    Scott Ritter: Putin’s inauguration began final stage of Russia’s purge of malign Western influence

    “This time, it was different,” former US Marine Corps intelligence officer Scott Ritter told Sputnik, commenting on Vladimir Putin’s inauguration for a fifth term as Russia’s president on Tuesday.

    “In his inauguration speech, Vladimir Putin made it clear that the security of Russia and the Russian people are his top priority. Why would he have to say this? Because as we speak, Russia finds itself under attack from many nations around the world – nations that seek the existential extermination of Russia, if not through violence, then through economic strangulation,” Ritter said.

    Over Putin’s tenure, Russia has gradually “purged” itself of these attitudes, Ritter said, with the conflict in Ukraine serving as a catalyst accelerating Russia’s transformation, forcing elites and ordinary citizens alike to reconsider who they are and what defines them.

    Going forward, Ritter expects Putin’s new term to “redefine Russia in the final stages of this transformation that it has been making continuously since 1999, a Russia that will for once and all purge the poison of Western malign influence out of its system, and create a pure Russian notion of what Russia is.”

    Russian government resigns

    The cabinet will continue to carry out its duties until a new government is appointed

    MOSCOW, May 7. /TASS/. The Russian government resigned to the newly elected president, Vladimir Putin, by a decree signed by Prime Minister Mikhail Mishustin, the government Telegram channel said.

    This procedure is enshrined in law: the cabinet resigns after a new president is sworn in. The ceremony marking the beginning of Vladimir Putin’s new presidential term took place today at 12:00 p.m. Moscow time.

    The cabinet will continue to carry out its duties until a new government is appointed.

    Appointment of a new cabinet

    The Russian government will be appointed under a new procedure, cemented by a connotational amendment in 2020, for the first time. Previously, all cabinet members were appointed by presidential decrees: a prime minister was appointed after consultations with the State Duma, while ministers and deputy prime ministers were appointed without any such talks.

    Now, almost all of them will have to be approved by the parliament first. Within two weeks after the inauguration, the president must present a candidate chosen by the prime minister, after which there is a one-week deliberation process. If the lawmakers approve the candidate, the president then appoints them to office.

    If the candidate is rejected, the president appoints another candidate - either a new one or the same one again. If the State Duma rejects the proposed candidate three times, then, by law, the head of state appoints the prime minister on their own; at the same time, the head of state has the power to dismiss the State Duma and hold a new election.

    Consultations with the State Duma are necessary for most federal ministers and deputy prime ministers, but their candidacies are introduced by the prime minister, not the president. If the State Duma appoints the candidates, the head of state cannot reject them. If the proposed candidates are rejected three times, the president has the power to appoint the cabinet members on their own - from a list prepared by the prime minister.

    Ministers of Internal Affairs, Emergency Situations, Defense, Foreign Affairs and Justice are excluded from this list: the president appoints them after consultations with the Federation Council.

    Russian government had a hugely successful term

    President Vladimir Putin told members of the outgoing government on Monday that Russia’s adversaries had failed to achieve their goals. Putin met with the cabinet, led by PM Mikhail Mishustin, before its customary post-inaugural resignation to sum up the results of work. Sputnik took a look at the outgoing Russian government’s successful track record.

    🔸 Russia's economy outpaced the US and Europe in growth last year. The Federal Service for State Statistics (Rosstat) said it grew by 3.6%, despite being subject to a raft of harsh economic sanctions. That was higher than many economic forecasts.

    🔸 Russia became the fifth fastest-growing economy in the Group of 20 in 2023.

    🔸 According to the World Bank, Russia is one of five largest global economies in terms of purchasing power parity (PPP).

    🔸 The official estimate for Russia's GDP was $4.172 trln at the end of 2023 in PPP terms.

    🔸 Federal budget revenues in 2023 exceeded 29 trillion rubles; that was almost 5% more than the same figure for 2022. Execution of federal budget expenditures in 2023 was close to 100% - the best result in recent years.

    🔸 Russia's annual inflation rate came in at 7.42% by the end of 2023 (Rosstat).

    🔸 The Bank of Russia's profits at the end of 2023 amounted to 140 bln rubles.

    🔸 Growth of real disposable income among the Russian population was estimated at 5.4% for 2023.

    🔸The jobless rate in Russia in March 2024 reached a historic low of 2.7%.

    🔸 Russian economy is becoming less dependent on commodity exports: in 2023, non-oil and gas revenues increased by a quarter.

    🔸 Agricultural advances contributed to food security.

    🔸 Economy is transitioning away from Western markets; 77% of Russia's trade is now with friendly countries.

    🔸 Volume of Russia’s foreign trade in 2023 amounted to $710 bln; share of Asian countries in the total volume of Russian exports at the end of 2023 was 72%.

    🔸 Volume of Russia-China trade reached a record $240.11 billion, an increase of 26.3%, by the end of 2023. Imports from China increased by 46.9%, while exports of Russian products to China also increased by 12.7%.

    Putin is holding closing meeting with outgoing Cabinet

    The government will step down tomorrow, on the presidential inauguration day
    MOSCOW, May 6. /TASS/. Russian President Vladimir Putin is holding the closing meeting with the current government, the 17th in the latest history of Russia.

    The head of state arrived in the cabinet building at Krasnopresnenskaya Embankment in Moscow to hold it.

    The government will step down tomorrow, on the presidential inauguration day. Deputy prime ministers and ministers will continue working in the acting status until the new composition is approved.

    Putin sent message to the West that Russia is “there to stay” as major world power

    Newly-inaugurated President Vladimir Putin has sent a clear message to the West that “Russia is there to stay as one of the world’s major powers,” strategic analyst Paolo Raffone told Sputnik.

    The director of the CIPI Foundation in Brussels noted Putin’s comments as signaling Russia’s intent to “use political and diplomatic means to defend its lawful interests,” while remaining “open to negotiations and dialogue.”

    In his inauguration speech, Putin “rightly claims that after 2000 he, with the support of the Russian people, ‘stood firm against the attacks of international terrorism and saved the country from the very real threat of collapse’,” noted Raffone.

    He singled out two cornerstone statements by the Russian president. Firstly, that “The main objective of the coming [six] years is now to transform the potential we have built up into a new development energy and to use it to bring about a fundamentally new quality of life for our people and a real, tangible increase in their prosperity”.

    The second was that “Russia’s success and prosperity cannot and should not depend on one single person or one political party, or political force alone.”

    As for US-driven calls in Western capitals and mainstream press to delegitimize the Russian presidential election process, “It is the continuation of the historic confrontation of Anglo-Saxon powers against Russia,” said Raffone.

    “Despite the US/UK-imposed boycott, there is no united Western front against Russia… The reaction of Anglo-Saxon powers against Russia is a weak representation of the relativization of their global standing, a process with which their political elites have difficulty to come at terms. Despite their bellicose rhetoric, there is mounting sentiment that the relation with Russia cannot be eased without fresh diplomatic initiatives,” Raffone concluded.

    What are the Russian president's symbols of power?

    The presidential inauguration ceremony incorporates special symbols of authority that have historical roots dating back to the Russian Empire and even further to the Byzantine realm.

    In August 1996, the presidential standard, the presidential sign - a chain of office, and a special copy of the Constitution of Russia were officially approved as symbols of presidential power.

    As of May 6, 2000, the special copy of the Constitution lost its official status but is still considered a symbol of presidential authority by tradition.

    🔺The President of Russia's insignia dates back to 1995 when it was initially known as the Order of Merit for the Fatherland, 1st class with a chain. It was later renamed to its current title in 1996.

    The insignia is meticulously crafted from gold and has the shape of an equal-ended cross. Its front side features ruby enamel and showcases the image of the State Emblem of Russia at its center. The reverse side contains a circular medallion surrounded by the motto "Benefit, Honor, and Glory." The chain of the insignia includes 17 links, with nine bearing the State Emblem of Russia and the remaining eight displaying the motto "Benefit, Honor, and Glory."

    🔺The standard of the President of Russia features three stripes – white, blue, and red – adorned with a golden fringe and a golden depiction of the State Emblem of Russia in the center. The shaft of the standard includes a silver bracket engraved with the President's full name and dates of tenure.

    🔺A unique copy of the Constitution of the Russian Federation is elegantly bound in red monitor lizard leather, featuring a silver coat of arms of Russia and the inscription "Constitution of the Russian Federation" embossed in gold.     Russia remains open to dialogue and it is up to the other side to decide how to move forward, the president has said


    It is up to the West to decide if it wants to engage in dialogue with Russia or pursue endless aggression in an attempt to hamper the country's development, President Vladimir Putin said during his inauguration speech on Tuesday.

    Commenting on the future of Russia and its relations with other nations, Putin stressed that "we do not refuse dialogue with Western states. The choice is theirs: do they intend to continue trying to restrain the development of Russia, continue the policy of aggression and relentless pressure that they have pursued for years, or look for a path to cooperation and peace."


    This cooperation must include discussions on issues of security and strategic stability, according to the Russian president. However, any talks must be carried out with mutual respect on equal terms, and without "arrogance, conceit, and personal exclusivity," Putin insisted.


    "Together with our partners in Eurasian integration and other sovereign development centers, we will continue to work to form a multipolar world order and an equal and indivisible security system," Putin said. At the same time, Russia will strive to remain self-sufficient and competitive, he added.

    The president also said society has changed in recent years, and has begun to value "reliability, mutual responsibility, sincerity, decency, nobility and courage."

    Putin went on to promise to use his powers as head of state to ensure that all Russian citizens who have proven their loyalty and have shown "their best human and professional qualities" are given leading positions in public administration, the economy, and other spheres

    The president discussed relations between Commonwealth of Independent States countries and the Russian Security Council, and stated that more attention will be paid to this topic.

    Putin approved the ministers of the security bloc and the head of the Foreign Ministry.

    Andrei Belousov became Minister of Defense, Vladimir Kolokoltsev and Alexander Kurenkov retained their posts as heads of the Ministry of Internal Affairs and the Ministry of Emergency Situations.

    Sergei Lavrov was re-appointed as head of the Ministry of Foreign Affairs, and Konstantin Chuychenko remained head of the Ministry of Justice.

    Putin’s state visit to China will last two days — the Russian leader will spend May 16 in Beijing and he will visit Harbin on May 17. On Thursday, Putin will hold meetings with Chinese President Xi Jinping in narrow and expanded formats.
