US sanctions Israeli battalion over violations in West Bank: Axios
US Secretary of State Antony Blinken is poised to announce sanctions against the Israel occupation forces (IOF) Netzah Yehuda Battalion for alleged human rights violations in the occupied West Bank, Axios reported Saturday, citing sources familiar with the matter.

This would mark the first instance of the United States imposing sanctions on an Israeli military unit, which comes as a surprise, especially since the IOF has been enjoying impunity in Gaza.

The forthcoming sanctions are set to prohibit the battalion and its members from receiving any form of US military assistance or training, as outlined by a 1997 law authored by former Senator Patrick Leahy. This law prohibits U.S. foreign aid and Defense Department training programs from benefiting foreign security, military, and police units credibly accused of human rights violations.

The decision to sanction the Netzah Yehuda unit follows an alleged 'comprehensive investigation' conducted by a special State Department panel, which recommended disqualifying multiple Israeli military and police units operating in the West Bank from receiving US aid.

During a press conference in Italy, Blinken acknowledged the panel's recommendation and indicated that the administration would make decisions based on the results of the investigation.

A US official clarified that the sanctions against the Netzah Yehuda unit stem from incidents predating the October 7 Operation al-Aqsa Flood and were exclusively confined to actions occurring in the West Bank.

While several other IOF and police units were under investigation, they reportedly will not face sanctions after remedial measures were implemented to address their behavior.

The Netzah Yehuda battalion, initially established as a specialized unit for ultra-orthodox soldiers, has garnered attention over the years for its controversial role in the West Bank. The battalion, exclusively composed of men, has been accused of violence against Palestinian civilians, just as the remainder of the Israeli occupation forces.

One notable incident involved the death of 80-year-old Palestinian-American Omar Assad in January 2022. Assad was arrested by Netzah Yehuda soldiers at a checkpoint in his village in the West Bank, where he was abused until his death.

In response to mounting criticism and allegations of misconduct, the battalion was relocated from the West Bank to the occupied Golan Heights in January 2023.

    IOF displacing Palestinians

While the performative United States sanctioned one battalion, it greatly ignored the many violations committed by the Israeli occupation forces all over the occupied West Bank.

A report published by Human Rights Watch on Wednesday details how the Israeli military has contributed to the displacement of hundreds of thousands of Palestinians by either backing settler violence or failing to protect Palestinians during episodes of settler violence in the occupied West Bank.

According to the report, settler violence has resulted in the displacement of residents from 20 Palestinian communities, with at least 7 being completely uprooted since October 7, 2023.

In addition to the theft of personal properties and livestock, the report details instances of assault, torture, and sexual abuse against Palestinians.

Death threats are also commonly used to coerce Palestinians into leaving their homes, the report notes.

"Settlers and soldiers have displaced entire Palestinian communities, destroying every home, with the apparent backing of higher Israeli authorities," said Bill Van Esveld, associate children’s rights director at Human Rights Watch.

The report also details instances where armed settlers work in collaboration with units of the Israeli army to cut off road access and raid Palestinian communities.

Some residents report experiences of torture and sexual abuse, while others are forced out of their homes at gunpoint or coerced with death threats.

The investigation was conducted with the participation of 27 witnesses and reviewed videos filmed by residents depicting harassment by individuals in Israeli military uniforms carrying M16 assault rifles.

Axios reports that US Secretary of State Antony Blinken is expected to within days announce sanctions against the Israeli "Netzah Yehuda" battalion for "human rights violations in the occupied West Bank."

The reports have been leaked as the US Congress voted yes to sending over $26 billion more to Israel even after 7 months of genocide.

ProPublica had revealed that a special State Department panel told US Secretary of State Antony Blinken that the US should restrict arms sales to Israeli military units that have been credibly accused of human rights abuses including killings and rapes but he failed to take any action.

Today, in al-Sawiya village, south of Nablus city in the occupied West Bank, his colleague, an ambulance driver, was fatally shot by Israeli settlers while evacuating wounded Palestinians.

This attack underscores a recurring pattern of attacks on medical personnel and vehicles, emphasizing the risks they encounter while performing their life-saving duties.

Aharon Haliva, the head of the Israeli Military Intelligence Directorate, Aman, announced his decision to resign from his position, taking responsibility for the failure on October 7, according to Israeli media reports.

This move comes shortly after Brigadier General Amit Saar, the head of the Military Intelligence Directorate's (Aman) Research Division, formally submitted his resignation letter on April 4, citing personal reasons, as reported by the Israeli newspaper Israel Hayom.

Israeli intel chief resigns over resounding October 7 failure
The head of the Israeli Military Intelligence Directorate, Aman, Major General Aharon Haliva, has submitted his resignation to the Office of the Israeli Chief of Staff, accepting responsibility for the Israeli military's failure on October 7, 2023.

According to the Israeli news website Walla!, Haliva is expected to leave his position in the coming weeks and will be likely replaced by Lieutenant Colonel Shlomi Binder. Aman has been subject to a series of harrowing controversies and internal discord, stemming from the organization's failure to expect and warn against the Palestinian Resistance's Operation Al-Aqsa Flood, which took place on the dawn of October 7 last year.

Later, Israeli occupation forces confirmed that Haliva had submitted his resignation.

"Major General Aharon Haliva, in coordination with the chief of the general staff, has requested to end his position, following his leadership responsibility as the head of the intelligence directorate for the events of October 7," the occupation's military said in a statement.

"It was decided that MG Aharon Haliva will end his position and retire from the IDF, once his successor is appointed in an orderly and professional process," the statement added.

Previously, the military intelligence body was considered to be a leader in the field of intel gathering and analysis, providing Israeli occupation forces with the necessary information to carry out their operations.

In the letter Haliva submitted on Monday to Chief of Staff Herzi Halevi, the top intelligence official detailed the reasons for his expected resignation. Walla! says that Haliva submitted his resignation after his subordinate, head of the Research Division, Brigadier General Amit Saar resigned, citing his cancer illness.

All top officials should admit that they failed

"The time has come for the generals of the General Staff who are related to the October 7 failure to accept responsibility for their part. Among them: the head of the Strategy Division, Major General Eliezer Toledano, the head of the Operations Division, Major General Oded Basiuk, the coordinator of government operations in the territories Major General Rasan Alian, commander of (Unit) 8200 Brigadier General Y, and the head of the Operations Brigade Brigadier General Shlomi Binder, who is nominated for the position of head of the Aman despite criticism of him," Haliva told the Chief of Staff in a closed conversation.

Just a week after October 7, Haliva admitted that the body he headed failed and that he bore full responsibility for the events of the day.

"In all my visits to Military Intelligence Directorate units in the last 11 days, I sat down and stressed that the beginning of the war was an intelligence failure," he explained.

"The Military Intelligence Directorate, under my command, failed to warn of the terror attack carried out by Hamas," he added.

"We failed in our most important mission, and as the head of the Military Intelligence Directorate, I bear full responsibility for the failure," Haliva stressed.

    https://english.almayadeen.net/news/...o-self-defense

UN Charter stipulates Iran’s right to self-defense
    "Israel" is utterly outrageous.

They flagrantly massacre tens of thousands of Palestinians in Gaza, crush thousands of them under the rubble, deliberately impose famine, orphan and maim thousands of children, flout countless UN resolutions, brush aside the ICJ's requested provisional measures, consistently vilify the UN, bomb UN schools and shelters, and even ignore the United Nations Security Council Resolution 2728, adopted on 25 March 2024, that demanded an immediate ceasefire in Gaza.

Then, they audaciously had the nerve to demand an urgent Security Council meeting in response to Iran's lawful retaliation for bombing their consulate in Damascus, which was a blatant violation of the 1961 Vienna Convention on Diplomatic Relations.

Article 22 of the Vienna Convention on Diplomatic Relations reads, “The premises of the [state's] mission shall be inviolable.”

Now let’s look back a little, shall we?

'Israel’s' attack on Iran’s consulate in Damascus

On April 1, in the heart of Syria’s capital, Damascus, Iran’s consulate became the target of an illegal Israeli bombing, where seven Iranian military advisors and two senior commanders were killed.

Naturally, retaliation would be expected, which was then affirmed by the Iranian Mission to the UN. "The Islamic Republic of Iran reserves its legitimate and inherent right under international law and the United Nations Charter to take a decisive response to such reprehensible acts," the statement read.

As the world watched with bated breath, “Israel” became gripped by fear.

Israeli media revealed that the Israeli occupation forces raised their alert status, noting that "regular soldiers and reservists from certain units who planned to travel received notice of travel cancellation."

The Israeli occupation entity also shut down 28 of its legations worldwide, the media indicated.

Even its biggest ally the US, stood on edge and restricted the movement of its diplomats and their family members in "Israel", particularly outside the "Tel Aviv," occupied al-Quds, and Beer al-Sabe' areas, citing security fears.

    Then, the awaited day came.

    Iran’s retaliatory strike on 'Israel'

It was on a late Saturday night, April 13, when Iran delivered a resounding response, showering the Israeli occupation directly for the first time ever with dozens of missiles and drones that hit specific military bases, and dealing an unprecedented public humiliation to “Israel”, the US, and their deterrence.

In the aftermath, Western countries rushed to condemn the Iranian retaliatory strike on “Israel,” which mind you are the same ones who haven’t batted an eyelash for over 190 days over “Israel’s” genocidal war on Gaza; choosing instead to turn a blind eye and cover up “Israel’s” war crimes in Gaza under the pretext of “Israel’s right to self-defense.”

Read more: In numbers: 190 days of Israeli genocide in Gaza

On Sunday, April 12, an emergency meeting at the Security Council was convened at “Israel’s” request. However, UN experts said “Israel” does not appear to have been exercising self-defense on April 1 since it presented no evidence that Iran was directly committing an “armed attack” nor did it send non-state armed groups to attack it.

The experts also emphasized that “Israel” did not provide “any legal justification for the strike or reported it to the Security Council, as required by Article 51 of the United Nations Charter.”

The UN experts stated that “Israel’s attack consequently violated the prohibition on the use of armed force against another state under Article 2(4) of the Charter,” adding, “Illegal force was used not only against Iran’s armed forces but also against Syrian territory. Israel’s attack was partly launched from the Golan Heights, which is illegally annexed Syrian territory.”

They further warned that Israeli military personnel and officials responsible for the brutal attack on Iran's consulate in Damascus "may also have committed crimes under an international counter-terrorism treaty of 1971, the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons."

"It is an offence to violently attack the official premises or private accommodation of a diplomat where it is likely to endanger them. Iran, Israel and Syria are all parties to the treaty and all have criminal jurisdiction over such offences," they stressed.

On the other side of the coin, Iran's ambassador and permanent representative to the United Nations, Amir Saeid Iravani, reiterated that the Iranian operation came within the framework of self-defense and as permitted by international law, and only targeted military sites to avoid civilian targets, in contrast to what "Israel" did in Syria that violated Article 2 (4) of the Charter of the United Nations.

He explained that Iran’s Foreign Minister urged for strong condemnation from the international community for this horrific crime, and “called upon the Security Council to strongly denounce this unjustified criminal and terrorist act, taking decisive and appropriate measures to bring the perpetrators to justice swiftly and prevent the recurrence of such horrible crimes against the diplomatic premises of any member state.”

“Regrettably, the Security Council has failed in its duty to maintain international peace and security,” added Iravani.

He said that the retaliatory attack came after the UNSC’s inaction and in line with "Iran's inherent right to self-defense as outlined in Article 51 of the Charter of the United Nations and recognized by international law."

Iravani concluded his statement by reaffirming Iran’s “commitment to the maintenance of international peace and security,” adding that Tehran “does not seek escalation or war in the region.”

However, the Islamic Republic of Iran vowed to “defend its people, national security and interests, sovereignty, and territorial integrity against any threat or acts of aggression and to respond to any such threat or aggressions vigorously and in accordance with international law,” he made it clear.

    Moving forward: 'Israel' attacks Iran

After the ball had been in “Israel's” court, it failed to deliver a resounding response, earning the label of “weak” from Israeli Police Minister Itamar Ben-Gvir. Reports surfaced of an Israeli drone attack over the Iranian city of Isfahan on Friday dawn, prompting ridicule on social media.

However, Iranian air defenses swiftly intercepted and neutralized several small drones using ground-based anti-aircraft weapons operating at low altitude, as confirmed by Iran's Army Commander in Isfahan.

Second Brigadier General Mihan Doost further disclosed that no nuclear facilities or military centers were targeted in any foreign attacks, dismissing the circulating reports as "lies and [part of] a misinformation campaign."

Israeli media openly acknowledged the perceived weakness of the reported Israeli attack in Iran, noting that it fell short in comparison to Iran's recent retaliatory strikes, further adding to the list of Israeli military failures.

From a legal standpoint, the aforementioned details confirm the legitimacy of Iran's retaliatory attacks against Israeli targets and expose the hypocrisy of the international community, especially the states that condemned the lawful.

In an op-ed published by the Israeli newspaper Maariv, Israeli Reserve General Itzhak Brik said, "Israel should declare the end of the war because it truly lost."

He added that the real circus that endangered the occupation was Netanyahu, Gantz, Gallant, and Halevi's coalition.

Commenting on the Israeli plot to invade Rafah, Brik said that "Israel" cannot fully defeat the #Palestinian Resistance, stressing that a military offensive in #Rafah would not better its chances. He insisted that "Israel" was defeated by saying, "We really lost, in case you haven't understood that yet."

Slamming Netanyahu, the Reserve General said the Prime Minister is more interested in his government than the war, and he "feeds off the pressure from [Israeli Finance Minister Bezalzel] Smotrich and [Israeli Police Minister Itamar] Ben-Gvir." He further described Netanyahu as a man who goes with the flow of the catastrophe.

Israeli Prime Minister Benjamin Netanyahu has declared his staunch opposition to any potential sanctions imposed on Israeli military units over rights violations.

Axios reported Saturday, citing sources familiar with the matter, that US Secretary of State Antony Blinken is poised to announce sanctions against the IOF Netzah Yehuda Battalion for "alleged human rights violations" in the occupied West Bank after they killed an elderly Palestinian-American man.

This would mark the first instance of the United States imposing sanctions on an Israeli military unit, which comes as a surprise, especially since the IOF has been enjoying impunity in Gaza.

The decision to sanction the Netzah Yehuda unit follows an alleged 'comprehensive investigation' conducted by a special State Department panel, which recommended disqualifying multiple Israeli military and police units operating in the West Bank from receiving US aid.

'Israel's' civilian executions, bulldozer burials 'shocking': Kanaani
Iran's Foreign Ministry Spokesperson, Nasser Kanaani, expressed astonishment and sorrow on Sunday at the distressing reports of the recovery of the remains of over 150 Palestinians in Gaza's Khan Younis.

The victims were deliberately executed by the IOF in the field, with bulldozers used to crush them before burying them in the Nasser Medical Complex yard.

Stressing the importance of upholding international humanitarian law, particularly the 1949 Geneva Conventions concerning hospitals and medical facilities, the spokesperson emphasized that responsibility for such atrocities extends beyond the Israeli entity to include supporting states.

Kanaani additionally pointed out that the systematic and repeated offenses committed by "Israel" against the population of Gaza constitute blatant instances of genocide and war crimes. He emphasized that it falls upon the international community and global organizations to address and hold accountable the perpetrators and leaders responsible for such atrocities.

Elsewhere in his remarks, he called upon the UN Secretary-General, the current President of the Security Council, and all relevant nations and members of the global community to condemn the "appalling" incident in Khan Younis. He further urged the utilization of national, regional, and international resources to prosecute the crimes and bring the perpetrators to justice.

'Israel's' genocidal rampage: Civilian executions, bulldozer Burials

Rescue and medical teams recovered on Sunday the remains of at least 150 Palestinians who were deliberately executed by the IOF in the field, with bulldozers used to crush victims to death before burying them in the yard of the Nasser Medical Complex in Gaza's Khan Younis.

Simultaneously, Gaza's Civil Defense spokesperson, Major Mahmoud Basal, confirmed that the bodies of more than 150 Palestinians killed in the Khan Younis massacre were recovered, with 500 others still missing.

Following the withdrawal of the Israeli occupation forces from areas in the Strip, Gaza's Civil Defense reported that around 2,000 Palestinians from Gaza were recorded as missing, and it is still unclear whether they have been detained or killed by the IOF.

The spokesperson further stressed that the IOF are systematically using forced disappearance against the people of Gaza, bulldozing dozens of bodies and burying them before withdrawing from areas they invade.

He added that the IOF give Palestinians a fake sense of safety and then brutally kill them minutes later, emphasizing that a huge number of the victims of mass graves and hospital raids are women and children.

Basal labeled Israeli actions in Gaza as "ethnic cleansing", stressing that what is happening in Gaza has never happened anywhere else before in human history, and the weapons being used by the IOF had never been used before.

On day 199 of "Israel's" war on #Gaza, the number of Palestinians killed since October 7 has risen to 34,151, in addition to 77,084 injuries, the Ministry of Health in Gaza reported.

In 24 hours only, the Israeli occupation committed 6 massacres against families in Gaza, killing 54 and injuring 104, said the Ministry, adding that some of the victims remain under the rubble and on the streets, as the occupation hinders the search and rescue missions, preventing the ambulance and civil defense teams from approaching the affected areas.

In a recent development, #AlMayadeen's correspondent in Gaza reported that Israeli warplanes launched a series of intense airstrikes on the al-Zaytoun neighborhood in Gaza City, in addition to al-Mughraqa in the central Gaza Strip.

UN review finds insufficient evidence for Israeli claims against UNRWA
According to an independent review conducted by former French foreign minister Catherine Colonna, "Israel" has still not provided substantial evidence to prove that UNRWA staffers are affiliated with resistance groups.

"Israel made public claims that a significant number of UNRWA employees are members of terrorist organizations," the Colonna report reads. "However, Israel has yet to provide supporting evidence of this."

The report was commissioned by the UN immediately after "Israel" leveled accusations against UNRWA's employees. It states that the agency routinely provided "Israel" with rosters of its personnel for screening and that "the Israeli government has not informed UNRWA of any concerns relating to any UNRWA staff based on these staff lists since 2011."

"Israel's" allegations caused several donors to suspend funding for the agency, widely regarded as an important lifeline for Palestinians in Gaza. While most donors started resuming funding, a few cases remain, including the UK and the US, the latter of which voted to permanently ban funding after the allegations were raised.

"Israeli authorities have to date not provided any supporting evidence nor responded to letters from UNRWA in March, and again in April, requesting the names and supporting evidence that would enable UNRWA to open an investigation," the report says.

Read more: 'Israel' proposes plan to UN for dismantling UNRWA

On Monday, UN Secretary-General António Guterres announced his acceptance of the recommendations outlined in the Colonna report regarding methods to enhance UNRWA's ability to monitor and tackle neutrality concerns.

"Moving forward, the Secretary-General appeals to all stakeholders to actively support Unrwa, as it is a lifeline for Palestine refugees in the region," the UN chief spokesperson, Stephane Dujarric, said in a statement.

The Colonna review further highlights the indispensable role of UNRWA in supporting Palestinians across the region.

"In the absence of a political solution between Israel and the Palestinians, UNRWA remains pivotal in providing life-saving humanitarian aid and essential social services, particularly in health and education, to Palestinian refugees in Gaza, Jordan, Lebanon, Syria, and the West Bank," the review says.

"As such, UNRWA is irreplaceable and indispensable to Palestinians’ human and economic development. In addition, many view UNRWA as a humanitarian lifeline."

Read more: UNRWA reports 176 employees killed since onset of war on Gaza

The Colonna review offers suggestions for enhancing neutrality safeguards for UNRWA's staff, including expanding the internal oversight service, providing more training, and increasing support from donor countries. It notes the observation that UNRWA's current measures are already more rigorous than those of similar institutions.

The review further notes that UNRWA has established numerous mechanisms to ensure compliance with humanitarian principles, particularly neutrality, surpassing other comparable UN or NGO entities in this regard.

Regarding Israeli criticisms of UNRWA's schools allegedly using Palestinian Authority textbooks with antisemitic content, the report from the Nordic institutions found limited evidence supporting these allegations. Three international assessments of PA textbooks in recent years provided an impartial view, with two identifying bias and antagonistic content but not antisemitism. The third assessment, by the Georg Eckert Institute, found two examples of antisemitic motifs, one of which had already been removed, and the other altered.

283 bodies recovered from Israeli-made mass grave in Nasser Hospital[/B]
Gaza's Civil Defense announced today that 283 bodies of martyrs were recovered from the Israeli-made mass grave in Nasser Medical Complex in Khan Younis since the withdrawal of the Israeli occupation forces from the area.

There is clear evidence of field executions carried out by the IOF at Nasser Medical Complex, it emphasized in its statement.

Among the hundreds of bodies, the Israeli forces buried in mass graves at Nasser Hospital in southern Gaza was one with its hands bound and clothes wrapped in medical scrubs.

    Palestinian Red Cresent Society

The spokesperson of the Palestinian Red Cresent Society (PRCS), Nebal Farsakh, condemned the international community's state of silence on the Israeli war on Gaza.

In a press conference, Farsakh said that since the start of the war in Gaza, the international community has not taken any serious action towards the continuous Israeli crimes and violations against the health system, hospitals, humanitarian workers, and civilians in Gaza.

The Israeli occupation should be held accountable for the deliberate crimes it is committing against Palestinians in Gaza, she stressed then added that the PRCS is facing many hurdles in the Strip one of which is the deliberate Israeli targeting of the organization especially amid the scarcity of medical and relief supplies in Gaza.

Addressing the Israeli-made recently discovered mass graves in Al-Shifa Hospital, Nasser Medical Complex, and Kamal Adwan Hospital, Farsakh said that so far, there are no accurate or specific numbers on the bodies of Palestinians discovered there or of those missing.

All reports on the burying of Palestinian patients and refugees in the vicinity of Kamal Adwan Hospital following the Israeli siege of the latter are horrific, Farsakh stressed further confirming that 23 PRCS ambulances are currently out of service.

    Around 2,000 Palestinians missing

Gaza's Civil Defense spokesperson, Major Mahmoud Basal, announced on April 21 that the bodies of more than 150 Palestinians killed in the Khan Younis massacre were recovered from under the rubble, with 500 others still missing.

Following the withdrawal of the Israeli occupation forces from areas in the Strip, around 2,000 Palestinians from Gaza were recorded as missing, and it is still unclear whether they have been detained by the IOF or buried.

The spokesperson stressed that the IOF are systematically using forced disappearance against the people of Gaza, bulldozing dozens of bodies and burying them before withdrawing from areas they invade.

He added that the IOF gives Palestinians a fake sense of safety and then brutally kills them minutes later, emphasizing that a huge number of the victims of mass graves and hospital raids are women and children.

Basal labeled Israeli actions in Gaza as "ethnic cleansing," stressing that what is happening in Gaza has never happened anywhere else before in human history, and the weapons being used by the IOF had never been used before.

Some believe it's where the first and second ancient Jewish temples once stood. According to Jewish tradition, the ashes of a perfectly red heifer cow are needed for the ritual purification that would allow a Third Temple to be built in Jerusalem's Old City known as the Temple Mount. There are fears this could strengthen calls for the demolition of Al Aqsa Mosque and escalate tensions in the region. TRT World's Mohammad Al-Kassim has the story.
