Japan Lawmakers to Create Group for Govt Probes into UFOs:

Japanese lawmakers met on Tuesday to create a nonpartisan group that will ask the government to establish an organization to investigate unidentified aerial phenomena, or UAP, also known as UFOs.

The lawmaker group will be chaired by Yasukazu Hamada, parliamentary affairs leader of the ruling Liberal Democratic Party. Former Environment Minister Shinjiro Koizumi, also from the LDP, will serve as secretary-general.

The group will hold its founding general meeting June 6 after Tuesday's preparatory meeting, which was held in the Diet, Japan's parliament.

The U.S. government has created a specialized organization in the Defense Department to probe UAP.

The lawmaker group will urge the government to gather and analyze information on UAP and pursue cooperation with Washington by forming a counterpart organization.

A recently new organisation (2023) has taken the initiative of progressing beyond UAP bringing it to the next level.

The NHIR Institute is a unique organisation based in Australia, founded with the aim of conducting research to advance science and policies surrounding Unidentified Anomalous Phenomena that is linked to non-human intelligence.

NHIR, an acronym for non-human intelligence research, speaks to the Institute’s unwavering commitment to support and progress collaborative, rigorous scientific research into the phenomenon.

There are similarities to the SOL Foundation of bringing science and politics into the mainstream on the subject.

There is a trend now of new initiatives based on science and politics of the UAP subject since 2023.

There are similar organisations like the international Coalition for Extraterrestrial Research ((ICER) and a new organisation called the European Initiative for Discovery Science which is planned to be launched in the second half of 2024. The EIDS website is currently WIP.

Some of the key players in the USA like Kevin Knuth and Garry Nolan see the international arena important to support there efforts.
USA needs to be taken out of the equation if disclosure is to succeed. We still have a psychological perception problem and political noise to deal with.
However, the efforts and initiatives internationally may provide the support to others in the USA that the UAP subject is not just a USA issue
but a world wide issue that can be addressed.

A UFO Petition for the United Nations


The NEW PARADIGM INSTITUTE under the direction of former Watergate solicitor Daniel P. Sheehan and Dr. James Garrison.
Similar to ICER (Project Titan), the NEW PARADIGM INSTITUTE has always maintained the UFO issue is global in nature, but now it has publicly gone forward to recognize UFO disclosure as an international issue that demands global recognition and action by the United Nations.

It is hoped that organizations like the Paradigm Research Group under Steven Bassett, the SOL Foundation, SALT, The Scientific Coalition for UAP Studies and ICER will develop similar strategies and specific tactics to engage the international community in the movement towards disclosure.

ICER is the only international organisation with over 30 countries and has the legal support from one sovereign state, namely Republic of San Marino to announce setting up a UAP office and Symposia to the United Nations.

It is also worth noting the accelerating and expansive manner in which the UAP/UFO subject has advanced since 2017. Hardly a day goes by when there is not a major development.

This expansion of awareness also indicates that there is a real and significant series of opportunities for all of the aforementioned organizations and the international community itself to coalesce and challenge the United Nations to become a global voice in the advocacy of the UFO/UAP matter.

NEW PARADIGM INSTITUTE initiative allows anyone from any country to sign the petition to the UN. It is highly recommended that Project Avalon members be among some of the first to sign the petition.

Since launching the New Paradigm Institute in October 2023, they have created various calls to action encouraging U.S. citizens to support UAP disclosure and protect whistle-blowers. Sending an email to there federal representatives is one of the most effective methods for bringing about change; however, it has one major drawback: only U.S. citizens can participate.

There have been many shortcomings. This has been addressed by launching an international petition. This call to action pressures the United Nations to establish a Global UAP Working Group, bringing together governments, scientists, and academics to study UFOs and UAPs.

AARO Continues to Deny UAPs Exist While Majority Leader Schumer Submits UAP Legislation.
In the last few years, Congress has made significant strides in moving the UFO topic into mainstream acceptance, but this has not crossed the finish line yet. There are still forces within the US government that would prefer this topic stay on the fringe.

Last week, U.S. Senator Mike Rounds (R-SD) and Senate Majority Leader Chuck Schumer (D-NY) reintroduced the Unidentified Anomalous Phenomena Disclosure Act (UAPDA) amendment to the Fiscal Year 2025 National Defense Authorization Act (NDAA). This proposed legislation mirrors the UAPDA submitted last year, which proposed the idea of eminent domain and a civilian UAP Records Review Board, two items removed from last year’s proposed legislation.

Meanwhile, certain departments within the US government are still actively opposing Rounds and Schumer. The All-domain Anomaly Resolution Office (AARO) is an example of an Executive Branch department pushing back on UAP transparency.

AARO is firmly in the camp asserting there is “no such thing as UFOs and no evidence can be found to support their existence.” This was made evident by the recent release of AARO’s "Report on the Historical Record of U.S. Government Involvement with Unidentified Anomalous Phenomena," which categorically denied that there is any evidence extraterrestrials are responsible for the UFO phenomenon.

In viewing the latest interview with Dr. Sean Kirkpatrick (now retired), we see AARO is still pushing the narrative that UFOs aren’t anything more than human-made terrestrial craft or swamp gas. In this interview with Marik von Rennenkampff, Dr. Kirkpatrick claims that the entire UFO mystery is promoted by a small group of “true believers,” including Lue Elizondo, Leslie Kean, Ross Coulthart, and others, to secure more funding from the government.

There are some highly relevant intentions and implications raised in this New Paradigm Institute Newsletter at info@newparadigminstitute.org

Admittedly, the NEW PARADIGM INSTITUTE‘s work is politically attenuated and adapted to the U.S. Congress and the upcoming passage of the National Disclosure Act legislation. Daniel Sheehan and his cadre of lawyers are directly involved in the evolution of this act. No organization of which I’m aware has taken this inside track.

It does demand attention for those whom are serious to observe how this act emerges - however it evolves.

Their work does raise insights into the spectre of a foreign adversary - like China - gaining access to off-world technology and/or stating ‘they’ have made contact. A statement like this by any foreign government - true or not - will create disturbing speculation.

These considerations should be a focal point for others in the disclosure community in next series of initiatives to engage international governments and the UN to publicly review the U.S. legislation. These demands need to be taken seriously and acted upon internationally.

It is entirely possible that some other nation may attempt to preempt a broad disclosure release by the Americans. If this occurs the UFO research community will be in a very difficult situation.

How serious disclosure researchers will manage these contingencies is yet to be seen. As I have always advocated - one needs to make consistent PUBLIC POSITIONS on issues such as these. In this way the international UAP groups, like in Brazil and in particular ICER remains ahead of the disclosure curve rather than being reactive to it.

Congressional Hearing on UAP planned for November 13, 2024

The Subcommittee on Cybersecurity, Information Technology, and Government Innovation and the Subcommittee on National Security, the Border, and Foreign Affairs will hold a joint hearing titled "Unidentified Anomalous Phenomena: Exposing the Truth." The hearing will convene in room 2154 of the Rayburn House Office Building.


A retired Navy Rear Admiral and former National Ocean and Atmospheric Administration Director is scheduled to testify about his direct experiences with UAP.

A revised witness list is now available.

Sources reveal that Luis Elizondo, former Pentagon official and author of IMMINENT - Inside the Pentagon's Hunt for UFOs would be a key witness.
