Update on Hungarian Funds: Show Me the Money!
In the past 4 hours the European Commission has decided to release the 10.2 billion Euro in aid that was still frozen 6 hours ago when we first reported. This all comes on the eve of an EU Summit at which Hungarian President Orban had promised to block 50 billion Euro in funds promised by the European Council to Ukraine.
This is just part of the 30 billion Hungary may receive contigent on meeting EU human rights requirements. Those requirements seem to be a little ambiguous: "After a thorough assessment...the horizontal enabling condition on the EU Charter of Fundamental Rights is fulfilled..."
If I had to guess, I'd say that this "horizontal enabling condition" is keeping the Ukrainian military on life support.

The comment specifically came out of the Government's wrangling over Germany's 2024 Budget, where funds for the war were debated by members of German coalition government's and opposition parties

NATO is rapidly increasing its military budget in preparation for war with Russia - it has increased by almost half in two years
The member countries of the Alliance agreed on the civil and military budgets of the association for the next year. The military budget was systematically increasing before the Russian special operation in Ukraine, but last year it jumped by an unprecedented amount - by as much as 25.8%. This year, Member States set a budget of €2.03 billion (an increase of 12%). The funds are intended for missions and operations around the world.
The civilian budget, in turn, amounted to €438.1 million - this includes personnel and operating expenses, as well as payments for headquarters.
