Kuwait Suspends Services to Thousands for Failing to Submit Biometric Data

Kuwait has forced over one million citizens to hand over their biometric data in one of the most extreme pushes for digital ID. Kuwait introduced a national electronic ID (eID) that they say will assist with identification verification, digital signatures, E-government access, and the secure exchange of data. The deadline to file for this mandatory program was September 30 and the consequences for failing to comply were swift.



On October 1, the Ministry of Interior announced that those who failed to submit their data would be prohibited from all electronic services such as withdrawals, transfers, and account transfers. One cannot even withdraw cash. Around 35,000 people have been blocked out of their bank accounts and are unable to even view the balance. A few weeks later, those in noncompliance has their electronic bank cards deactivated. Visa, MasterCard, and K-Net all abided by the government’s rule.

Beginning on November 1, The Kuwait Banking Association stated it will implement a “complete block” on all accounts, which means one cannot even withdraw funds if they go to the bank in person. Expatriates have until December 31 to submit their biometric registration.

The government has reported an uptick of 6,000 new registrants per day compared to 600 since they began blocking citizens from accessing their own bank accounts. The government called this a “phased approach,” believing they’ve offered leniency to the public.

The issue here is that governments globally are strapped for funds and believe that they can increase revenues by at least 35% if they hunt down their citizens for taxes. Claimant 1, sub 2 emphatically asserts that the signing of the WHO Pandemic Treaty by the Defendant is not legally valid, nor can that responsibility be delegated to anyone else. The WHO (World Health Organization), by its founding mandate, has an advisory role, making it impossible to transfer powers, mandatory decision-making, or sovereignty. Furthermore, Claimant 1, sub 2 refers to the conflict with the International Health Regulations (IHR) (see § 1.2; Production 01). At the time, caretaker Minister Pia Dijkstra was only permitted to "mind the shop" and continue existing policy. A new coalition agreement had been concluded between the parties PVV, VVD, NSC, and BBB. Transferring Dutch sovereignty to an undemocratic, unelected foreign legal entity, organ, or body with merely an advisory role is not permitted and thus not legally valid. The transfer of sovereignty violates Articles 93 and 97a of the Dutch Penal Code. Recently, the Dutch House of Representatives, the highest supervisory authority in the Netherlands, adopted the Keijzer motion on April 10, 2024, with 87 votes, instructing the caretaker government not to sign the WHO Pandemic Treaty. Prior to this, on January 25, 2024, the Van der Plas motion was submitted, stating that "the government shall not sign the Pandemic Treaty until the House has expressed its position." This is clear language. This is all the more significant because the European Commission negotiated with the WHO on behalf of EU member states regarding amendments to the IHR and the Pandemic Treaty, despite lacking the legal mandate to do so. The Commission has no valid mandate to negotiate on behalf of the Kingdom of the Netherlands, as our parliament did not grant such permission, and healthcare is a national competence under Article 22 of the Constitution. This renders all negotiations on the IHR and the Pandemic Treaty obsolete, as they were never legally valid. Moreover, caretaker Minister Pia Dijkstra had already submitted her resignation and thus lacked any authority to make policy-altering decisions. This issue is further compounded by Minister Dijkstra (Medical Care) stating on May 21, 2024, that she would not implement the adopted motion against agreeing to the Pandemic Treaty (Production 02).

§ 1.2
Claimant 1, sub 2 emphatically asserts that signing the WHO Pandemic Treaty violates the WHO’s own rules and statutes, specifically Article 55, page 43 of the IHR (International Health Regulations). According to Article 55, the WHO is obliged to submit amended regulations to member states and parliaments four months in advance. To date, this has not occurred. If Marie-Fleur Agema, the State Secretary, or anyone else were to sign the treaty now, they would be signing an illegitimate treaty. Should they be unaware of this, they are now informed upon receipt of this summons. Even if the aforementioned obstacles to lawful signing were absent, it remains utterly unacceptable to sign a treaty whose terms are unknown to the population. The proposed amendments to the treaty have been kept secret until the vote, which violates Article 55 of the IHR, meaning the WHO is breaching its own rules (see letter from lawyer Meike Terhorst). Page 34 of the IHR, Article 55, is included with this letter, along with a news report from BVNL, "Ministry of Foreign Affairs Refuses to Disclose WHO Letter" (Production 03). In effect, signing such a non-existent treaty renders the signature immediately void. For certainty, Claimant 1, sub 2 applies extrajudicial annulment, effective from the moment of signing the "treaty": "Your signing is unlawful, as it is contrary to the law, constituting no legal act; as a precaution, this act is extrajudicially annulled" pursuant to Articles 3:44, 3:49, 3:50, and 3:53 of the Dutch Civil Code. If anyone later deems this unlawful act a legal act, it has already been annulled by Claimant 1, sub 2 before it reaches the court. As a final resort, Claimant 1, sub 2 invokes Article 6:228 of the Dutch Civil Code.

Claimant 1, sub 2 asserts that they are not alone in opposing the signing of the so-called "Pandemic Treaty." The United Kingdom refuses participation, Slovakia refuses participation, and in the United States, on May 1, 2024, 43 senators signed a letter to President Joe Biden opposing the treaty. The latest development, on May 22, 2024, saw governors of 26 U.S. states inform President Biden by letter that they will not comply with the WHO’s Pandemic Treaty ("we will not comply"; Production 04).

• § 1.4

As Bill Gates is the largest donor to the WHO after the U.S. government, a private investor with no medical background, who turned a $10 billion investment into $200 billion in economic benefit ("Bill Gates: My 'best investment' turned $10 billion into $200 billion worth of economic benefit"), his donorship and the profits derived demonstrate a massive conflict of interest—an extreme profit model. Gates has openly stated the true purpose of the vaccination program: population reduction. In a TED Talk, he spoke of reducing the population by 10 to 15%, which amounts to genocide, punishable under Article 7, paragraph B of the Rome Statute of the International Criminal Court. There are now ample indications that Gates’ investment was made to commit this crime against humanity: population reduction. A case against Bill Gates regarding vaccine damage is pending at the Leeuwarden Court of Appeal (case number C/17/190788 / HA ZA 23/172), where he is due to appear on September 18, 2024.

The same applies to WHO Director-General Tedros Adhanom Ghebreyesus, who "did nothing to prevent atrocities by government officials during his tenure as Ethiopia’s Foreign Minister from 2012 to 2016." In short, both have committed crimes against humanity—Gates through commission and Tedros through leadership and failure to intervene in activities that deeply harm humanity (Production 05).

• National Association Against Government Affairs

1. The association strives for a just and truly democratic Netherlands, where the interests of the Dutch population are central to political decision-making from a human rights and civil rights perspective (see Statutes, Production 06).
2. The association aims to achieve this by restoring and renewing the Dutch rule of law and direct democracy. The association believes there is a conflict of interest in Dutch politics, resulting in political decisions not necessarily serving the Dutch citizen’s interests. The association seeks to combat this by providing information and supporting practical, educational, legal, and political initiatives to enable everyone to live in full freedom of autonomy, based on the principles of equality and self-determination.

Bringing the Kingdom of the Netherlands, in whole or in part, under foreign domination (Article 93 of the Penal Code) aims to shift national governance to a global level. Global governance ultimately operates without national identity. Local governance is replaced by "monitoring" the population. There is no longer room for the population’s voice. Purely technocratic governance without input is the goal pursued by WHO Director-General Tedros Adhanom Ghebreyesus and the World Health Organization to bring about this transformation, thereby placing the Netherlands under foreign domination, which is punishable under Articles 93 and 97a of the Penal Code. They openly advocate for this. In the intended global governance, everything (including "mandatory vaccination" of every person on Earth) is used to merge physical, digital, and biological identities (so-called "transhumanism"). This abruptly ends individuals’ own identities and rights, leaving no room for autonomy, self-determination, or equality.
