She strikes me as being quite air-headed in the way some women can be. Which is to say, she wouldn't perform poorly on an IQ test necessarily, but she's allowed her natural compassion to become weaponized, and it's overriding her common sense. Mat Damon and Ben Aflick interned at the CIA during the summers while in college.
They were offered the opportunity to work in Hollywood promoting the organization in their movies and using their influence as advised.

Aflick had done this through his roles as Jack Ryan and his Argo film that won best picture.
