    Canada to become second country (Apparently Uruguay legalized it in 2013) to fully legalize Marijuana:

    Quote Recreational marijuana use will soon be legal in Canada after the Senate passed a "historic" bill on Tuesday with a vote of 52-29.
    Canada is only the second country in the world -- and the first G7 nation -- to implement legislation to permit a nationwide marijuana market. In the neighboring US, nine states and the District of Columbia now allow for recreational marijuana use, and 30 allow for medical use.
    Bill C-45, otherwise known as the Cannabis Act, stems from a campaign pledge of Prime Minister Justin Trudeau to keep marijuana away from underage users and reduce related crime.
    The act to legalize the recreational use of weed was first introduced on April 13, 2017, and was later passed at the House of Commons in November. The Senate passage of the bill was the final hurdle in the process.

    Uruguay was the first country to legalize marijuana's production, sale and consumption in December 2013.

    I find one comment in the article funny ... " ... especially as users are expected to be willing to pay a premium for legal access to the drug. " Wrong. If it isn't affordable and legal, people will retain all their previous "illegal" channels for supply.

    With the evidence from a few states having legalized it, the reality is that legalization won't garner a whole lot of "new" users as most people who don't use it, didn't make that decision around the legality of it (like I said, access is easy). Access in Canada is really easy already so I am not really sure what the motivation to use legal channels will be, if not price.

    I guess we'll see how this goes on Oct 17th.


    I just read a thing on Facebook that claimed that Bayer/Monsanto is poising themselves to attempt to take over the entire Cannabis market in North America ... we can't let that happen.

    "Senate Minority Leader Chuck Schumer introduced legislation, the Marijuana Freedom and Opportunity Act, to remove marijuana from the Controlled Substances Act and to provide funding for the expungement of criminal records for those with past marijuana convictions.

    Per Senator Schumer, the new legislation would:

    Decriminalize Marijuana: The legislation would decriminalize marijuana at the federal level by descheduling (removing) marijuana from the list of scheduled substances under the U.S. Controlled Substances Act of 1970;

    Respect States’ Rights: The legislation would maintain federal law enforcement’s authority to prevent marijuana trafficking from states that have legalized marijuana to those that have not;

    Level The Economic Playing Field: The legislation would establish dedicated funding streams to be administered by the Small Business Administration (SBA) for women and minority-owned marijuana businesses that would be determinant on a reasonable estimate of the total amount of revenue generated by the marijuana industry;

    Ensure Public Safety: The legislation would authorize $250 million over five years for targeted investments in highway safety research to ensure federal agencies have the resources they need to assess the pitfalls of driving under the influence of THC and develop technology to reliably measure impairment;

    Invest in Public Health: The legislation would invest $500 million across five years for the Secretary of Health and Human Services to work in close coordination with the Director of National Institutes of Health (NIH) and the Commissioner of Food and Drug Administration (FDA) in order to better understand the impact of marijuana, including the effects of THC on the human brain and the efficacy of marijuana as a treatment for specific ailments;

    Protect Children: The legislation would maintain the Department of Treasury’s authority to regulate marijuana advertising in the same way it does tobacco advertising to ensure the marijuana businesses aren’t allowed to target children in their advertisements. The bill also allows the agency to impose penalties in the case of violations;

    Incentivize Record Sealing and Expungement Programs: The legislation authorizes grant programs to encourage state and local governments to administer, adopt, or enhance expungement or sealing programs for marijuana possession convictions. The bill provides $100 million over five years to the DOJ to carry out this purpose.

    Sixty-eight percent of registered voters “support the legalization of marijuana,” and 73% support expunging the records of those previously convicted of marijuana-related offenses, according to national polling data compiled by the Center for American Progress. The percentage is the highest level of support for legalization ever reported in a nationwide, scientific poll."

    "The non-psychoactive cannabis cousin of marijuana would finally become legal to grow in the United States under a bill overwhelmingly approved by the Senate.
    The wide-ranging agriculture and food policy legislation known as the Farm Bill, passed by a vote of 86 - 11 on Thursday, contains provisions to legalize the cultivation, processing and sale of industrial hemp.

    The move, championed by Senate Majority Leader Mitch McConnell (R-KY), would also make hemp plants eligible for crop insurance.
    "Consumers across America buy hundreds of millions in retail products every year that contain hemp," McConnell said in a floor speech on Thursday. "But due to outdated federal regulations that do not sufficiently distinguish this industrial crop from its illicit cousin, American farmers have been mostly unable to meet that demand themselves. It's left consumers with little choice but to buy imported hemp products from foreign-produced hemp."
    McConnell also took to the Senate floor on Tuesday and Wednesday to tout the bill's hemp legalization provisions in separate speeches.
    In April, the GOP leader introduced standalone legislation to legalize hemp, the Hemp Farming Act, the provisions of which were included in the larger Farm Bill when it was unveiled earlier this month.

    The Senate Committee on Agriculture, Nutrition and Forestry approved the bill by a vote of 20-1 two weeks ago.

    During that committee markup, Sen. Charles Grassley (R-IA), one of Congress's most ardent opponents of marijuana law reform, threatened to pursue serious changes to the bill's hemp provisions on the floor. Namely, he wanted to remove the legalization of derivatives of the cannabis plant, such as cannabidiol (CBD), which is used by many people for medical purposes. But Grassley never ended up filing a floor amendment, allowing hemp supporters to avoid a contentious debate and potentially devastating changes to the bill."

    - Good thread and topic.
    Thank you to all posting different interesting views and information here.
    It is a bit backwards that we actualy have to find reasons and argue for the
    use of a natural and versatile plant like cannabis / hemp.
    It has a wide range of possible benefit for humans ( and animals ) from practical use
    of oil and fiber via medicinal benefits to recreational use as a drug.
    Myth and moralism are heavy obstacles on the path to normalize the Cannabis back into society,
    - like in the old days ...

    Of course one needs to use it with knowledge and moderation, as medicine or drug, and
    to legalize and "neutralize" it, removing stigma, opens for exchange of personal and general
    experience and knowledge. Under the stupid prohibition it is still used, but the important
    sharing of that personal information is unpresent and difficult. That is sad, because this plant,
    if used as a recreational drug, do have some spesific influense on the human mind and make
    a human more sensitive to impressions in general.
    This, espescialy combined with a dualistic and condemning surrounding,
    can be very challenging if one do not know how to use it and what to expect and be prepared for.
    To live under the tyranny of primitive NO!-law can also build on latent paranoia and antisocial behaviour.
    In an free and open society this learning will easier flow between the experienced and new users.

    Me personaly have had many great, and some heavy, moments from the lovely cannabisplant.
    10 years back I had some serious injury to my back, putting me out of my old trade for a long time.
    From a mexican source I got a lot of seeds of mild cannabis, called "bushweed" and started growing
    some plants in my home. What a great few years that gave me. Getting up in the morning was no problem.
    Tending to the plants, with the warmth, smell and tropic athmosphere of that room was a joy in itself.
    Thanks to the harvest over some years it made me able to heal and get back into general activity.

    Thanks also to Uruguay, Canada and other states for paving the way for a "new" and civilized
    approach to a sadly difficult topic of society and person.

    Inside The Trump Administration’s Secret War On Weed
    The Marijuana Policy Coordination Committee wants to counteract positive marijuana messages and identify problems with state legalization initiatives, according to documents obtained by BuzzFeed News.

    "The White House has secretly amassed a committee of federal agencies from across the government to combat public support for marijuana and cast state legalization measures in a negative light, while attempting to portray the drug as a national threat, according to interviews with agency staff and documents obtained by BuzzFeed News.

    The Marijuana Policy Coordination Committee, as it’s named in White House memos and emails, instructed 14 federal agencies and the Drug Enforcement Administration this month to submit “data demonstrating the most significant negative trends” about marijuana and the “threats” it poses to the country.

    In an ironic twist, the committee complained in one memo that the narrative around marijuana is unfairly biased in favor of the drug. But rather than seek objective information, the committee’s records show it is asking officials only to portray

    “The prevailing marijuana narrative in the U.S. is partial, one-sided, and inaccurate,” says a summary of a July 27 meeting of the White House and nine departments. In a follow-up memo, which provided guidance for responses from federal agencies, White House officials told department officials, “Departments should provide … the most significant data demonstrating negative trends, with a statement describing the implications of such trends.”

    As several states have approved laws allowing adults to use and purchase cannabis, critics have contended lax attitudes will promote drug abuse, particularly among youth, and they have pressed for a federal crackdown. The White House at one point said more pot enforcement would be forthcoming, though President Donald Trump has never said he was onboard with that agenda and he announced in June that he "really" supports new bipartisan legislation in Congress that would let state marijuana legalization thrive.

    However, the committee’s hardline agenda and deep bench suggest an extraordinarily far-reaching effort to reverse public attitudes and scrutinize those states. Its reports are to be used in a briefing for Trump “on marijuana threats.”

    “There is an urgent need to message the facts about the negative impacts of marijuana.”
    “Staff believe that if the administration is to turn the tide on increasing marijuana use there is an urgent need to message the facts about the negative impacts of marijuana use, production, and trafficking on national health, safety, and security,” says the meeting summary.

    The White House declined to discuss the committee's process, but indicated it was part of an effort to remain consistent with the president's agenda.

    “The Trump Administration’s policy coordination process is an internal, deliberative process to craft the President’s policies on a number of important issues facing the American people, and ensure consistency with the President’s agenda," Lindsay Walters, Deputy White House Press Secretary, told BuzzFeed News.

    None of the documents indicate that officials are seeking data that show marijuana consumption or legalization laws, which have been approved in eight states, serve any public benefit or do a better job of reducing drug abuse.

    Coordinated by White House Office of National Drug Control Policy, the committee met on July 27 with many of the largest agencies in the federal government, including the departments of Justice, Homeland Security, Health and Human Services, and State. An unclassified summary of the meeting, obtained by BuzzFeed News, says the memo is “predecisional and requires a close hold.” And it says the notes were not to be distributed externally.

    The White House followed up the next week by sending agencies and other departments — including the departments of Defense, Education, Transportation and Veterans Affairs, as well as the Environmental Protection Agency — instructions to submit two-page, bulleted fact sheets that identify marijuana threats and issues with the initiatives by Aug. 10.

    While spokespeople at those agencies declined to comment on the committee itself, asked if the Education Department had submitted its response to the White House, Liz Hill, a spokesperson for the agency, told BuzzFeed News this week, “I’m told we did turn it in on time to the WH.”

    A State Department spokesperson told BuzzFeed News, “The State Department regularly coordinates with ONDCP on a wide range of drug control issues. For specific questions about the Marijuana Policy Coordination Committee, we refer you to ONDCP.”

    Neither the ONDCP officials or White House press office responded to requests from BuzzFeed News to comment on the committee.

    Departments were told to “identify marijuana threats; issues created by state marijuana initiatives; and consequences of use, production, and trafficking on national health, safety, and security.”

    The agencies should also provide an example of a “story, relating an incident or picture, that illustrates one or more the key areas of concern related to use, production, and trafficking of marijuana,” the White House guidance says. The agencies were asked to describe how the drug poses threats to their department and the consequences of marijuana “on national health and security.”


    “We are asking each agency to provide information on marijuana,” White House ONDCP staffer Hayley C. Conklin wrote in an email to department leaders on Aug. 1. She cited the guidance document, saying, “it will assist you in providing the appropriate information.”

    Contacted by BuzzFeed News about the committee, Conklin told BuzzFeed News, “Thank you so much for calling, but I cannot comment,” then hung up the phone.

    A number of agencies also declined to comment — including the departments of Labor, Veterans Affairs, Homeland Security, Health and Human Services, and Transportation.

    None of the 14 agencies BuzzFeed News contacted for this story, the DEA, or the White House denied the marijuana committee’s existence.

    John Hudak, a senior fellow at the Brookings Institution, blasted the committee’s slanted approach to the facts and the “alienating effort on behalf of the president. ”

    “This is a terrible political move by the administration,” he told BuzzFeed, saying that the committee’s agenda betrays Trump’s pledges to protect states from federal intervention — a position with overwhelming public support.

    Hudak added it would be “policy malpractice” to only collect one-sided data. “The coordination of propaganda around an issue that the president ostensibly supported is fairly unprecedented.”

    “This is a president who is not serious about states rights and regulatory reform in areas like drug policy, and is not serious about telling the truth to the American people or members of Congress from his own party," Hudak said, pointing to Colorado Sen. Cory Gardner, a Republican, who authored legislation that would protect states rights on marijuana and has praised Trump on the issue.

    Gardner’s office did not reply to requests to comment on the committee.

    Colorado Rep. Jared Polis, a Democrat who is also running for governor this year, slammed the committee in a statement Wednesday. ”Pres. Trump is flailing on marijuana policy, sometimes saying the states should decide, while also allowing the Attorney General and other prohibition supporters in his purview to run amuck. If the White House is actually spreading misinformation about marijuana to undercut states’ rights, it’s appalling but not out of the ordinary for President Trump and his gang of prohibition supporters,” Polis said.

    Although the White House said last year that it expected “greater enforcement” of marijuana in states where it’s legal, Trump has since suggested he'd support Gardner's legislation to allow states to legalize marijuana untouched by the Justice Department. The move seemed to jab at Attorney General Jeff Sessions, who has relentlessly threatened a pot crackdown. As leader of the Justice Department, Sessions has recited 1980s-style rhetoric about saying no to marijuana.

    But Americans have diverged from the federal government’s hardline stance on pot prohibition — with eight states having now legalized its adult recreational use and authorizing systems to sell it like alcohol. A Quinnipiac University poll in April found that 63% of Americans support legalization.

    While marijuana consumption rose in the 15 years before Colorado and Washington became the first states to start allowing adults to buy marijuana in 2013, according to JAMA Psychiatry, federal data indicate marijuana abuse disorder has dropped nationally since then.

    There's a medical problem that marijuana might be able to help -- but no one is talking about it

    .... The idea behind High Sobriety is simple: Help addicts stop abusing the substances that are causing them the most harm, and use cannabis as a tool to do so.

    “Our retention rates are so much better with being able to give them something,” Schrank, a trained social worker who has spent the last 15 years working with addicts, tells Business Insider. “The truth is a lot of these people are deep deep deep into the weeds with drug and alcohol use and to think there’s a light switch and they can just turn it off…I mean you’re dealing with a different person when you talk about cessation of drug use.”
