A few years back while working in the IT department of a large manufacturer, the worker next to me said he had been a radar technician in the Soviet radar facilities in one of the southern Soviet republics in the 1989/90 timeframe. One day an object appeared on their radar that was at an estimated altitude of 40 km. It was stationary for a while, then slowly moved off their screens. No known aircraft of the day could fly that high let alone stay stationary. The incident was written up and sent up the chain of command, never to be heard of again.

Interesting that Popovich never even hinted at the existence of the secret space program which the Russians are widely reported to be quite active within.
