Random thought for the day - the Oroville dam spillway could use some vortex generators, on its spillway, just where the relatively horizontal portion starts to slope more sharply downhill (which would be just above where the spillway failed.) This could keep the water flowing more smoothly down the more steeply sloped portion, and reduce the destructive turbulence that might have contributed to the failure.

I think Juan Brown (Blancolirio) is connected enough with dam authorities that it would get someone's attention if he passes the info along.

Actually, Blancolirio would be an excellent person to consider this idea. Besides race cars and spillways (both as I have noted above), another common use for vortex generators is on airplane wings, which is likely something that Blancolirio would understand easily, as he's a long time professional pilot.

It seems to be quite a revealing conversation, if you can make it out over the din of the running generator but I can't testify as to the veracity (there's still too much fear porn on youtube about the dam).

PAUL PRESTON and one of the nation’s leading dam expert Scott Cahill visit Oroville Dam. The visit revealed a major leak in the dam wall above the Hyatt Power Plant. The green area in the dam wall is very wet and is porting water from behind the dam. Sources close to Agenda 21 Radio went to the area on the dam and after an examination of the leak and the embankment material including vegetation speciation reported the leak is a major concern the Department of Water Resources is NOT reporting to the public and if not addressed could lead to catastrophic dam failure.
Sound during the interview with Scott Cahill at the spillway is low due to technical difficulties. All references to water flows are expressed in cubic feet / second (csf).
