It means that by now the entire population of this planet has been chipped. But why are the ET's doing it? I thought it was TPTB that were "planning" on doing it, & of course I was all ready to say No Thank You. Now if what Dominic posted is true, this was done against our free will. This is very serious, cosmically speaking.
