oil importer, plans to launch its own oil benchmark contract. Like the Russian, China’s benchmark will be denominated not in dollars but in Chinese Yuan. It will be traded on the Shanghai International Energy Exchange.
Step-by-step, Russia, China and other emerging economies are taking measures to lessen their dependency on the US dollar, to “de-dollarize.” Oil is the world’s largest traded commodity and it is almost entirely priced in dollars. Were that to end, the ability of the US military industrial complex to wage wars without end would be in deep trouble.
Perhaps that would open some doors to more peaceful ideas such as spending US taxpayer dollars on rebuilding the horrendous deterioration of basic USA economic infrastructure. The American Society of Civil Engineers in 2013 estimated $3.6 trillion of basic infrastructure investment is needed in the United States over the next five years. They report that one out of every 9 bridges in America, more than 70,000 across the country, are deficient. Almost one-third of the major roads in the US are in poor condition. Only 2 of 14 major ports on the eastern seaboard will be able to accommodate the super-sized cargo ships that will soon be coming through the newly expanded Panama Canal. There are more than 14,000 miles of high-speed rail operating around the world, but none in the United States.
That kind of basic infrastructure spending would be a far more economically beneficial source of real jobs and real tax revenue for the United States than more of John McCain’s endless wars. Investment in infrastructure, as I have noted in previous articles, has a multiplier effect in creating new markets. Infrastructure creates economic efficiencies and tax revenues of some 11 to 1 for every one dollar invested as the economy becomes more efficient.
A dramatic decline for the role of the dollar as world reserve currency, if coupled with a Russia-styled domestic refocus on rebuilding America’s domestic economy, rather than out-sourcing everything, could go a major way to rebalance a world gone mad with war. Paradoxically, the de-dollarization, by denying Washington the ability to finance future wars by the investment in US Treasury debt from Chinese, Russian and other foreign bond buyers, could be a valuable contribution to genuine world peace. Wouldn’t that be nice for a change?

New effort aims for fully implantable devices able to connect with up to one million neurons

A new DARPA program aims to develop an implantable neural interface able to provide unprecedented signal resolution and data-transfer bandwidth between the human brain and the digital world. The interface would serve as a translator, converting between the electrochemical language used by neurons in the brain and the ones and zeros that constitute the language of information technology. The goal is to achieve this communications link in a biocompatible device no larger than one cubic centimeter in size, roughly the volume of two nickels stacked back to back.
The program, Neural Engineering System Design (NESD), stands to dramatically enhance research capabilities in neurotechnology and provide a foundation for new therapies.
“Today’s best brain-computer interface systems are like two supercomputers trying to talk to each other using an old 300-baud modem,” said Phillip Alvelda, the NESD program manager. “Imagine what will become possible when we upgrade our tools to really open the channel between the human brain and modern electronics.”
Among the program’s potential applications are devices that could compensate for deficits in sight or hearing by feeding digital auditory or visual information into the brain at a resolution and experiential quality far higher than is possible with current technology.
Neural interfaces currently approved for human use squeeze a tremendous amount of information through just 100 channels, with each channel aggregating signals from tens of thousands of neurons at a time. The result is noisy and imprecise. In contrast, the NESD program aims to develop systems that can communicate clearly and individually with any of up to one million neurons in a given region of the brain.
Achieving the program’s ambitious goals and ensuring that the envisioned devices will have the potential to be practical outside of a research setting will require integrated breakthroughs across numerous disciplines including neuroscience, synthetic biology, low-power electronics, photonics, medical device packaging and manufacturing, systems engineering, and clinical testing. In addition to the program’s hardware challenges, NESD researchers will be required to develop advanced mathematical and neuro-computation techniques to first transcode high-definition sensory information between electronic and cortical neuron representations and then compress and represent those data with minimal loss of fidelity and functionality.
To accelerate that integrative process, the NESD program aims to recruit a diverse roster of leading industry stakeholders willing to offer state-of-the-art prototyping and manufacturing services and intellectual property to NESD researchers on a pre-competitive basis. If there is any single price of any commodity that determines the growth or slowdown of our economy, it is the price of crude oil. Too many things don’t calculate today in regard to the dramatic fall in the world oil price. In June 2014 major oil traded at $103 a barrel. With some experience following the geopolitics of oil and oil markets, I smell a big skunk. Let me share some things that for me don’t add up.
On January 15 the US benchmark oil price, WTI (West Texas Intermediate), closed trading at $29, the lowest since 2004. True, there’s a glut of at least some 1 million barrels a day overproduction in the world and that’s been the case for over a year.
True, the lifting of Iran sanctions will bring new oil on to a glutted market, adding to the downward price pressure of the present market.
However, days before US and EU sanctions were lifted on Iran on January 17, Seyyid Mohsen Ghamsari, the head of international affairs at National Iranian Oil Company stated that Iran, “…will try to enter the market in a way to make sure the boosted production will not cause a further drop in prices…We will be producing as much as the market can absorb.” So the new entry of Iran post-sanctions onto world oil markets is not the cause for the sharp oil fall since January 1.
Also not true is that oil import demand from China has collapsed with a supposed collapse of China’s economy. In the year to November 2015 China imported more, significantly more, 8.9% more, year on year, to 6.6 million barrels a day to become the world’s largest oil importer.
Add to the boiling cauldron that constitutes today’s world oil market the political risk that has been building dramatically since September, 2015 and the Russian decision to come to the call of Syria’s legitimately elected President, Bashar al Assad with formidable airstrikes against terrorist infrastructure. Add as well the dramatic break in relations between Recep Tayyip Erdoğan’s Turkey and Moscow since Turkey, a NATO member, committed a brazen act of war by shooting down a Russian fighter jet over Syrian airspace. All of this would suggest prices of oil should be going up, not down.
Saudi’s Strategic Eastern Province
Then, for good measure, throw in the insanely provocative decision by Saudi Defense Minister and de facto king, Prince Mohammed bin Salman, to execute Sheikh Nimr al-Nimr, a Saudi citizen. Al-Nimr, a respected Shi’ite religious leader was charged with terrorism for calling in 2011 for more rights for Saudi Shi’ites. There are approximately 8 million Saudi Muslims loyal to Shi’ite teachings rather that the ultra-strict Wahhabi Sunni strain. His crime was to support protests calling for more rights for the oppressed Shia minority, perhaps some 25% of the Saudi population. The Shi’ite population of Saudis is overwhelmingly concentrated in the Kingdom’s Eastern Province.
The Eastern Province of the Kingdom of Saudi Arabia is perhaps the most valuable piece of real estate on the planet, double the area of the Federal Republic of Germany but with a mere 4 million people. Saudi Aramco, the state-owned oil company is based in Dhahran in the Eastern Province.
The main Saudi oil and gas fields are mostly in the Eastern Province, onshore and offshore, including the world’s largest oil field, Ghawar. Petroleum from the Saudi fields, including Ghawar, is shipped to dozens of countries from the oil port terminal of the the Ras Tanura complex, the world’s biggest crude oil terminal. Some 80% of the near 10 million barrels of oil a day pumped out by Saudi goes to Ras Tanura in the Persian Gulf where it is loaded on to supertankers bound for the west.
The Eastern Province is also home to Saudi Aramco’s Abqaiq Plants facility, their biggest oil processing and crude stabilization facility with a capacity of 7 million barrels per day. It’s the primary oil processing site for Arabian extra light and Arabian light crude oils, and handles crude oil pumped from Ghawar field.
And it also happens that the majority of oil field and refinery blue collar workers in of the Eastern Province are…Shi’ite. They are said also to be sympathetic to the just-executed Shia cleric, Sheikh Nimr al-Nimr. In the late 1980’s the Saudi Hezbollah Al-Hejaz, led several attacks on oil infrastructure and also murdered Saudi diplomats. They were allegedly trained in Iran.
And now there is a new destabilizing element to add to the political tensions building between Saudi Arabia and Erdogan’s Turkey on the one side, flanked by servile Arab Gulf Cooperation Council states, and on the other Assad’s Syria, Iraq with a 60% Shi’ite population and neighboring Iran, aided presently militarily by Russia. Reports are that the instable 30-year old Prince bin Salman is about to me named King.
On January 13, the Gulf Institute, a Middle East think tank, in an exclusive report, wrote that 80-year old Saudi King Salman Al-Saud plans to abdicate his throne and install his son Mohammed as king. They report that the present King “has been making the rounds visiting his brothers seeking support for the move that will also remove the current crown prince and American favorite, the hardline Mohammed bin Naif, from his positions as the crown prince and the minister of interior. According to sources familiar with the proceedings, Salman told his brothers that the stability of the Saudi monarchy requires a change of the succession from lateral or diagonal lines to a vertical order under which the king hands power to his most eligible son.”
On December 3, 2015, the German BND intelligence service leaked a memo to the press warning of the increasing power being acquired by Prince Salman, someone they characterized as unpredictable and emotional. Citing the kingdom’s involvement in Syria, Lebanon, Bahrain, Iraq and Yemen, the BND stated, referring to Prince Salman, “The previous cautious diplomatic stance of older leaders within the royal family is being replaced by a new impulsive policy of intervention.”
Yet oil prices fall?
The ominous element in this more than ominous situation revolving around the center of world petroleum and natural gas reserves, the Middle East, is the fact that in the recent weeks oil prices, which had temporarily stabilized at an already low $40 range in December, now have plunged another 25% to around $29, outlook grim. Citigroup has forecast $20 oil is possible. Goldman Sachs recently came out saying that it may take lows of $20 a barrel to restabilize world oil markets and get rid of the glut of supply.
Now I have a strong gut feeling that there is something very big, very dramatic building in world oil markets over the coming several months, something most of the world doesn’t expect.
The last time Goldman Sachs and their Wall Street cronies made a dramatic prediction in oil prices was in summer 2008. At that time, amid the growing pressures on Wall Street banks of the spreading US sub-prime real estate meltdown, just before the Lehman Brothers collapse of September that year, Goldman Sachs wrote that oil was headed for $200 a barrel. It had just hit a high of $147. At that time I wrote an analysis saying just the opposite was likely, based on the fact that there was a huge oversupply in world oil markets that curiously, was only being identified by Lehman Brothers. I was told by an informed Chinese source that Wall Street banks like JP Morgan Chase were hyping the $200 price to convince Air China and other big China state oil buyers to buy every drop of oil at $147 it could before it hit $200, an advice that fed the rising price.
Then by December, 2008 the Brent benchmark oil price was down to $47 a barrel. The Lehman Crisis, a deliberate political decision of US Treasury Secretary a former Goldman Sachs chairman, Henry Paulsen, in September 2008, plunged the world into financial crisis and deep recession in the meantime. Did Paulsen’s cronies at Goldman Sachs and other key Wall Street mega-banks such as Citigroup or JP Morgan Chase know in advance that Paulsen was planning the Lehman crisis to force Congress to give him carte blanche bailout powers with the unprecedented TARP funds of $700 billion? In the event, Goldman Sachs and friends reportedly made a gigantic profit betting against their own $200 predictions using leveraged derivatives in oil futures.
Killing the shale oil ‘cowboys’ first
Today the US shale oil industry, the largest source of risíng US oil output since 2009 or so, is hanging by its fingernails on the edge of a cliff of massive bankruptcies. In recent months shale oil production has barely begun to decline, some 93,000 barrels in November, 2015.
The Big Oil cartel–ExxonMobil, Chevron, BP and Shell–began dumping their shale leases onto the market two years ago. The shale oil industry in the US today is dominated by what BP or Exxon refer to as “the cowboys,” mid-sized aggressive oil companies, not the majors. Wall Street banks like JP Morgan Chase or Citigroup who historically finance Big Oil, as well as Big Oil itself, clearly would shed no tears at this point were the shale boom to bust, leaving them again in control of the world’s most important market. The financial institutions who lent hundreds of billions of dollars to the shale “cowboys” in the past five years have their next semi-annual loan review in April. With prices hovering at or near the $20 range, we can expect a new, far more serious wave of actual shale oil company bankruptcies. Unconventional oil, including Canada’s huge Alberta Tar Sands oil will soon be a thing of the past, if so.
That alone will not restore oil to the $70-90 levels that the big oil industry players and their Wall Street banks would find comfortable. The glut coming out of the Middle East from Saudi Arabia and her Gulf Arab allies has to be dramatically cut. Yet Saudis show no sign of doing so. This is what disturbs me about the entire picture.
Is something very ugly brewing in the Persian Gulf that will dramatically push oil prices up later this year? Is a real shooting war between Shi’ite and Saudi Wahhabi oil states brewing? Until now it has been a proxy war in Syria primarily. Since the execution of the Shi’ite cleric and Iranian storming of the Saudi Embassy in Teheran, leading to a break in diplomatic ties by Saudi and other Sunni Gulf Arab states, the confrontation has become far more direct. Dr. Hossein Askari, former adviser to the Saudi Finance Ministry, stated, “If there is a war confronting Iran and Saudi Arabia, oil could overnight go to above $250, but decline back down to the $100 level. If they attack each other’s loading facilities, then we could see oil spike to over $500 and stay around there for some time depending on the extent of the damage.”
Everything tells me that the world is in for another big oil shock. It seems it’s almost always about oil. As Henry Kissinger reportedly said back during another oil shock in the mid-1970’s when Europe and the US faced an OPEC oil embargo and long lines at the gas pumps, “If you control the oil, you control entire nations.” That obsession with control is rapidly destroying our civilization. It’s time to focus on peace and development, not on competing to be the biggest oil mogul on the planet.
