When you are afraid you can be controlled, for instance, if someone puts a gun to your head you'll do anything they want because you are afraid of what might happen if you don't comply. I believe this why all police are issued with Taser. In fact Taser have produced a new version for crowd control, it drops everybody within a large radius. The link for this is on rense.com, if I remember rightly.
