    Russia and China: A Future-Bound Partnership

    I am glad to seize this opportunity to address the friendly Chinese people in one of the largest and most authoritative world media in advance of the state visit of President of the People’s Republic of China Xi Jinping to Russia. This landmark event reaffirms the special nature of the Russia-China partnership, which has always been built on mutual trust, respect for each other's sovereignty and interests.

    We have high expectations for the upcoming talks. We have no doubt that they will give a new powerful impetus to our bilateral cooperation in its entirety. This is also a great opportunity for me to meet with my good old friend with whom we enjoy the warmest relationship.

    I made acquaintance with Comrade Xi Jinping in March 2010 when he visited Moscow as head of a high-level Chinese delegation. Our first meeting was held in a very business-like and at the same time sincere and friendly atmosphere. I really like this style of communication. I know that people in China attach great importance to friendship and personal relationships. It is no coincidence that Confucius the Sage said: ”Is it not a joy to have friends coming from afar!“ In Russia we share this value and hold real friends for brothers. Our two peoples have very much in common here.

    Three years later, about the same days in March, we met again in the capital of Russia. It was Xi Jinping's first state visit to our country after his election as President of the People's Republic of China. The summit set the tone and dynamics of Russia-China relations for many years to come, became clear evidence of the special nature of relations between Russia and China, and outlined the trajectory for their accelerated and sustainable development.

    Since then, a decade has passed, which is but a fleeting moment in the history of our countries sharing a centuries-old tradition of good neighbourliness and cooperation. During this time, the world has seen many changes, often not for the better. Yet the main thing has remained unchanged: I am talking of the firm friendship between Russia and China, which is consistently growing stronger for the benefit and in the interest of our countries and peoples. The progress made in the development of bilateral ties is impressive. The Russia-China relations have reached the highest level in their history and are gaining even more strength; they surpass Cold War-time military-political alliances in their quality, with no one to constantly order and no one to constantly obey, without limitations or taboos. We have reached an unprecedented level of trust in our political dialogue, our strategic cooperation has become truly comprehensive in nature and is standing on the brink of a new era. President Xi Jinping and I have met about 40 times and have always found time and opportunity to talk in a variety of official formats as well as at no‑tie events.

    Our priorities include trade and economic partnership. In 2022, our bilateral trade, which had already been considerable by the time, doubled to reach USD 185 billion. This is a new record. What is more, we have every reason to believe that the USD 200 billion target, which was set by President Xi Jinping and myself, will be exceeded as early as this year instead of 2024. It is noteworthy that the share of settlements in national currencies in our mutual trade is growing, further strengthening the sovereignty of our relations.

    Long-term joint plans and programs are being successfully implemented. It will be no exaggeration to say that the Power of Siberia Russian-Chinese gas pipeline has become the ”deal of the century“ for its scale. The supplies of Russian oil and coal have increased significantly. Our specialists are involved in building new nuclear power units in China, while Chinese companies actively engage in LNG projects; our industrial and agricultural cooperation is growing stronger. Together we explore outer space and develop new technologies.

    Russia and China are powers with ancient and unique traditions and an enormous cultural heritage. Now that all pandemic-related restrictions on mutual contacts have been lifted, it is important that we increase humanitarian and tourist exchanges as soon as possible, thereby strengthening the social basis of the Russian-Chinese partnership. Interstate thematic years have a special role to play in this context. For example, the 2022/2023 biennium is dedicated to cooperation in the field of physical culture and sports, which is very popular among our citizens.

    Unlike some countries claiming hegemony and bringing discord to the global harmony, Russia and China are literally and figuratively building bridges. Last year our border regions were connected by two new bridge crossings over the Amur river, which has been a ”river of friendship“ since time immemorial. Amidst the ”waves and winds“ that sweep the planet, we closely cooperate in international affairs and effectively coordinate our foreign policy positions, counter common threats, and respond to current challenges, standing shoulder to shoulder as a ”rock amid a fast flowing stream.“ We actively promote democratic multilateral structures such as the SCO and BRICS, which become more and more authoritative and influential and attract new partners and friends. The work aimed at coordinating the development of the Eurasian Economic Union with the One Belt, One Road Initiative also goes in this vein.

    Our countries, together with like-minded actors, have consistently advocated the shaping of a more just multipolar world order based on international law rather than certain ”rules“ serving the needs of the ”golden billion.“ Russia and China have consistently worked to create an equitable, open and inclusive regional and global security system that is not directed against third countries. In this regard, we note the constructive role of China's Global Security Initiative, which is in line with the Russian approaches in this area.

    We can feel the geopolitical landscape in the outside world change dramatically. Sticking more stubbornly than ever to its obsolete dogmata and vanishing dominance, the ”Collective West“ is gambling on the fates of entire states and peoples. The US's policy of simultaneously deterring Russia and China, as well as all those who do not bend to the American dictation, is getting ever more fierce and aggressive. The international security and cooperation architecture is being dismantled. Russia has been labelled an ”immediate threat“ and China a ”strategic competitor.“

    We appreciate the well-balanced stance on the events in Ukraine adopted by the PRC, as well as its understanding of their historical background and root causes. We welcome China's readiness to make a meaningful contribution to the settlement of the crisis. Like our friends in China, we advocate for the strict compliance with the UN Charter, respect for the norms of international law, including humanitarian law. We are committed to the principle of the indivisibility of security, which is being grossly violated by the NATO bloc. We are deeply concerned over the irresponsible and outright dangerous actions that jeopardize nuclear security. We reject illegitimate unilateral sanctions, which must be lifted.

    Russia is open to the political and diplomatic resolution of the Ukraine crisis. It was not Russia who broke off the peace talks back in April 2022. The future of the peace process depends solely on the will to engage in a meaningful discussion taking into account current geopolitical realities. Unfortunately, the ultimatum nature of requirements placed on Russia shows that their authors are detached from these realities and lack interest in finding a solution to the situation.

    The crisis in Ukraine, which was provoked and is being diligently fuelled by the West, is the most striking, yet not the only, manifestation of its desire to retain its international dominance and preserve the unipolar world order. It is crystal clear that NATO is striving for a global reach of activities and seeking to penetrate the Asia-Pacific. It obvious that there are forces persistently working to split the common Eurasian space into a network of ”exclusive clubs“ and military blocs that would serve to contain our countries' development and harm their interests. This won't work.

    In fact, today, the Russia-China relations serve as the cornerstone of regional and global stability, driving the economic growth and securing the positive agenda in international affairs. They provide an example of harmonious and constructive cooperation between major powers.

    I am convinced that our friendship and partnership based on the strategic choice of the peoples of the two countries will further grow and gain strength for the well-being and prosperity of Russia and China. This visit of the President of the PRC to Russia will undoubtedly contribute to that.

    The Investigative Committee of the Russian Federation: Russia files criminal charges against ICC prosecutor and judges

    The Investigative Committee of the Russian Federation has initiated criminal charges against Prosecutor of the International Criminal Court Karim Ahmad Khan, as well as judges of the International Criminal Court Tomoko Akane, Rosario Salvatore Aitala and Sergio Gerardo Ugalde Godinez.

    On February 22, 2023, Prosecutor of the International Criminal Court Karim Ahmad Khan, acting as part of a criminal investigation, submitted applications to Pre-Trial Chamber II of the International Criminal Court for warrants of arrest in relation to citizens of the Russian Federation.

    Based on this application, the above-named judges of the International Criminal Court issued illegal arrest warrants in relation to the President of the Russian Federation and the Presidential Commissioner for Children’s Rights.

    This criminal prosecution is illegal by definition because there are no grounds for bringing criminal charges.

    According to the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons of December 14, 1973, heads of state enjoy total immunity and cannot be subjected to the jurisdiction of a foreign state.

    Actions by the Prosecutor of the International Criminal Court contain elements of offences as per Part 2, Article 299, Part 1, Article 30, and Part 2, Article 360 of the Criminal Code of the Russian Federation, including knowingly ascribing criminal responsibility to an innocent person, combined with unlawfully accusing a person of committing a grave or especially grave crime, as well as preparing an assault against a representative of a foreign state benefitting from international protection with a view to complicating international relations.

    Actions by the judges of the International Criminal Court contain elements of offences as per Part 2, Article 301, Part 1, Article 30, and Part 2, Article 360 of the Criminal Code of the Russian Federation, including knowingly illegal detention, as well as preparing an assault against a representative of a foreign state benefitting from international protection with a view to complicating international relations.

    Comment by Foreign Ministry Spokeswoman Maria Zakharova on Denmark’s refusal to conduct an investigation into the sabotage attacks on the Nord Stream 1 and Nord Stream 2 gas pipelines

    We noticed Denmark’s Minister for Foreign Affairs Lars Løkke Rasmussen’s statement containing a refusal to allow Russia’s participation in investigating the sabotage attacks on Nord Stream 1 and Nord Stream 2.

    It is common knowledge that Denmark deliberately dragged its feet for two and a half years on issuing permission for Nord Stream 2 AG to build the Nord Stream 2 gas pipeline in its exclusive economic zone. It is a highly indicative attitude. Already at that time, Copenhagen clearly followed instructions from its overseas patrons.

    This time, the Danish foreign minister called things by their proper names. Copenhagen, as a zealous defender of US interests in Europe, was not interested from the start in an investigation that could shed light on those who actually ordered and carried out the terrorist attacks in question. Denmark’s muffled reaction to having been informed about Nord Stream 2 AG discovering an object near a welded seam as it surveyed the pipeline in February 2023 is yet another confirmation of this fact.

    The Russian Foreign Ministry has repeatedly commented on the Danish authorities’ actions with regard to the Nord Stream pipelines. We emphasise that as of today, the Danish authorities have not bothered to give anything like an intelligible reply to a any of the numerous Russian requests or provide a single result of their investigation, this despite the fact that it is Russia as the owner of the Nord Stream 1 and Nord Stream 2 pipelines that is the aggrieved party.

    Neither has Copenhagen deemed it necessary to reply in any way to Prime Minister Mikhail Mishustin’s October 2022 official letter to Danish Prime Minister Mette Frederiksen with a proposal to let representatives of Russia’s competent federal executive agencies and Gazprom join the investigation.

    Despite the Danish refusal to hold a joint investigation into these sabotage attacks, the Russian Foreign Ministry will continue to insist that Copenhagen provide answers to the questions that were asked earlier. It will not be able to sweep this issue under the carpet.

    We proceed from the premise that it is only a comprehensive and open international investigation with the mandatory participation of Russian representatives that can provide the public with reliable and objective data on the reasons, perpetrators, and instigators of the sabotage attacks.

    I am glad to have a chance to congratulate you in person on your re-election as President of China. This was possible because the Chinese nation and its representatives rightfully appreciate your work over the past decades.

    In recent years, China has made a colossal leap forward in its development. It has been the object of sincere interest around the entire world, and we are even a bit envious of you.

    China has created quite an effective system to develop the economy and strengthen the state. It is much more effective than what many other countries have, which is an undeniable fact. Market mechanisms go hand in hand with a quite confident policy programme and yield tangible results.

    I am sure that, under your leadership, China will continue to make strides in its development in the years ahead and will, without a doubt, fulfill its goals.

    It is symbolic that exactly ten years ago, we also met here, and it was your first visit to Russia as the President of the People's Republic of China. Since then, we have made great strides in developing our relations. Our trade has more than doubled, from just over $87 billion, I believe, to almost $200, $185 billion to be exact. We share numerous goals and objectives.

    You personally and all of our Chinese friends devote much attention to Russian-Chinese relations, taking a fair and balanced stance on the majority of topical international issues.     About Ukrainian UAV raid on Dzhankoy

    Tonight, another mass strike by Ukrainian UAVs was carried out (https://t.me/rybar/44853) on the Crimean peninsula. At least six UAVs of the Mugin-5 type, equipped with explosives, were used against Dzhankoy.

    As a result, two drones were shot down by the crew of the Pantsir air defense missile system, and two fell on administrative buildings near the railway station. A fifth destroyed a grocery store, while shrapnel from a sixth damaged private houses on Yuzhnaya, Gagarin and Chekhov streets.

    The map shows the approximate areas of destruction and impact of drones, based on data from open sources.



    🔻 What was the purpose of the AFU?

    Initially, information was received that the Ukrainian formations of the AFU launched drones from the Shkolny airfield (Odessa) to strike at the Russian military airfield. However, judging by the area of application of the UAV, an attempt was made to hit the station building and the railway track.

    Dzhankoy is the main transit hub for the Russian group in Crimea. Railway lines to Sevastopol and mainland Russia pass through urban station, and an attempt to strike at the object looks logical.

    Despite the statements of the GUR of Ukraine that the train with Kalibr cruise missiles was hit as a result of the attack, this is not so. In the event of a defeat of a train with such weapons, at least a secondary detonation would be visible - there are no consequences of the explosion.

    In addition, when launching drones over a long distance, the AFU, as a rule, fill in the coordinates in advance to increase the noise immunity of electronic warfare equipment. It is extremely difficult to hit a moving train in this way.

    🔻Information support

    After the first sounds of the explosion and the activation of air defense in the Dzhankoy city chat rooms, Ukrainian information desks began to work actively, misinforming the population and causing panic.

    Various Telegram channels (for example, Trukha and Insider) published posts about a dozen explosions in various parts of the city. These reports were accompanied by criticism of Chinese President Xi Jinping, who arrived in Moscow the day before.

    At the same time, the Western agenda was worked out with the condemnation of the activities of the Chinese government. The attempted strike on the Crimea was presented as a "punishment for friendship with China."

    🔻Differences from previous promotions

    The AFU once again changed tactics. The attack was carried out without reconnaissance aircraft from NATO countries: at night, neither the Global Hawk nor the Reaper worked in the air.

    Embassy comment on the London conference aimed at accusing Russia of committing war crimes in Ukraine

    We took note of the conference taking place today, March 20, 2023 in London with justice ministers of several unfriendly states of the collective West under the auspices of the UK, on the subject of some sort of legal “responsibility” of our country for the events in Ukraine.

    Yet another meeting of our adversaries with a pseudo-judicial fleur could well have been treated as a routine anti-Russia flash mob, had it not been for one particular aspect. The conference is taking place exactly on the 20th anniversary of the US-led coalition forces’ invasion of Iraq, carried out with active complicity of the UK, in violation of the UN Charter and the fundamental norms of international law, and under the false pretext of Baghdad’s access to chemical weapons. According to quite modest estimates, the 2003 American military venture resulted in the death of 200,000 Iraqis (independent estimates go up to 1.2 mln), another 4 mln becoming refugees, while the country itself was plunged into devastation, poverty and bloody interfaith conflicts, from which it has yet to recover.

    We would like to also recall that in 2007 the Iraqi city Mosul was literally razed to the ground following US forces’ carpet bombing and shelling. Facts continue to emerge on the numerous war crimes perpetrated by the occupants against peaceful Iraqi citizens. However, for some reason, none of the Western leaders responsible for the decisions of the illegal attack against Iraq have since been held to account or faced charges in court.

    Against the background of outrageous crimes of the Iraqi war, attempts by Kiev regime’s Western sponsors to incriminate our country with acts it did not commit are disgusting in their hypocrisy. It looks as if they are using such events to discredit the actions of our military who, engaged in the Special Military Operation, are carrying out the honourable mission of protecting peaceful citizens of Donbass and other regions who have been suffering from tyranny and violence of Ukrainian nationalists for many years. They seek to legitimize the policy of blindly supporting the Kiev regime and further escalating the conflict. The other aim is endow a bogus aura of legitimacy to the legally preposterous actions of the International Criminal Court used by this Hague institution’s officials to please the West and try to elevate the Court’s faded international profile.

    The fact that the highlight of the dubious London event were messages from representatives of the Kiev regime are illustrative of their attempts to distract attention from thousands of real crimes committed by the AFU and Ukrainian neo-Nazi formations since 2014 against the residents of Odessa, as well as Mariupol, Volnovakha, Elenovka, Kupyansk, Donetsk, Lugansk, Makeevka and other cities of Donbass. It is a shame that not an ounce of truth can be found on these events in the British media, currently specialising in tainting Russia’s image.

    We call on the UK authorities, who acted as the ringleaders of today’s conference, to stop replicating groundless accusations against our country. Should London be genuinely interested in ending the bloodshed in Ukraine, it ought to start with immediately ending illegal weapons supplies to the AFU who are using them for the barbaric shelling of Russian cities. The policy of “cancelling” alternative views will not help Kiev regime’s sponsors to evade responsibility for their complicity in its war crimes. The time for this responsibility will inevitably come after all objectives of the Special Military Operation have been attained.

    Defence minister Baroness Goldie made the admission yesterday in response to a written parliamentary question from crossbench peer Lord Hylton.

    Goldie said: “Such rounds are highly effective in defeating modern tanks and armoured vehicles.”

    Russia has previously warned it would regard the use of depleted uranium in Ukraine as a ‘dirty bomb’.

    MOSCOW -- Chinese President Xi Jinping said on Tuesday that China is ready to expand cooperation with Russia in trade, investment, supply chain, mega projects, energy and hi-tech areas.

    Xi made the remarks during his meeting with Russian Prime Minister Mikhail Mishustin.

    Xi said that China and Russia are each other's largest neighbors and comprehensive strategic partners of coordination, saying that maintaining the healthy and stable development of China-Russia ties conforms to the historical logic of bilateral relations and the fundamental interests of their people.

    The 20th National Congress of the Communist Party of China (CPC) has been a success, and not long ago, new leaders of China's state institutions have been elected during this year's "two sessions," said Xi, adding that the CPC, the country and the Chinese people are unprecedentedly united and are advancing the Chinese modernization in an all-round way.

    The new Chinese government highly regards the development of China-Russia comprehensive strategic partnership of coordination, and is willing to work with the Russian side to push for the realization of new goals of bilateral cooperation and achieve more new results through regular meetings between Chinese premier and Russia primer minister, as well as other institutionalized communication channels.

    Xi said that he has invited Russian President Vladimir Putin to travel to China for the third Belt and Road Forum for International Cooperation this year.

    He noted that Putin attended both of the previous two Belt and Road forums, saying that the Belt and Road cooperation is important in connecting the two countries.

    Russia ponders on its response to supplies of depleted-uranium shells to Kiev — Shoigu

    The Russian defense minister noted that NATO had already used such munitions "in Kosovo, Serbia, where they massively, without any sanctions bombarded peaceful cities and destroyed bridges"


    MOSCOW, March 21. /TASS/. Supplies of depleted-uranium shells to Kiev will force Moscow to ponder how it can respond, Russian Defense Minister Sergey Shoigu said on Tuesday.

    "This leads us to seriously think about the further course of developments and about how we can respond to this," Shoigu said in an excerpt of an interview for the "Moscow. Kremlin. Putin" program on Rossiya-1 television that journalist Pavel Zarubin posted on his Telegram channel.

    The Russian defense minister also noted that NATO had already used such munitions "in Kosovo, Serbia, where they massively, without any sanctions… bombarded peaceful cities and destroyed bridges."

    UK Defense Minister Baroness Annabel Goldie said earlier in the day in her written reply to a question from member of the House of Lords in the British parliament Raymond Jolliffe that the United Kingdom would supply Ukraine with depleted uranium shells with the increased power to pierce armor.

    "Alongside our granting of a squadron of Challenger 2 main battle tanks to Ukraine, we will be providing ammunition including armor piercing rounds which contain depleted uranium. Such rounds are highly effective in defeating modern tanks and armored vehicles," Goldie said in a statement posted on the British parliament’s website.

    The UK’s military aid to Ukraine amounted to about 2.3 billion British pounds (about $2.8 billion) in 2022. In particular, London sent over 10,000 NLAW anti-tank missile systems, more than 200 armored vehicles, M270 multiple launch rocket systems and Brimstone precision missiles.

    In addition, British instructors trained over 10,000 Ukrainian military personnel. The UK authorities estimate humanitarian and economic aid rendered to Ukraine at 1.5 billion British pounds ($1.86 billion). In 2023, the British authorities intend to allocate at least $2.3 billion in military aid to Ukraine.
