The video said step three in nuclear preparedness is to sign up for Notify NYC. Past history states if it does happen it'll be a planned event. Before 9/11 people were warned to stay away from downtown Manhattan. In Planned Events below they'll be a major drop-off before such an event. Another thing to look for is mass migrations of celebrities and politicians from one coast to another. Also, there will be prepositioning of agency assets.
