Default CIA Director James Woolsey & His NGO Involvements

I'm going to start keeping notes on some research here and hopefully some others here will join in and help me and also save this information and/or spread it elsewhere on the Internet.

George Webb posted a video in his "Where is Eric Braverman?" series today that begins going into the non-government organization (NGO) involvement of influential individuals behind government activities.

As you can see in this chart he's compiled, Henry Kissinger is or has been involved with at least 112 NGOs. Former CIA director James Woolsey Jr. ranks second in the chart with involvement in 86 NGOs.These are NGOs, as George Webb has been showing in great detail in his videos, which are being used to engage in illegal activities such as money laundering, smuggling and selling black market oil, child trafficking, etc., under the guise of promoting various policies. Think of the Podesta brothers' Podesta Group and George Soros' Open Society Foundations as examples.

George Soros uses his "Open Society Foundations," which is active in 100 countries according to the BBC, to subvert legitimate governments and cause all kinds of chaos, like organizing and funding mass protests and riots in attempts to overthrow legitimate governments such as what we saw in Ukraine. Hungary recently announced that they will be kicking all Soros-related NGOs out of their country. If other European nations are serious about restoring their sovereignty they will be following suit.

George Soros, as we see in the list above, is involved with 49 NGOs. While the number of NGOs does not necessarily reflect subversion in absolute terms, it gives us a rough idea as to which individuals of these individuals are most active in aiding and abetting the deepest perversions in our societies.

Here are just some other notable entries in the chart, which comes from Institute for Studies in Global Prosperity (ISGP) data (Webb shows two different listings with slightly different rankings, and these are by affiliating groups of individuals):

    1. Henry Kissinger: 112 NGOs.
    2. James Woolsey Jr.: 86.
    3. George P. Shultz: 76.
    4. David and Jay Rockefeller and children: 73.
    5. Zbigniew Brzeznski: 62.
    6. Thomas Pickering: 57.
    7. George H.W. Bush, Madelaine Albright, Rothschild family: 54.
    ...
    11. George Soros: 49.
    ...
    17. Bill and Hillary Clinton, Colin Powell, Wolfowitz: 35.
    18. James Baker, Donald Rumsfeld: 34.
    19. John McCain, Peter Peterson, Jordanian Royals: 33.
    20. Condoleezza Rice: 32.
    ...
    22. Dick Cheney, John and Robert Lehman and others: 30.

Many of the names on these lists are names that would probably not be familiar to most of us here, but they are shown in the video.

I want to look in more detail into James Woolsey's NGOs. Here is some basic info on him from ngo-monitor.org:

    Quote R. James Woolsey

James Woolsey served in the U.S. Government on five different occasions, where he held Presidential appointments in two Republican and two Democratic administrations, most recently (1993-95) as Director of Central Intelligence.

During his 12 years of government service, in addition to heading the CIA and the Intelligence Community, James Woolsey was: Ambassador to the Negotiation on Conventional Armed Forces in Europe (CFE), Vienna, 1989–1991; Under Secretary of the Navy, 1977–1979; and General Counsel to the U.S. Senate Committee on Armed Services, 1970–1973. He was also appointed by the President to serve on a part-time basis in Geneva, Switzerland, 1983–1986, as Delegate at Large to the U.S.–Soviet Strategic Arms Reduction Talks (START) and Nuclear and Space Arms Talks (NST). As an officer in the U.S. Army, he was an adviser on the U.S. Delegation to the Strategic Arms Limitation Talks (SALT I), Helsinki and Vienna, 1969–1970.

Mr. Woolsey serves on a range of government, corporate, and non-profit advisory boards and chairs several, including that of the Washington firm, ExecutiveAction LLC.

The website for ExecutiveActive LLC gives an interesting description of the broad range of activities they engage in, albeit in vague terms:

Quote Everyone has, from time-to-time, problems and challenges that are unique, where the stakes are high and traditional thinking and methods fall short. It is for such situations that ExecutiveAction was created. We are the most unique business solutions and decision-support firm in the world.

When your reputation, the share value and profitability of your company, or even the lives of your family or employees are on the line, you need ExecutiveAction. If you are under attack by political or business adversaries, unsure of how to do business in emerging markets, or being treated unfairly in the media, then you need ExecutiveAction.

We have successfully handled racial, gender, and environmental problems, conducted internal investigations, thwarted attacks from single-issue extremists, and developed comprehensive legislative, legal, and public relations strategies for clients around the world.

    When a CEO disappeared, the family retained us to find him;
    When a well-known Hollywood businessman was murdered, we were the first call his company made. We coordinated the investigation on behalf of his company and protected the firm's executives and assets;
    When a prominent consumer products company wanted a strategy for entering the Russian market, we were selected to develop the plan;
    When a biotech firm needed just the right expert, we launched a search;
    When a Defense Minister of a major country wanted help in protecting his nation from the threat of chemical, biological and radiological attack, he asked for a meeting from us;
    When a leading financial institution needed due diligence regarding firms it was doing business with, we were hired;
When Fortune 500 companies wanted to cut their litigation costs and achieve more results, they called us; and
When families wanted to sue terrorists who had killed their loved ones, we joined the fight.

We have worked in more than three dozen countries on four continents. We will go anywhere a U.S. passport is legal. Our resources include attorneys, former intelligence and law enforcement officials, public relations experts, journalists, and veterans of the special operations community. Think of us as a McKinsey & Company with muscle, a private CIA and Defense Department available to address your most intractable problems and difficult challenges.

Wherever you need help, we can call upon our network of global experts for results. We are not wedded to old thinking or stymied by bureaucratic inertia. We provide action now, 24/7, 365 days of the year.
So they are styling themselves as "a private CIA and Defense Department," for hire by anyone with enough cash who has need of them.

And this is just one of the NGOs that Woolsey is involved in. He is the chairman of this particular group.

While describing the activities of these groups, Webb has been showing a lot of specific info in his videos regarding these kinds of privatized military/intelligence operations doing all kinds of illegal stuff in the Caribbean, especially Haiti and a few other islands (including where Jeffrey Epstein lives), northern Africa, eastern Europe, the Middle East, and many other places.

Boulder, Colorado comes up in a lot of discussions in the "alternative community," and Webb shows that it has deep ties to sex trafficking by organizations such as DynCorp, which has been busted for trafficking sex slaves in eastern Europe in the past, just as the Halliburton subsidiary KBR also was. And these activities were back in the 90's, before the evidence of a full blown epidemic that we have begun to see today.

I'll keep this rolling as I learn things and I hope others will join in the research and help as well. Open source intelligence gathering is the future of public vigilance and George Webb, who has an intelligence background, is showing us how to do it. So let's see what we can find.

Default Re: Fmr. CIA Dir. James Woolsey 2nd only to Kissinger in NGO Involvement

Wikipedia also lists some of Woolsey's 86 NGOs as follows:

Quote Woolsey is the chairman of the Foundation for Defense of Democracies. He is Chairman of the Advisory Board at the Opportunities Development Group (ODG). ODG did not file a federal tax return in 2006, 2007, 2008, 2009, 2010, 2011 and 2012.[7][8] He is currently a member of the Washington Institute for Near East Policy (WINEP) Board of Advisors, Advisor of the Institute for the Analysis of Global Security, co-founder of the United States Energy Security Council, Founding Member of the Set America Free Coalition, and a Senior Vice President at Booz Allen Hamilton for Global Strategic Security (since July 15, 2002).[9]

He is a Patron of the Henry Jackson Society, a British think tank. Woolsey has had long-standing contact with Central and Eastern Europe and as a Member of the Board of Advisors of the Global Panel Foundation based in Berlin, Copenhagen, Prague, Sydney, and Toronto. He was formerly chairman of the Freedom House board of trustees. He is a member of the International Advisory Board of NGO Monitor.[10]

Woolsey is a member of the Project for the New American Century (PNAC) and was one of the signatories to the January 26, 1998 letter sent to President Clinton that called for the removal of Saddam Hussein.[11] That same year he served on the Rumsfeld Commission, which investigated the threat of ballistic missiles for the U.S. Congress.[12]

In 2008, Woolsey joined VantagePoint Venture Partners as a venture partner.[13]

John McCain hired Woolsey as an advisor on energy and climate change issues for his 2008 U.S. Presidential election campaign.[14]

In April 2011, Lux Capital announced that Woolsey would become a venture partner in the firm.[15]

In July 2011, Woolsey, in cooperation with Robert McFarlane, co-founded the United States Energy Security Council. Woolsey currently sits on the Board of Advisors for the Fuel Freedom Foundation.[16]

He received an honorary doctorate from the Institute of World Politics in Washington, DC in 2011.

Woolsey was a Board Member and Vice-Chairman of The Jamestown Foundation,[17] and sits on the advisory board for nonprofit America Abroad Media.[18]

He currently serves as Chancellor at The Institute of World Politics[19] and the independent non-executive director of Imperial Pacific.[20]

Woolsey joined as a senior adviser to Republican presidential candidate Donald Trump in September 2016.[21][22] He resigned on January 5 amid Congressional hearings into cyber attacks and public statements by Donald Trump critical of the United States Intelligence Community.[23]
    https://en.wikipedia.org/wiki/R._Jam...h_Bill_Clinton

He was in the news recently for resigning from Trump's transition team, after he said the Trump team wasn't consulting him and was excluding him from intelligence meetings. But that's another story. Here are the groups mentioned above (not all are NGOs):

    - Foundation for Defense of Democracies (Chairman)
    - Advisory Board at the Opportunities Development Group (ODG) (Chairman)
    - Washington Institute for Near East Policy (WINEP) (Advisor)
    - Institute for the Analysis of Global Security (Advisor)
    - United States Energy Security Council (Co-Founder)
    - Set America Free Coalition (Founding member)
    - Booz Allen Hamilton for Global Strategic Security (Senior Vice President)
    - Henry Jackson Society (Patron)
    - Global Panel Foundation (Advisor)
    - Freedom House (Former Chairman)
    - NGO Monitor (Member of International Advisory Board) (this is the website cited above for his short bio)
    - Project for the New American Century (PNAC) (Member) <-- We all remember this from 9/11, right?
    - Rumsfeld Commission
    - VantagePoint Venture Partners (Partner)
    - Hired by John McCain campaign as an "advisor on energy and climate change issues."
    - Lux Capital
    - United States Energy Security Council (Co-Founder)
    - Fuel Freedom Foundation (Board of Advisors)
    - Institute of World Politics (Received Honorary Doctorate)
    - The Jamestown Foundation (Vice Chairman)
    - America Abroad Media (Advisor)
    - The Institute of World Politics (Chancellor)
    - Imperial Pacific (Non-Executive Director)

This is plenty to dig into as a start. Obvious interests just looking at this list seem to be oil, oil, oil. PNAC was all about securing resources from the Middle East, and we also see that he's an advisor to the Washington Institute for Near East Policy. He is described as a neo-conservative that Bill Clinton appointed to his administration as part of a deal that Clinton had made with neo-conservatives during his election campaign. These people seem to be committed to making the US dependent upon the Middle East for oil, which keeps oil prices high (benefiting the big boil industry) while providing an incentive to go to war and fund the military industrial complex. Woolsey's ExecutiveAction, as shown above, styles itself as a private CIA/DoD for hire, so that coupled with his former position as CIA director shows his inclinations to use force, even privatized (extra-governmental, illegal) force on behalf of wealthy patrons.

This is a good list of organizations to start looking into.

The picture on the top left is from the Institute for the Study of Globalization and Covert Politics

I think it is mostly valid and solid research that would currently make about ten 400 page books. It's basically a one-person site that I admire because he reached a lot of the same conclusions I did, after finding that 90% of what's out there is tainted information, but I didn't quite take as many notes.

One of the actually uplifting things I found there, is that none of David Rockefeller's potential heirs are particularly adamant in sharing his opinions and they are correspondingly way down on the list of NGO involvement.

Default Re: Fmr. CIA Dir. James Woolsey 2nd only to Kissinger in NGO Involvement

Found another group of interest that Woolsey is tied to, thanks to George Webb once again for pointing this one out on the Israeli border:

    Quote About Our Company

Genie Oil and Gas (GOGAS) is a subsidiary of Genie Energy Ltd., (NYSE: GNE).

GOGAS is an oil and gas exploration and development company.

    Conventional
GOGAS’ Afek Oil and Gas Ltd. subsidiary is characterizing a conventional oil and gas resource in Northern Israel pursuant to an exclusive exploratory license from the government of Israel. Afek’s initial exploration program includes physical testing, exploratory drilling and analysis. The Company believes, based on its preliminary analysis and interpretation of existing seismic and other geological data, that its license area contains significant quantities of conventional oil and gas.

    Unconventional
In Colorado, American Shale Oil, LLC (AMSO) holds a U.S. Bureau of Land Management Research, Demonstration and Development lease to develop oil shale on federal lands in the Piceance Basin of Colorado. Based on U.S. Geological Service data and our own field work, we estimate that there are approximately 10 billion barrels of oil equivalent in place within our 5,120 acre preferential lease right area. Our plan for commercial operations targets approximately 20 percent of the available resource. Genie Oil and Gas holds a minority stake in AMSO, which is a joint venture with Total, SA, the world’s fifth largest integrated oil and gas E&P company.

In our projects, we utilize technologies that will help to preserve the quality of ground water, reduce carbon emissions, and minimize impacts on local landscapes.
    https://genieoilgas.com/about-us/our-company/

Sounds good and environmentally-friendly, so what could be wrong with that? Webb's research points to this company doing some of the scouting along the Syrian border for where they were planning to put in the pipeline to circumvent Russia after Assad was overthrown by the Obama administration. Except Assad was never overthrown, of course, and Eastern Europe will continue to be dependent upon Russian oil.

So basically this is just another chess piece in the globalist game of making and breaking nations to fit their fascist global agenda.

In case you are still questioning their pure intentions, just read who else is on their board besides Woolsey:

    Quote Strategic Advisory Board

The Strategic Advisory Board of Genie Oil and Gas advises management on strategic, financial, operational and public policy matters.

Most people here are already going to be familiar with the names of Jacob Rothschild, Rupert Murdoch and Dick Cheney, but I doubt the other names are any more saintly. Senator Landrieu lobbied Guatemala to allow US citizens to adopt their children after Guatemala had placed restrictions on foreign adoptions because of widespread child trafficking in the country.

Landrieu actually got in touch with the Clintons for support in lobbying Guatemala to open back up to shipping kids out to Americans, but not even Hillary Clinton wanted to be a part of it because the optics on it were so bad with the ongoing controversies. Landrieu is also a donor and was a guest of honor at a fundraiser for the Children's Law Center in Washington DC. Placed into the child trafficking context that would make me suspicious of everything else the CLC is doing in DC.

More on what all of these guys are doing with Genie Oil and Gas:

Quote Cheney, Rothschild, and Fox News’ Murdoch [and Woolsey!] Begin Drilling for Oil in Syria — a Violation of Int’l Law

After concluding the flow testing phase, Afek Oil and Gas will now begin analyzing samples drawn from the Ness-2 drilling site, euphemistically dubbed “Deborah’s Well,” in the Israeli-occupied region of Syria known as the Golan Heights. New Jersey-based Genie Energy, Ltd., Afek’s parent company, claims a dubious cadre of investors cum war profiteers, including Rupert Murdoch, Dick Cheney, Lord Jacob Rothschild, James Woolsey — as well as a number of current and former U.S. politicians.

Prior testing at a separate Afek site did not meet expectations, so the company sought other “sweet spots” in the area. Analysis of samples from additional wells will be performed by Afek scientists in conjunction with “external international experts.”

To understand U.S. involvement in the quagmire in Syria, Afek’s oil exploration is of critical import.

Israel’s occupation of the Golan Heights region violates international law — thus, Israeli permits granting Afek the ostensible right to perform exploratory tests of a possible “large reservoir” of natural gas and light oil is also illegal. But in a world where Big Oil remains powerful enough to drive foreign policy of the U.S. empire, this direct violation of the Geneva Convention might not even be worthy of a footnote — except to the people of Syria.

In fact, as The Free Thought Project’s Justin Gardner previously reported, the unsavory character heading Genie Oil is none other than Efraim “Effie” Eitam, an Israeli military commander and former Knesset member who once called for the expulsion of the “cancer” of Arabs from Israel.

More at the link. This shows how NGOs owned by these crooks, and this one in particular while masquerading as some environmentally-friendly oil company, is just a front for crime and the exploitation of sovereign nations.

Here's today's George Webb video for further context on what is going on and how energy companies, organ trafficking, child trafficking and war are all inter-related:

Default Re: Fmr. CIA Dir. James Woolsey 2nd only to Kissinger in NGO Involvement

And here's more on Senator Marry Landrieu, the former Louisiana senator with interests in both illegal oil drilling in Syria and child trafficking issues in Guatemala:

[Former Louisiana senator Marry Landrieu on the left.]

Quote Children's Law Center 'Adopts' Former Louisiana Senator Mary Landrieu

    November 23, 2015

A long-standing children’s advocate was “adopted” by Children’s Law Center Tuesday.

In a surprise Nov. 17 presentation at the Van Ness Feldman law offices, former Louisiana Senator Mary Landrieu, now an advisor at the firm, received an honorary adoption decree from Children’s Law Center.

Executive Director Judith Sandalow awarded the decree in honor of Landrieu’s tireless efforts for DC’s children.

“Senator Landrieu combines deep personal commitment to children and families with the strategic know-how to use her power to make change,” said Sandalow.

Sandalow first met Landrieu in 2001 when Children’s Law Center was but six dedicated staff members working to help a couple hundred children in DC.

As chair of a senate committee focused on DC, Landrieu had a window into how increasing numbers of children in foster care overwhelmed DC’s child welfare system at the time.

In response, Senator Landrieu directed additional money to the DC Superior Court so abused and neglected kids could have a dedicated advocate while in foster care. The goal? Ensure all children removed from their family would have a high quality lawyer looking out for their best interests as DC worked to find these children a permanent, stable home.
    http://www.childrenslawcenter.org/ar...-mary-landrieu

Just like with Genie Oil and Gas, everything sounds like peaches and cream when you read it in favorable press articles like this.

Here's more on Landrieu's interest in Guatemalan children and her contact with Hillary Clinton, who wouldn't even help her:

"Photo of Senator Landrieu in Guatemala with Holt International adoption agency staffer Lucricia Mendez taken 4/26/2011. Source: Holt International."

Quote Right now, Senator Mary Landrieu, a Democrat from Louisiana and mother to two adopted children, is finishing up her lobbying trip to Guatemala. Nothing on Landrieu’s own website mentions the trip, which began on August 21, either in the press release section, news section, or on the Senator’s blog. Last week, the lobbying group Guatemala900 sent out an email saying:

"The Senator has asked us to please use discretion and keep this news out of the public eye, as her and her coalition believe that they will achieve maximum effectiveness in their advocacy by doing so.”

I’m not sure why the trip is so secretive, or what maximum effectiveness means. I’ve called the Senator’s office to ask.

Kathleen Strottman, a former aide to Landrieu and the current Executive Director of the lobbying group Congressional Coalition on Adoption Institute (CCAI), is also on the delegation, according to CCAI’s public Facebook page, which says that Strottman is alongside “officials” from the State Department who are “helping complete long awaited adoptions of hundreds of children.”

Special Advisor for Children’s Issues Ambassador Susan Jacobs is also with them. Over at the State Department website, an official press release uses language that’s a little more guarded that CCAI. According to them, the delegation is in Guatemala “to discuss the progress of pending U.S. citizen adoption cases.” Read it for yourself here.

Ambassador Jacobs tweeted just once about her work as part of the delegation, saying on Monday she’d had a ”useful meeting with CICIG on coordinating lists.”

Today’s Latin American Herald Tribune article on the delegation’s trip didn’t say much. It sounded like a rehashed press release, with one third of the article dedicated to where Jacob went to college and where she previously worked (110 out of 323 words). The most interesting part of the brief piece, to me, was the mention of how and why Jacob’s position was created in the first place. Check out the last sentence of this excerpt:

"The delegation will meet with government officials and nongovernmental adoption stakeholders to discuss the progress of pending U.S. citizen adoption cases since their April meetings. Ambassador Jacobs will also discuss Guatemala’s efforts to implement new intercountry adoption safeguards that would provide a path toward future adoption processing.

"Secretary of State Hillary Rodham Clinton appointed of Ambassador Susan S. Jacobs as Special Advisor to the Office of Children’s Issues, after creating this new foreign policy position to address intercountry adoption and international parental child abduction.”

I immediately wondered if that meant Ambassador Jacobs would become involved in the international abduction of Anyelí Rodríguez/ “Karen Abigail.” So, I reached out to a few sources in Guatemala, who told me that the delegation had indeed met with Fundacíon Sobrevivientes.

I dropped a quick email to the Fundacíon– when I hear back, I’ll post more details.

UPDATE 8/24: Nothing back from Sobrevivientes, the Department of State, or Senator Landrieu’s office. This morning when I checked my email, I did see that Ambassador Jacobs had marked two of my tweets as “Favorites.” When I went to visit the @ChildrensIssues Twitter feed, the “favorited” Tweets were gone.

Quote Hillary Clinton emails touch on Mary Landrieu, David Vitter and Anh 'Joseph' Cao

WASHINGTON -- In 2010, Secretary of State Hillary Rodham Clinton was updated via email on prospects for congressional approval of the Affordable Care Act, with emphasis on three undecided Senate Democrats, including Mary Landrieu of Louisiana.

Emails outlining the deliberations over President Barack Obama's health law, enacted without a single Republican vote in 2010, were among the topics covered in recently released emails to and from Clinton while she served as secretary of state, using a private server.

In one memo, Miguel Rodriquez, who oversaw relations with the Senate for the State Department, wrote that the fate of the Affordable Care rested on three Democratic senators, Landrieu, Blanche Lincoln of Arkansas and Ben Nelson of Nebraska.

He notes that Landrieu, who lost her bid for a fourth term last December, reportedly "has been using her leverage to attempt to change the bill as it moves forward and won a particularly sweet deal that could bring billions to Louisiana." The deal recouped Medicaid money that Louisiana would have lost because of an increase in per-capita income following Hurricane Katrina.

In the end all 58 Democrats, including Landrieu, along with two independents, who generally vote with Democrats, supported the health legislation, giving the Obama administration the 60 votes needed to overcome a Republican filibuster. Clinton was also provided with a list of House Democrats who voted against a first draft of the legislation and the only House Republican who had voted yes -- then Rep. Anh "Joseph" Cao, R-New Orleans.

Cao said he was voting to reflect the views and needs of his New Orleans constituents, though he voted against the final version of the bill drafted with Senate Democrats, complaining it didn't do enough to ensure government funding couldn't be used for abortions.

Clinton, who left the State Department in 2013 and is seeking the 2016 Democratic presidential nomination, had helped draft legislation to expand health insurance access for her husband, President Bill Clinton. But the legislation never got a vote. She also campaigned to improve access to health insurance in the Democratic presidential primary of 2008, when she lost her party's nomination to Barack Obama, who went on to win the presidency and made Clinton his secretary of state.

In another email, from August 2009, Clinton says that Landrieu had "asked her to attend a dinner about foster care. Also, she mentioned an event at the White house about adoption and foster care."

"Have you heard anything about this? Can you call Landrieu's office to follow up," Clinton writes an aide.

In August 2011, an email was sent to Clinton about a trip Landrieu was taking to Guatemala about a recent court decision in the Central American nation blocking most international adoptions, leaving parents who had already met with children they were ready to adopt unable to move forward.

Landrieu has long been an advocate for adoption and help for foster children.

An email to Landrieu's office from Clinton aide Alison Dilworth, said the State Department is committed to helping parents awaiting adoptions in Guatemala, but concerned about alleged scandals with international adoption. She said the State Department is "particularly concerned about any allegations regarding stolen children and inner-country adoptions."

So as you can see, the optics on Landrieu being so up Guatemala's ass about their crackdown on child trafficking were so bad, that not even Hillary Clinton's State Department wanted to get involved publicly in that battle, despite Senator Landrieu personally requesting their help in opening the country back up.

"Sen. Landrieu is fighting for Guatemala to resume allowing adoptions by foreigners."

GUATEMALA CITY - Guatemala’s president says he’s willing to speed up 350 adoptions by U.S. couples that were in process before his Central American nation suspended adoptions by foreigners in 2007 following allegations of fraud and baby theft.

President Otto Perez Molina said Wednesday he hopes to resolve those cases after meeting with Sen. Mary Landrieu. The Louisiana Democrat has been traveling to Guatemala to push for the adoptions to go through.

The government issued a decree last August approving adoptions that had been fully arranged before the ban, but it applied to only 44 cases.

Guatemala was once a top source of adopted children for U.S. couples, with more than 4,000 a year. The U.N.-created International Commission Against Impunity studied 3,000 adoptions and found irregularities such as falsified paperwork and fake birth certificates.

Here's some information from the State Department under Hillary Clinton:

Quote Senator Mary Landrieu and Representative Karen Bass Led Delegation to Guatemala April 10-14, 2012

Senator Mary Landrieu and Representative Karen Bass led a congressional delegation to Guatemala April 10 -14, 2012. USCIS Director Alejandro Mayorkas traveled with the delegation along with the Office of Children’s Issues Guatemala Adoption Officer. The delegation attended meetings with President Otto Perez Molina, Vice President Roxana Baldetti, Foreign Minister Harold Caballeros, the Attorney General, the Ministerio Publico (MP), the Comisión Internacional Contra la Impunidad en Guatemala (CICIG), the Procuraduría General de la Nación (PGN), the National Adoption Council (CNA), UNICEF, and Ministry of Social Development.

Senator Landrieu provided all of the above officials with a copy of the Universal List of cases. Senator Landrieu urged Guatemalan officials to resolve all of the pending cases by the end of 2012, and to move forward with adoptions involving U.S. prospective adoptive parents where there is no evidence that the child was taken fraudulently from his or her birth family. USCIS Director Mayorkas offered to return to Guatemala to learn more about the Guatemalan adoption investigation process and to encourage Guatemalan authorities to continue to complete cases. President Perez-Molina expressed his hope that the pending cases will be resolved within the next 6 to 12 months, and all other Guatemalan authorities -- as well as CICIG -- generally agreed that the pending transition adoption cases should be resolved as soon as possible in the best interests of the children, but also stated that a lack of resources is a potential obstacle to resolution. Guatemalan authorities noted the possibility that some of the notario cases may not be able to proceed as notario cases when the investigation reveals that the case does not fall within the parameters of the relevant law. However, they also advised that in these cases, if a judge makes a finding of adoptability for the child, such a case may be considered eligible under the CNA Acuerdo process.

    Update on possible legislative solution

In February 2012, Guatemala’s Foreign Minister Harold Caballeros travelled to Washington, D.C. and met with U.S. Secretary of State Hilary Clinton, Special Advisor for Children’s Issues Susan Jacobs, as well as congressional leaders and adoption stakeholders. The new Perez-Molina Administration announced that they would have a plan to resolve the pending transition cases by June, and suggested that the Guatemalan Administration was looking at a legislative solution.

In April, Foreign Minister Caballeros informed the congressional delegation and Embassy officials that the Guatemalan administration did not believe it was necessary to pursue a legislative solution, and that the pending transition cases could be resolved within the existing framework.

    CNA Acuerdo Update

In December 2011, the CNA confirmed the details of a processing plan for a limited group of pending adoption cases already under CNA processing authority. Please refer to our adoption notices from December 13, 2011 and September 27, 2011 for more background.

To date, the CNA has initiated only five cases under the Acuerdo process, out of 22 that it has identified as currently eligible. This is less than the number of cases that the CNA represented would be in progress by this time. Embassy officials continue to meet frequently with the CNA to identify and address causes for delay and to urge the CNA to initiate all of those cases that are eligible to proceed.

The U.S. Embassy in Guatemala City submitted a formal request to the Guatemalan government in early May 2012 for extension of the Acuerdo beyond the current August 2012 expiration date to ensure continued processing of adoptions. The Guatemalan government has not responded. Embassy officials continue to press for the extension.

    Adoptions in Acuerdo Process

Progress has been slow on those cases that have been initiated and submitted to the CNA by the U.S. Embassy under the Acuerdo process. After its review of the first case, the CNA requested supplemental documents in addition to those required documents confirmed in writing by the CNA in December 2011. Embassy officials responded urging the CNA to abide by their original documentary requirements. We will provide updates when they are available.

Notice that Landrieu was going to Guatemala to meet with its president, vice-president, etc., and Guatemalan officials were coming to the US to meet with Hillary Clinton and others, not because they were concerned about cracking down on illegal child trafficking out of the country, but out of concern that Guatemala wasn't allowing its children to be "adopted" out of the country. Guatemala began cracking down on trafficking cases after discovering evidence of it, and it seems that only then did US politicians such as Landrieu and Clinton become concerned about the situation there.

And again, this woman (Landrieu) is on the same oil company board as Jacob Rothschild, Dick Cheney and James Woolsey, which is (or was) illegally drilling for oil in Israeli-occupied Syria.

These are the kinds of people who were laying the groundwork for their planned pipeline through Syria to undercut the Russian oil supply to Eastern Europe. On the one hand they denounce Putin as some kind of evil dictator, while on the other hand they attempt to overthrow a legitimate government in Syria while illegally drilling its oil and planning to lay down a pipeline to push a fascist global agenda. They pretend to take the moral high ground with Russia, environmental issues, child adoptions, etc., while in reality they are doing all of the degenerate stuff they claim to oppose.
