Or, it could mean they can't make it too obvious that they are replacing Joe (it seems fairly obvious this is the only play to make--and my guess is they don't want to make it too obvious said play was orchestrated). So for the time being, the narrative will be one of "support" until the eleventh hour, at which point some "announcement" will take place that "fate" has played its hand, that they ran with Joe for a long as they could, but with saddened hearts inform us all Joe's health has deteriorated and he must withdraw for health reasons. Once I saw this official post by Barack Obama, I had a different take on what is going on:

The fact that Obama is still supporting Joe indicates to me that there is a split in the Democrat Party between the Obama faction and the Hillary faction that has just gotten serious. Obama wants his fourth term through Joe, and Hillary wants to shake things up and become the new kingmaker.
That would solve a lot of campaign paperwork and bypass normal procedure and DNC rules to pull and replace him so to speak. Kamala would automatically be placed as President, hence Biden's instamatic replacement. (at least she can speak in somewhat coherent sentences!)
This might of been the whole plan all along.
