I am thinking "weapons" probably means ammunition and missiles, in terms of producing things.
John McCain might have been able to accurately say to some degree "Iran is supporting Hamas", but in several respects they don't need to. These paramilitaries don't have air forces or anything "big" of Iran's own, so there is not really another step to take.
As to the contribution via Ukraine, I am not sure where to go with that. Israel could perhaps recover one of their own rifles they had sent there. Would they complain about it? If the Americans found American stuff it would be an excuse to kill a third party. Is FOG a "safari" player? I can see that coming in any time. Another country of any kind to actually lift a finger, I am not so sure. No doubt there are multiple militaries that would be motivated. They would not have the American deficiency recruiting problem. But they don't get to make the choice.
