    I don't think it means there were no shots, just that no one was putting the eye on him. It's unclear if the assailant actually *was* the ambassador's security?
    Some of my observations maybe make it little bit clear the subject.

    1-The assassin was the of duty police officer who shouldn't be there by the regulation.
    2- Since High school he was raised and got help from Fundamentalist group(Gulen clan-FETO) to get appointed as an embassy guard. (they prepared him as a Presidential guard but his age didn't fit it.)
    3- Turkey ,Iran, Russia have signed an agreement on Syria 2 days earlier which totally acts against US policy at that specific geographic location.
    4- FETO leader Fetullah Guven is living 16 years at US- Pennsylvania with visitor visa, supported 2 upper ex CIA officers warrant.
    5- 24 November 2015 Turkish army warplane shot down a Russian warplane in Turkish airspace which same pilot was arrested at July 16 2016 for bombing Turkish Parliament building(during coup attempt) He raised and got help for promoting to warplane pilot by same Secret organization -FETO
    6- Pentagon strongly criticize CIA for acting behalf of some foreign country( interest) against US interest since 2012.

    ( I believe most intelligence agencies working out of the range-influence of their own governments " all N. American countries, most of European countries"

    As you can see, it goes some where to address it's origin.

    My question about point #1 is not knowing the regulation. In my area, off-duty police with guns are routinely employed as security, but of course that has nothing to do with either Turkey or the diplomatic level.

    Our CIA mostly is directed by the State Department, so, it's kind of governmental, just without any kind of popular oversight, as Secretaries (like Secretary of State) are appointed positions. I would say they're basically out of control and recklessly stupid, which, so far, is the same thing that every soldier and marine has told me. Their support of Gulen would be another example of something they should have left alone. Actually, it would probably be really difficult to find an example of anything they've ever done that was any good.

    It includes the points that this gunman has been to Qatar multiple times, fought for Nusra in Aleppo last year, and yet provided security to Erdogan eight times since the coup, and transferred to security of the Russian embassy about a week before this happened.

    That doesn't *quite* resemble the harshest crackdown on Gulenists. Maybe killing Syrians earns you some kind of brownie points.

    Turkisch Diplomats say it was CIA via their Gulen Network. Gulen is an intellingence Asset of the CIA and therfore protected in the US. Thats what the higher Circles in Turky Think/Know/Believe. The Gulen Network was behind every Coup since the founding of modern Turky, if I remember right at least 5 Coups. The Turks are so disappointed by their Allies (US) that they now look for other military Alliances in the East (India/China and such).
