MUFON - The Inside Truth

“MUFON - The Inside Truth” is the title of a five page letter distributed by Phil Leech, dated 17th of January, 2019. Mr Leech is the Director of the Case Review Team, Associate Producer of MUFON Media, Case Assistance member, and C.M.S. Administrator.

Mr Leech started as a Field Investigator in Indiana and eventually became the State Director, from there he began working on the national side of things. From this he became more aware of how MUFON operates internally. He also developed and directed “Project Match”, a joint effort between MUFON and NICAP.

Mr Leech states the purpose of the letter is to warn those in MUFON. He implores them to ask questions, look for the truth, and to ask for and expect change. He also expresses his understanding that there is always more to the story and states a clarification to the membership is needed.

Mr Leech raises 12 concerns in the letter, the topics are as follows -

1. Extensive background checks run on witnesses. They are documented in a database which many individuals have access to, which could possibly violate H.I.P.P.A. laws. He raised his concern to the Executive Director, Jan Harzan and the Director of Investigations, Chase Kloetzke, to no avail.
2. The Special Assignment Team (SAT). SAT members are kept quiet, only they see the data, they work behind the scenes and complete cases that come into MUFON on a private website. He has found that some high value cases and evidence are moved to SAT. He gives two cases as examples; a crashed UFO in Mexico and a removed implant that was given to A.A.T.I.P and never seen again.
3. MUFON Media and the lack of control MUFON has over its media. He raises issues with the Media Director, Roger Marsh.
4. A split in MUFON resulting in one person deciding every aspect of how MUFON is run for the US division (and the direction it takes). Steve Hudgeons directs the international side, while Chase Kloetzke, directs the US, who Jan Harzan has allowed to place “friends” in places of leadership.
5. MUFON’s S.T.A.R. team; it doesn’t exist, for years it has existed in name only.
6. The reason for their hesitation to remove John Ventre from his position (after he made racial comments); money.
7. Numerous states with no State Director or Field Investigators, which makes overall statistics unusable.
8. MUFON is not scientific, which threatens their chance to solve the mystery, due to delay or lack of proper response.
9. MUFON has a few special teams, one of them being the Strategic Review team, directed by a new person with no UFO experience. She lives a few miles from Chase, clearly stated she has the highest security clearances, and is a retired Naval Counterintelligence Officer.
10. Chase is determined to remove “the good ole boy syndrome” out of MUFON because while they’re still around her “yes" people are not in place and she doesn’t have full control.
11. Mr Leech doesn’t follow Chase’s vision and was told by her to “stay in his lane” or he’d be removed from the conversation loop, also that she can find another director for his team if he wants to leave.
12. MUFON Media and upcoming TV shows (opportunities include Netflix, Discovery Channel and History Channel). MUFON’s cases will be used but MUFON won’t be mentioned. Roger is making bank and Jan is OK with handpicked members profiting off others’ hard work. According to Roger and Chase there will have to be a wow factor for each show, which hurts MUFON’s credibility.

In his “MUFON Grievances Lead to Continuing Accountability Issues” blog article, Jack Brewer states he spoke with Phil Leech by telephone on Jan. 19 and that Mr Leech confirmed that he did compose the MUFON letter. In fairness, a response to this should also be given :--

Unfortunately Leech's accusations and comments are riddled with bad facts and information that is just NOT true. Something you would not or should not ever expect from an investigator. Bad facts, misleading conclusions and what many have already recognized as "sour grapes". My other observation is the glaring missing text that Leech said during the very conversations he references. These are always prefaced with "you can trust me, my integrity would not let me betray a confidence".
The "Facts" that Leech laid out that are not true are:
1. Working closely in National? He has quit 3 times since I have been DOI and has an accumulated barely 90 days in any position during my time as DOI.
2. There is NO MUFON funded Lab in Pa! It's a very strange rumor that he is credited with.
3. Background checks: While Leech was crawling through CMS looking for cases that are not completed correctly or he disagrees with the dispositions, he found two cases that had background checks involved in the FI notes. These notes are not available to the public, and others within MUFON outside of that state also cannot see these. MUFON investigators are not instructed to do that and it has stopped.
The Medication list he found, was offered by the witness. Although we do not ask for a medication list, investigators often hear very personal and confidential information about people. This is always a serious concern for privacy, this is why one of the most valuable attributes is LOYALTY to one's word and the ability to not reveal or break confidence.
CMS personal information is NOT shared...ever and when we find those that do not exhibit the ethical behavior of confidential information, we NO longer need to put them in the way of witnesses or other valuable members.
4. MUFON Media? I have never heard of this department or team in MUFON. It does not exist.
5. Paid positions? Yup....this has been a whispered discussion for years. At least as long as I have been a member. This is where I feel a betrayal has been uncovered. Leech was always calling and discussing what everyone else was saying. He also had a hard spot for the salaries and extra things some received. Some of us did as well. These conversations were considered and express as confidential. He used this to hurt the very people that he worked with and weaponized things said between friends. Something he always encouraged. I will apologize for my part in this discussion to the right person but know that this was NOT a one way conversation. Where are his comments and actions??? Strangely NOT included.
6. The Special Assignment Team worked a case in Mexico recently with unauthorized "Non-MUFON" members. Bad Information and NOT TRUE!
SAT was never told or informed to work that case. The investigator 30 miles away is NOT a SAT investigator but was monitoring the situation in case we needed to get boots on the ground. The 3 Mexican UFO investigators? 100% true. I often work closely with other groups such as NICAP and other investigators. They were not working in conjunction as MUFON but keeping me in the loop as a colleague. This is I prefer to work! Together and playing well with others!
7. The IMPLANT. The ultimate violation of confidentiality! The worse action one can perform as this field as NOW...who will trust you?
This Implant is a case out of Oklahoma. The witness remains confidential and the case sits in the Special Assignment Team because of the witness request. He is Army Retired. I will not discuss any details about this as I am under obligation of honor. However, the implant has maintained the providence and the chain of custody will pass scrutiny. Nothing is hidden on this document and for Leech to insinuate anything else is offensive coming from someone that does NOT have all the details in this case as he is not a SAT investigator.
8. My "YES" people: Please feel free to talk with the MANY people I do work closely with in MUFON. Phoenix MUFON, The team editing the State Director's Handbook, the SAT investigators, CAG, State Directors,....anyone. I'm very sure that my reputation will not be nor is currently a dictator, control freak! Another elaborate comment with no basis. It's HIS opinion!
9. The "Strategic Review Team new Person"....This is difficult to understand why Leech is so bothered by this team or it's new Lead. 100% this team is lead by a new member that is currently taking her FI training. She is a former Naval Commander with a huge imprint in the Pentagon. She has worked with the top officials in our Defense Department. Yes, she has had some intelligence background. (ALL military do these days at some degree). Her "JOB" is in messaging and helping us get to the State Directors and FIs, talking points about the latest trending information. She is also assist in the creation of our congressional dossier. It's a MEDIA position and there is NO tenure in MUFON. If a volunteer is asking to help and brings something significant to the table, why would we pass and place her or anyone else in the back? There is no shocking "there/there". However, word the complaint just right and it sounds like MUFON is being taken over by spies or 3 letter agencies. Why would these agencies bother, they can get the information....IT'S PUBLIC!

In my opinion MUFON became a joke when JZ Knight became a member of MUFON's "inner circle" (whatever that means).

I lived in "Ramtha country"--as it was called by locals near Yelm--and learned about JZ Knight and Ramtha from some ex-Ramsters who were friends of mine. It is most definitely a cult.

My ex-Ramster friends told me quite a lot about the cult and that they left the cult when Ramtha's personality suddenly and dramatically changed. They explained that it was not the same "Ramtha".

One of my ex-Ramster friends was the channeler that I talked about in THE EYE OF RA in the chapter "Journey to Discovery" [p. 61 of the PDF]. She lived next door to Ramsters who were still in the cult and they didn't like her apparently because she left the cult and began channeling "Pleiadians". But that's a whole other story that I explained in that chapter and how I learned that channeling in general contained a great deal of disinformation regarding ET contact.

My first encounter in 1973 was observed by hundreds of citizens in Salem Ma. There were a few articles in the local newspaper and I was fortunate to observe the object very close. Mr Katz a city clerk in Salem also witnessed the object and wrote about it in a periodical. Years later I got to read the article and was enlightened. After he made a big issue of the sighting Mr Katz received a visit from two government officials that told him to drop the subject. While searching for the old newspaper article and Katz's write-up my contact with the MUFON investigator was very interesting. First after telling the investigator about it he said he couldnt find the articles. I then told him that I got the article from the Salem Librarian and he was surprised but had an immediate come-bck. He told me what I witnessed was a slow moving plane carrying a lit sign. I was close enough to see an occupant of the UFO which was a classic disk like object. In closing I believe the government has a non-disclosure agreement on some sightings.
