Victoria Nuland, in her now-infamous remark a few weeks ago that "Russia will have some surprised coming", must have known about this. We know already that she has no ability to keep her mouth shut about certain things.
If ISIS was indeed involved in some way, they will have only been an intermediary proxy. It may be that they were themselves paid to "take responsibility" for the incident. But the Russian authorities will know the entire story very soon, if not already, from the 4 attackers who were captured.

- Putin doesn't NEED to do this. Russia is winning the conflict easily, more and more each day, and most people in Russia 100% support him. And so do most of the global majority (the 'global south'), who watch everything very closely. (This is why he'd never need to use tactical nuclear weapons in Ukraine, either. - If Putin did orchestrate this himself, the western media would immediately be saying so and proving it to everyone. That'd be the quickest way for Putin to be removed from power by the Russians themselves. They'd do it within a day.
