Unfortunately (or fortunately depending on how you choose to look at this) he HAS invoked the Emergencies Act.
So this is not bluster.

It's unfortunate that he felt he needed to resort to this.
There IS NO EMERGENCY!

For Christ's sake why didn't he invoke it for Covid-19???

I view it as fortunate because the entire world is watching Canada and his moves.
There will be revolts all around the world!

There are great ironies at play here.

In 1988 the Emergencies Act of Canada was passed. It replaced the War Measures Act that was
enacted in 1914.

The War Measures Act was invoked just three times in Canadian history:
1. WWI
2. WWII
3. 1970 October crisis.

Guess who was Prime Minister of Canada during the 1970 October crisis?
That's right Justin Trudeau's father, Pierre Trudeau.

This is the first time since it was enacted, that the Emergencies Act of Canada has been invoked !!!

The stakes couldn't be higher for all humanity because on one hand the cabal is ready to use force to crush this movement and set an example for all dissenters while on the other hand the truckers need to stand their ground and show the rest of the world that it can be done.
If Turd-eau ends up using force on these truckers then I hope that it will trigger the biggest worldwide mass protests in all countries because this would be our last stand against tyranny.

OK, I tried to find another link or way of posting the video but could only come up with the original link. So I just copied what Brandon Cause, the guy who produced this video, read aloud. I'm just typing out the contents of the invitation letter (from the Public Service Alliance of Canada) that he received addressed to all public servants. I haven't included Brandon's comments but just based on the content, you can see how outrageous, divisive and promoting hatred this letter is and amazing that its actually coming from a government dept:
'An invitation to Community Solidarity Rally and March:
A coalition of local labour unions, community organizations and residents will be holding a rally this Saturday (the Saturday that just passed) in solidarity with frontline workers and Ottawa residents affected by the occupation of Ottawa. We have serious concerns about how governments have handled the pandemic but we say no to how the far right is mobilizing its discontent. We shouldn't be afraid to walk down the streets in our own neighbourhoods. Its time to build a real working class movement and defend our communities and our rights.

Join us to show support for frontline workers. Say no to white supremacy, misogyny, homophobia, transphobia, and all other forms of hate that the convoy has directed at residents. This protest also wants to call for an end to the occupation and they want to call for public health measures that protect our communities, including immediate support for workers who have lost income due to the convoy, 14 paid sick days for all workers. Decent pandemic pay and an end to the crisis and long term care, a strong public healthcare system, a living minimum wage. The rally will also include a march of approximately 3 kms long. Bring signs, union flags and banners. This is a peaceful event. There is no intention to engage with the convoy. Experienced marshals will be present in order to guide participants, help keep participants safe, and to de-escalate any conflicts should they arise. Safety measues in place - hand sanitizer, masks and earplugs will be available. Please wear a mask and maintain physical distance from others. If you are feeling sick, waiting for test results or you came into contact with someone who is positive or waiting for test results, please do not attend. Dress warmly. Please note safety is a priority of this event. But we encourage everyone to decide whether to attend based on their own comfort level. Many of us live at the intersection of identities that face increased risk of being targeted by either police or fascists. When the independence revolt was done here in Catalonia it ended by politicians and heads of movements being bought or detained. If they push up a leader its only for being able to cut the head of the snake, even if they built it themselves.

Taking onto account what we did here regarding money and all, (we even managed to build a whole regional independency referendum with votes, ballots, etc) I presume all this money donating scheme is nothing but a tool to discredit the movement from the very start. Fortunately we're not into digital-only currencies yet. Hang a piggybank on each truck and fill it with cash money.

We managed to fund a whole concert stage on the middle of the border highway.

What we also did to avoid being sued by authorities and to get more time after being disbanded was to dig holes in the road and put iron bars with a bit of cement so cars couldn't go through. Its really easy and rather cheap to do and it takes a good while to take out.

Tudeau's plan to squash the protesters illustrates the dangers of a CBDC (Central Bank Digital Currency).  He could implement his plan with a flick of a switch without the participation of others.  For instance, GiveSendGo, rejected the Ontario court’s demands and refused to freeze the funds raised by the truckers.  They then came under a cyberattack and were taken offline. 

On the other hand.  With non-CBDC cryptos like Bitcoin and Etherium, we can bypass the financial system and send crypto (peer to peer) directly to the truckers and the truckers never have to store their crypto in a bank.

Trudeau is going after the money trail to plug the resources of the Freedom protesters. Through the emergency powers, the federal government intends to freeze both personal and corporate bank accounts of anyone involved in the protest and it will be able to do so without any court order. Targeting the truckers, the Trudeau government also plans to suspend vehicle insurance for those involved in the Convoy. 

More notably, Canadian Deputy Prime Minister Chrystia Freeland said that the federal government is also broadening “terrorist financing” rules to crackdown on cryptocurrencies and crowdfunding platforms, saying “It’s all about the money”.

The demonstrators have so far raised over $18 million even as authorities seek to freeze bank accounts involved in the fundraisers. American platform GiveSendGo, which had earlier rejected the Ontario court’s demand and refused to freeze the funds raised by the truckers, came under a cyberattack and was taken offline. GiveSendGo’s fundraiser had already raised $8.7 billion by then. The information about the donors has since been leaked online including names, email addresses, ZIP codes and IP addresses, putting under threat individual Canadian donors.

Before this, American platform GoFundMe froze the funds and deleted the fundraiser of the truckers who had by then raised well above $10 million on the platform. It is these crackdowns that led the donors and demonstrators to look to other options including crypto.

I couldn't agree more. No one wants the situation to escalate, but the sad, unfortunate, and sober reality is this is not a game. This is the moment the people shake the boot from their necks or bear it forever, something Thomas Jefferson understood well:
