When something is moving very slowly, and it is about the same speed as the wind, and it goes the same direction as the wind is going, and it is not changing course (unless there are side winds going on due to the buildings), and we have not enough real credible background info. Source of the footage "unknown".

• All of that combined makes it a big chance it is an artistic type (helium filled?) balloon or a CGI video production.

I research UFOs/UAPs intensively for 34 years now (organized several sold out International UFO Conferences), yes even: "UAPs" because that term was known to me thanks to a man specializes in 3300+ UFOs reported by Pilots worldwide ... Former Nasa Scientist (retired 1988) Dr. Richard F. Haines PhD who interviewed many Pilots, and he also was part of helping Pilots how to deal with the FAA.

Using Pilot UFO Sightings to report "Near Accidents/Near Collisions" with Unknown Flying Objects having no transponder code on ... Because there was huge stigma attached to the word "UFO" which causes many pilots not to report these encounters, was the main reason to use the term U.A.P. since the early/mid 1990s ... Yes, you read that right ... The term "U.A.P. was already in use within the Nasa/FAA/Pilot UFO Sightings world!

The UFO/UAP phenom began with the first depiction of "Elohim's Wind" called spirit incorrectly in some translations. They inserted aeria navis, 'thus' airship, and they inserted aereus viator which is astronaut or at the least pilot! And they inserted the acronym R.I.V. which means res inexplicatae volantes, that is to say, UFOs! So now we can say that long before they were referred to as UFO's and long before UAP came along someone else referred to them as R.I.V.s.
So that depiction, that pictogram is the one depicted in the very beginning by the person or the ones who saw and told about those guys hovering there over the water. So it is an 'unknown thing' that 'hovers' decidedly over the water. For the word 'hovering' a participle was used, which is melahephet, which means and is used also elsewhere in the Bible to indicate the typical way of flying of rapacious birds when they let themselves be carried by the wind without moving their wings.." Needless to say these writings are ancient and predate the Hebrew language by a long shot. The depiction of the RUACH, as you'll see if you go here is a disc. The governments of the world had to know about them for a very long time.
