There's no better place to observe the Earth undetected than the moon. If an alien race was farming the earth, or had some other interest in planet earth, and wished to remain hidden from the 'smart apes' and their low technology, the moon offers the perfect environment. Little atmosphere to obscure observation, very close to subject (1/4 million miles is nothing to space travelers, a few minutes of travel at most), plenty of resources, acceptable gravity, beyond only the slightest influence of a low technology earth civilization, easy to remain hidden especially on the far side earth never sees, easy even to come and go without detection, and more.
