A new 'Whistleblower Document'

Dear Friends, this strange document has appeared on the net but has attracted very little attention so far. In the thread title I put 'Whistleblower Document' in quotes because the information is almost certainly second hand, and in itself may not be reliable. But it's sufficiently interesting to post it here.

And as can quickly be seen, it's faint, blurry, consists of over 40 pages of dense text, and consists only of page images.

So (for visitors reading this) I asked if anyone could possibly help make this all readable, on this members' thread. It attracted quite some interest, and (starting with a good effort from Tam, with contributions from gord and jc71, all to see if this could somehow be OCRed), onevoice tackled the entire thing and typed it all up from scratch, after finding that OCRing even cleaned and enhanced image pages just generated way too many errors.

Immense kudos to onevoice for the time and detailed attention he spent on this. This was the Avalon research community at its best.

There are many typos and grammatical errors in the original (faithfully retyped and unedited) document, and those in themselves suggest a story. I'm as sure as I can be that some of the information presented is false, but as with all disinformation (whether intentional or not), the interesting thing is that some of the information is true. What we might all agree is that it's pretty interesting to read.

I'll almost certainly be able to say more about this myself now I can focus on the cleaned and searchable document. But as an introduction to this new thread, here it is below.

Informed comments are most welcome. It's easy to criticize, but I'd say again that it's really quite interesting. I think I may know the original source of this, and I'll say more about that later.

The author, Charles B. McNeal has uploaded a 25 minute audio file to YouTube. It's dated May 2023, and has had 300 views.

It's very compelling. It's hard to make out every word of the audio (and the poor YouTube transcript does NOT help), but it's pretty easy to understand what happened. It's worth listening to.

He had a couple of sources, back in 2002 (when he was aged 17).

The first was a retired intelligence officer in the Air Force, in the Office of Special Investigations (AFOSI), with whom he had repeated meetings at a truck stop in Greencastle, Pennsylvania.

Then after violating a probation order he was on, he was sent on a special program, where he met another Air Force Officer, a younger serving man. One night when they were sitting under the stars, his guy told him about the Project Crystal Knight ("Serpo") exchange program.

Then he returned and met the first guy again, who he regarded as a sort of mentor. When McNeal told that retired AFOSI guy about what he'd learned about Project Crystal Knight, he became very agitated and angry, shouting: "Who the f*** told you that?"

A week or so later, the AFOSI guy returned, now much calmer, and offered to tell him a great deal more as long as McNeal gave his word ("as a man", as he had now turned 18) that he would not tell anyone else.

They went to a room, and the AFOSI guy produced boxes of files, clearly classified documents featuring photos, details of ETs, autopsy information, and the whole 9 yards. He said he was so excited "he could hardly sleep for a week", and it turned into 8 (eight) separate briefings, spanning January 2003 to September 2012.

At the end of the video, he explains how the craft work. He said there's a powerful electromagnetic field created by an engine powered by an element "heavier than enriched uranium". He said it's essentially gravity repulsion technology. And a by-product of this field is that inside the craft it has its own inertial gravitational field, all in its own "bubble".

He concludes by saying that everything in the document is accurate and factual. But he's withheld a few things because he's "not irresponsible". He refers to things happening "in subterranean sections" which he's not revealed as no-one would believe him.

He said he considered he'd seen 90% of all the classified information about the subject. He did NOT say (and presumably did NOT know) why he'd been entrusted with all this stuff, as the retired AFOSI officer was clearly most seriously breaking the law.

I'm as sure as I can be that some of the information presented is false.

Having carefully listened to the audio file (summarized immediately above), I confess I'm not quite so sure any more that what I'd assumed was false really is.

His stated information may have been augmented by his own online research since 2003 (and false info could easily have crept into his document from that. Did he read the Serpo website and copy some things from there??), and/or he could well have misremembered some things he was 'briefed' on. (It would be a little hard to imagine the retired AFOSI officer allowing him to take notes.)

There were many officers serving in AFOSI, hundreds or more. And all this happened in Pennsylvania. As best I know, Richard Doty was always in the New Mexico/ Nevada/ 'Four Corners' area.

It's all hard to explain. It might have been some kind of exercise (to see what a young guy, streetwise with High School education, would do with all this). But as best we can see he was never encouraged to share it at all (the opposite, in fact), and he's waited quite a long time (2012—2023) to come out with what he feels he knows.

When I first started reading the Charles McNeal document, I was rather skeptical of the information he presented.

I spent all the day researching any information I can corroborate Charles McNeal's information with external existing sources. I found a lot. So let's dig into it.

Charles McNeal describes the Reagan briefing given to the President Ronald Reagan on page 10. I found what appears to be the Reagan Briefing at the following link:

Starting on page 15 of Charles McNeal document:

The Final Report is the IA report. It’s report number is: 80HQD893-20 and is held within the subterranian sections of the DIA HQ located at Bowling AFB on Mcdill Blvd. in Washington DC. It was finalized in 1980 following the return of those who made it back on August 18th 1978. However, the team continued their debriefings by the Airforce, CIA NRO, and others, dictated by MJ-12, up through 1984 at various locations. To be clear; only seven team members returned. (The USAF records show 8, but it was 7) One died on the voyage to Serpo from a pulmonary embolism suffered while inside the wormhole and not staying in his containment area. (We have since developed counter-measures to prevent those types of adverse effects from happening) Two more died while on their planet. One from a fall and another from natural causes. Two decided to remain on Planet Serpo and were not ordered to return. Seven returned. The Final Report by the DIA is approx. 3000 pages long, and has had thousands of pages attatched of typed up transcripts from the audio cassette “diaries” there were recorded by all the Team members while on Planet Serpo. 102 started writing his journal at first, then switched to the audio soon after arriving on the planet, but still kept written notes. They took a total of 6000 blank cassette tapes of 90 minutes a piece with them within their supplies. They filled 5419 of them. These were, at the time, state of the art cassettes that wearn’t even released for Civilian use for a few more years after that.

So here he mentions the final report number: 80HQD893-20. This document actually exists as documented by FOIA logs for the DIA which can be viewed on page 8 at the following link. Search for "Final Report 80HQD893-020" in the following PDF:

The above Final Report link contains a reference to an Extraterrestrial known as "J-Rod", which is further described here authored by Linda Moulton Howe.

The reference to 5,419 cassette tapes record is also reported by Linda Moulton Howe in the PDF found in the Avalon library.

She says:

Every single bit of information from the postings regarding the crew logs is absolutely correct. I've verified that the logs are real and were transcribed from official tape recordings made by the crew. There are 5,419 cassette tapes that contain voice recordings. I've heard one of them, but saw all of them in a secure environment.

I know these logs are genuine. I was given the opportunity to see them, and listen to one in its entirety, which was made by the Team Commander himself. How could someone fake 5,419 x 90 minute tapes? Do the math: it would have taken someone 338 days to fabricate the tapes.

That type of government cassette tape is no longer sold today, but they were military issue then. There were no cassette tapes available to the public until 1968. The crew took 60 boxes each containing 100 x 90 minute cassette tapes, which is 6,000 tapes.

These tapes were recorded during the mission to Serpo, over the course of their years away from Earth. Each crew member had a recording device and recorded their observations.

Once they returned, the tapes were transcribed over a period of seven years.

Starting on page 21 of the whistle blower document, he describes the events of how Spielberg was inspired to make a UFO movie. On page 23, he shares a lot of data about what Spielberg knew:

• It was a prearranged meeting between our Military and ET’s
• The meeting wasn’t the first one since the scene was being “all business” vs diplomatic
• ET’s spoke in a musical tone type of language
• Our Government first started communicating with them using sign language
• There were 12 military members in the orange suit, two were women
• The 12 Team members wore sunglasses (even though it was at night)
• Charles McNeal states 45 tons of supplies were taken; the final DIA report states 4.5 tons

  Earlier posts at Bill Ryan's source site was stating 9,000 pounds were taken to Serpo. Later version has this:

  (NOTE: One item that was misstated by me in an earlier e-mail, was the amount of equipment that was taken to Planet Serpo by our Team Members. The correct amount loaded on board the Eben crafts was 90,500 lbs of equipment.)

• “Close Encounters of the Third Kind” movie starting at time: 1:34:27 showed Lockheed, TRW, and Rockwell boxes; Pigly Wigly semi-trailer, 55-gallon drums (hinting at C-rations). Also a lone green box – probably hinting at the free energy device

Lastly, I remember I really enjoyed watching the “Close Encounters of the Third Kind” when it came out. You can download this movie here good until 22 August, 2024.

7) The scene of the exchangees departing Earth on the Eben craft appears to be cinematically portrayed in the final scene of the movie Close Encounters of the Third Kind – with the same number of male and female personnel reported by Anonymous.

The final segment of the movie does indeed feature twelve people – ten men and two women. Twelve people is also the number given in Spielberg’s book of the movie. Interestingly, one blonde woman stands out, first shown in a long close-up when the priest gives his blessing. Then, when the team members file past, all have dark glasses with the exception of the blonde... and Roy Neary, who would be the thirteenth member. The subsequent shot is where they line up, and now the woman is seen to have put on her dark glasses to join the others. This appears to be a flawed piece of direction, most untypical of Spielberg; the reader is left to speculate on any possible significance.

Also worthy of note is that all team members wear a triangular patch on their left arm and the American Flag on the right arm of their orange jumpsuits. There is a uniformed officer with the priest when the blessing is given.

If you click on the "Back to Main Menu" link at the bottom of the page of the above link, you will see the most of these references were admistered by Bill Ryan.

Also, I would like to point out that I highly doubt that Charles McNeal ever saw a genuine classified document. If he had seen an actual one, he would know that all classified documents have classification marking both at top of the page as well as bottom of each page. This is to denote that the material between these markings are classified as such.

I've dealt with real classified documents when I worked for Lockheed back in the 1980's in a Lockheed plant at Texas as a Software Quality Engineer. This was before Lockheed later merged with Martin Marietta corporation to become the Lockheed Martin of today. The logo of Lockheed was as depicted in the movie. I knew some people there who even had SCI clearance since the plant had signal intelligence equipment to bring it in as part of our testing program there. The program I worked in, Lockheed developed software system for tracking targets and launching delivery device with a nuclear or conventional explosives. A Lockheed's business partner developed the launch control subsystem while Lockheed developed the potential target tracking subsystem. I don't know if Lockheed Martin is still involved in the development of the software system, but the basic weapon itself is still in use, though certainly highly evolved from when I was involved in the program. Some of the guys in our group even monitored a highly classifed black project at the plant, of which we all knew the general characteristics since the project's unclassified aspect of the project was discussed during ongoing staff meetings.

I confess I have little respect any more for The Why Files. The host, Andrew Gentile, is basically a debunker of most of the topics he features. And he knows relatively little about the Serpo story.

(Btw, I spoke with Richard Doty privately for a couple of hours back in 2006, and he was upset and angry at the way the release was being mishandled. "If I were doing this", he said, "It'd be a class act.")

Wow, I never knew about that. I set up the original Serpo.org site in 2005, which can now be found on archive.org:

A year or two later I transferred the domain name to some friends who ran a dedicated UFO forum, who were closely involved with the release at the time, but then the domian name expired and no-one re-registered it. So it seems the domain name has been bought by someone else.

So this new site announces a special 3-day(!) Serpo conference which is scheduled for April 26-28, I presume next year, 2025, in Memphis. I didn't see any way to book. The three listed organizers, John Harris, Bryce Mead, and Marcia Coleman, are unknown to me. One might think I might have been contacted or invited, but this is the first I've heard of it. I'll ask Victor Martinez if he knows of this!

a search of any of those people turns up nothing. the endorsements at the bottom are all from casinos/casino adjacent companies. The address listed doesn't exist. The site looks like someone took some basic SEO and smashed it together with a nice conspiracy topic. Yeah, I wouldn't trust it with a penny -- certainly not my email address. I noted the homepage contains a series of testimonials, implying the conference (supposing there even was one) already happened. But if I were to hazard a guess, the testimonials are fake (AI written) and these people don't exist.

This conference proved to be an incredible immersion into the historical context and details of the top-secret Serpo exchange program. I was amazed at the level of detail provided by the speakers and I am sure I learned a lot about the government's covert operations.
