Pierre Omidyar co-funded Ukraine revolution groups with US government, documents show

Just hours after last weekend’s ouster of Ukrainian president Viktor Yanukovych, one of Pierre Omidyar’s newest hires at national security blog “The Intercept,” was already digging for the truth.

Marcy Wheeler, who is the new site’s “senior policy analyst,” speculated that the Ukraine revolution was likely a “coup” engineered by “deep” forces on behalf of “Pax Americana”:

“There’s quite a bit of evidence of coup-ness. Q is how many levels deep interference from both sides is.”

These are serious claims. So serious that I decided to investigate them. And what I found was shocking.

Wheeler is partly correct. Pando has confirmed that the American government – in the form of the US Agency for International Development (USAID) – played a major role in funding opposition groups prior to the revolution. Moreover, a large percentage of the rest of the funding to those same groups came from a US billionaire who has previously worked closely with US government agencies to further his own business interests. This was by no means a US-backed “coup,” but clear evidence shows that US investment was a force multiplier for many of the groups involved in overthrowing Yanukovych.

But that’s not the shocking part.

What’s shocking is the name of the billionaire who co-invested with the US government (or as Wheeler put it: the “dark deep force” acting on behalf of “Pax Americana”).

Step out of the shadows…. Wheeler’s boss, Pierre Omidyar.

Yes, in the annals of independent media, this might be the strangest twist ever: According to financial disclosures and reports seen by Pando, the founder and publisher of Glenn Greenwald’s government-bashing blog,“The Intercept,” co-invested with the US government to help fund regime change in Ukraine.

When the revolution came to Ukraine, neo-fascists played a front-center role in overthrowing the country’s president. But the real political power rests with Ukraine’s pro-western neoliberals. Political figures like Oleh Rybachuk, long a favorite of the State Department, DC neocons, EU, and NATO—and the right-hand man to Orange Revolution leader Viktor Yushchenko.

Last December, the Financial Times wrote that Rybachuk’s “New Citizen” NGO campaign “played a big role in getting the protest up and running.”

New Citizen, along with the rest of Rybachuk’s interlocking network of western-backed NGOs and campaigns— “Center UA” (also spelled “Centre UA”), “Chesno,” and “Stop Censorship” to name a few — grew their power by targeting pro-Yanukovych politicians with a well-coordinated anti-corruption campaign that built its strength in Ukraine’s regions, before massing in Kiev last autumn.

The efforts of the NGOs were so successful that the Ukraine government was accused of employing dirty tricks to shut them down. In early February, the groups were the subject of a massive money laundering investigation by the economics division of Ukraine’s Interior Ministry in what many denounced as a politically motivated move.

Fortunately the groups had the strength – which is to say, money – to survive those attacks and continue pushing for regime change in Ukraine. The source of that money?

According to the Kyiv Post, Pierrie Omidyar’s Omidyar Network (part of the Omidyar Group which owns First Look Media and the Intercept) provided 36% of “Center UA”’s $500,000 budget in 2012— nearly $200,000. USAID provided 54% of “Center UA”’s budget for 2012. Other funders included the US government-backed National Endowment for Democracy.

In 2011, Omidyar Network gave $335,000 to “New Citizen,” one of the anti-Yanukovych “projects” managed through the Rybachuk-chaired NGO “Center UA.” At the time, Omidyar Network boasted that its investment in “New Citizen” would help “shape public policy” in Ukraine:

What really seems to be weirding people out here is the shock realization that USAID — the nice, humanitarian, democracy-promoting arm of American idealism — also engages in sleazy regime-change and subversion. The sorts of nefarious covert activities folks normally associate with the CIA.

Not that this is news to PandoDaily readers, of course: Earlier this year, we broke the story about USAID co-investing with Omidyar Network in Ukraine NGOs that organized and led the Maidan revolution in Kiev, resulting in the overthrow of President Viktor Yanukovych. That revolution hasn’t turned out so well — thanks to the “success” of the USAID-Omidyar-funded revolution, there’s talk of the West going to war with nuclear-armed Russia, Ukraine is losing entire chunks of territory like the proverbial leper on a waterslide, Kiev is run by a coalition of costume-party fascists and a handful of billionaire Mafia dons—and Vladimir Putin has never been more popular, or more tyrannical.

Given USAID’s “success” in Ukraine, perhaps we should be thankful that ZunZuneo failed as miserably and comically as it did.

For me, there wasn’t anything all that surprising about the recent USAID revelations. I spent over a decade in Russia and the former Soviet Union, and witnessed for myself the good, bad and ugly that USAID funded—mostly the bad and the ugly. I assumed that most reporters already understood what USAID gets up to overseas, often alongside private nonprofits like those run by Soros, Gates, Rockefeller, Ford and more recently, Omidyar.

The truth is, USAID’s role in a covert ops and subversion should be common knowledge—it’s not like the record is that hard to find. Either USAID has developed those Men In Black memory-zappers, or else—maybe we don’t want to remember.

This selective amnesia doesn’t do anyone else any good however, so I figured it might be useful to offer a brief look back at some of USAID’s darkest, ugliest moments. It's important to note that not everything USAID does is patently evil — in fact, there are many programs that could even be described as good. But USAID, as with any agency of American power, is fully capable of and will continue to be an instrument of geopolitical and corporate force.

USAID funneled $53 million to EcoHealth Alliance, which then used U.S. taxpayer funds to support gain-of-function research on coronaviruses at the Wuhan lab—research that likely led to the creation of COVID-19.

The CIA’s deception regarding COVID-19 origins becomes much clearer when considering USAID's long history of serving as a CIA front organization.

With an annual budget exceeding $50 billion and activities in over 100 countries, USAID has repeatedly been linked to intelligence activities. In 2013, a U.S. cable published by WikiLeaks outlined the U.S. strategy to undermine Venezuela’s government through USAID by "penetrating Chavez’s political base," "dividing Chavismo," and "isolating Chavez internationally."

In 2014, the Associated Press revealed that USAID funded the creation of a Twitter-like platform intended to incite a rebellion in Cuba.

USAID funding has been linked to coups in Haiti, Ukraine, Egypt, and other nations.

From 2009 to 2019, USAID partnered with EcoHealth Alliance on the PREDICT program, which identified 1,200 new viruses, trained 5,000 people globally in disease detection, and enhanced 60 research labs.

This partnership provided the CIA with a direct channel for embedding human assets within biological research facilities worldwide in exchange for funding and technology transfers.

In 2022, Dr. Andrew Huff, a former Vice President at EcoHealth Alliance, publicly revealed Dr. Peter Daszak’s alleged ties to the CIA.

The core issue?

The CIA lied to the American public about COVID-19’s origins because acknowledging the truth would expose its likely role in funneling taxpayer money through USAID to finance gain-of-function research at the Wuhan lab.

(Trump's Israel problem I have spoken about often - I can only hope that later JFK and Epstein Mossad disclosures give him the understanding/ammo to really do something to reign in those war criminals running that regime, but can appreciate that in the mean-time the atrocities continue daily.)

These are extraordinary times, and I mean that in every literal and historical sense I can muster.

Trump has started a revolution, it’s underway, and I am 100% here for it.

The short story is this is seismic. None of us have lived through what’s unfolding. Trump’s team is operating as if they are battling an internal foe that has taken over America and which seeks its destruction. If this is the case, then my view is they have correctly diagnosed the disease.

Things are breaking very quickly, but fortunately drinking from a firehose is my specialty. As I did during Covid, I will do my best to both catalog and explain the enormous impacts of what we’re currently experiencing.

Consider the issues we faced that nobody seemed to know what to do about, or how to even begin fixing.

The US has the least healthy, shortest-lived population out of every developed country.
The US spends the most, by roughly a factor of 2x more than all other developed countries on its health care, more accurately called sickcare.
US public high school students test out extremely poorly compared to other developed countries in math and reading.
The US government taxes heavily yet still slips $2 trillion deeper in the hole every year, and is more than $36 trillion debt.
Every year on an accrual basis the Social Security and Medicare/caid liabilities expand by many trillions and now total somewhere north of $200 trillion.
In other words, the US is broke, stupid, and fat. And it was getting worse with every passing year.

This is what the last election was actually about. A majority of people said, “Enough!” and voted for real change. Along the way the people who like the system exactly the way it is got nervous about Trump’s chances and tried to kill him in Butler PA on July 13th, 2024.

They missed.

And now the wrecking crew has arrived and is dismantling that sordid, pathetic, anti-American deep state apparatus. That’s what’s actually happening right now. You are living through an extraordinary time.

It’s going to be quite chaotic, possibly very expensive, and may well be have to go through an extensive period of dismantling before we can even begin to rebuild and repair all that has to be torn down.

Let’s consider the case of just the USAID entity. Started by Executive Order by John F. Kennedy, the idea was to dedicate some US funds to helping other countries get ahead. As with all things run by the US government, this noble beginning quickly morphed into a murky amalgam of CIA-run color revolutions, extensive funding of shadowy NGOs with bland names but dark objectives, and the usual fare of DC insider kickbacks and grifts.’

I’m sure it managed to do some helpful things too, but it mainly operated in stick vs carrot mode as it enforced US interests abroad.

A simple idea became a 10,000-person organization with a $40 billion budget.

Enter Trump and Elon Musk. This is the most astonishing of all possible headlines and stories to wake up to:



WASHINGTON—The U.S. Agency for International Development closed its headquarters to agency personnel on Monday following moves by Elon Musk’s Department of Government Efficiency to exert control over the foreign-aid organization.



An email to USAID personnel said that the move was taken by “Agency leadership.” The message said that replies should be directed to an email address that appears to be associated with Gavin Kliger, whose LinkedIn profile identifies him as a special adviser to the director of the Office of Personnel Management and who works for DOGE.

“At the direction of Agency leadership, the USAID headquarters at the Ronald Reagan building in Washington, D.C. will be closed to Agency personnel on Monday, February 3, 2025,” the email states.

Kliger and DOGE didn’t immediately respond to requests for comment.

Boom!

If you are worried that there’s fraud in an accounting department, you have security march in, and tell everyone to stand up and leave the room because you don’t want to give the fraudsters the chance to clean the files. This is Trump & Elon’s way of saying that they think there’s some real dirt here which they want exposed.

Okay, that means it’s Game On!

The Deep State has been identified and USAID was like the left ventricle of that beating rotten heart.

Continuing with the WSJ article above, nobody was willing to go on record so the WSJ fell back on the old “unnamed officials” mode of weak-assed journalism that we’ve all grown to hate:

“It’s a coup,” said a current USAID official. It was unclear when, if ever, the agency would be up and running again, the official added.

From my perspective, the coup happened when JFK was shot and nobody was held to account, and ever since it’s been one long unbroken string of DC swamp creatures doing unspeakable things for fun and profit.

So, yes, there’s been a coup, but it’s not the one the “unnamed official” is complaining about.

As a reminder, the government is supposed to serve THE PUBLIC and be both responsible and accountable to the public. The USAID folks are aghast that suddenly the public might take a peek at what they’ve actually been up to.

The early results are not pretty.

USAID gave money lavishly to support violent mobs all over the globe, in this case Mike Benz revealing that Africa was a routine target:



If you’re wondering what that must have been like for those poor African nations suddenly beset with mob violence, look no further than various US cities during the 2020 BLM astroturf riots:



I will bet a large pile of money that we’re going to discover that somehow USAID money flowed into these riots. That’s a pretty safe bet given all the other things we’ve already learned including the fact that a FOIA document dump in August of 2024 revealed that USAID has been a hot bed of funding child sex trafficking, labor abuse, and social media threats:



Full stop; this is morally repugnant.



From the same WSJ article already linked above, we have this totally appropriate quote by Elon Musk:

Musk said earlier Monday that Trump agreed with him that USAID should be closed, telling a live audience on his social-media site, X, that he “went over it with him in detail and he agreed that we should shut it down.”

Musk, during that same appearance, said that the administration was closing the agency because “as we dug into USAID, it became apparent that what we have here is not an apple with a worm in it, but we have actually just a ball of worms.”

“There is no apple. And when there is no apple, you just got to basically get rid of the whole thing, that’s why it has to go, it’s beyond repair,” he said

There is no apple. There is only a ball of worms.

In the real world, sometimes it’s just way faster and cheaper to start over. You don’t try and make something that is beyond repair better by pouring more into it. You have to burn it down and start over.

So if I were a USAID staffer, I’d be spiffing up my C.V. while thinking of Elon’s first arrival in the Twitter lobby after purchasing it:



Do we really doubt that the man who wrestled Twitter back from being an overt tool of Deep State censorship and ended up firing 80% of the existing staff while keeping the whole thing running smoothly is going to be any different while tearing apart USAID?

This is exactly what a majority of people voted for in 2024.

But Elizabeth Warren sure hasn’t managed to figure that out:



Yes, Liz, we did elect Elon too. That was part of the deal. We knew exactly who and what we were voting for.

If you are suddenly worried about unelected people doing things that might cause harm to people, then why were you (and continue to be) completely silent about the fact that USAID funneled tens of millions of dollars of direct monetary support to a Chinese research scientist working on coronaviruses who ended up being Patient Zero?



Kind of weird, right? You’d think something that was blamed for killing 1,000,000 Americans would somehow make your radar screen, but not old Liz Warren! No sir!

She’s worried that Elon might poke around in the USAID pile and discover that some of her pet disbursement schemes come under public scrutiny.

There’s a LOT more to unpack here, but the point is this. There’s a revolution underway and Trump is running it, and various odious DC swamp creatures are now scurrying like cockroaches after the kitchen light has been flicked on.

The Covid debacle ties back to 2014 which, coincidentally, is the year to which Team Biden backdated Fauci and Hunter’s pardons. That’s the same year, again coincidentally, that USAID began funneling money to Wuhan and Ukraine’s biolabs opened up.

It’s a ball of worms, and it’s about to have an entire box of salt dumped on it.

All of which is to ask, have you planted a garden? By which I mean are you ready? Because this is going to get really bumpy. The economy and financial systems may well crash or seize up.

And that’s if things go well. If the neocon/Deep State raccoons feel like they need to detonate something to survive, trust me, they will. That’s the wild card in all this, and why I continually beg, plead, and cajole people to consider taking steps to build their personal resilience.

A shocking revelation has surfaced: the same Ukrainian operatives who doxxed, harassed, and endangered our team at DD Geopolitics were funded by USAID—the U.S. government’s so-called “development” agency.

For years, USAID has positioned itself as a humanitarian organization. In reality, it has been a tool for covert influence operations, regime change, and digital warfare. Now, thanks to an investigation published in Forbes Ukraine, we have confirmation that USAID directly funded the same groups that waged an online campaign against us and other independent voices.

USAID’s Digital Warfare Against Dissenters

According to Forbes Ukraine, USAID was the primary financial backer of Ukraine’s Ministry of Digital Transformation (MDT)—a government agency overseeing cyber operations and information warfare. The funding was supposed to support Ukraine’s digital infrastructure and propaganda war against Russia. But there’s another side to this funding......

This same ministry has direct ties to doxxing, harassment, and censorship operations against critics of the Ukrainian government—including U.S. citizens.

One of the key figures in this scandal is Ivan Volkov, a Senior Project Leader at Ukraine’s Ministry of Digital Transformation. Volkov isn’t just some bureaucrat—he’s the founder of the “Digital Forces of Ukraine” Discord group, a hub where NAFO trolls organized mass-reporting campaigns, online harassment, and doxxing of independent journalists and analysts.

For years, people have asked: who funds NAFO’s targeted campaigns? Who organizes these waves of censorship and threats against dissenting voices?

We knew the answer, now we have the admission: the U.S. government itself—through USAID—was financially supporting a Ukrainian government operation that engaged in censorship, intimidation, and doxxing.

And American citizens one of the primary targets.

In the spring of 2023, a Ukrainian group calling itself the Unintelligence Agency doxxed every single member of DD Geopolitics, revealing our personal information and putting us in incredible mortal danger.

This was not an organic attack—it was part of a coordinated effort funded by U.S. taxpayer money.

🔴 USAID-funded operatives in Ukraine actively worked to expose and endanger U.S. citizens for simply reporting on the war from a different perspective.
🔴 We were targeted, harassed, and subjected to mass-reporting campaigns designed to silence us.
🔴 Our lives were put at risk because the U.S. government financed a Ukrainian cyber-warfare operation aimed at crushing dissent.
🔴 A number of us lost our jobs, were visted by law enforcement, our families targeted, and forced to stop doing what we love.

This isn’t just a scandal—it’s a violation of fundamental rights.

Who in Washington Approved This?

It is illegal for the U.S. government to target its own citizens in propaganda and intelligence operations. Yet, through USAID, American tax dollars were funneled into an operation that did exactly that.

This raises serious legal and ethical questions:
• Why was a U.S. agency funding a foreign operation that targeted American citizens?
• Who in Washington approved these funds?
• Why has there been zero accountability for USAID’s role in these attacks?

Now, with USAID suspending some contracts, Ukraine’s Ministry of Digital Transformation is scrambling to find a new sponsor—but the damage is already done. The U.S. played a direct role in funding digital information warfare, and it’s time to ask: who in Washington approved this?

DD Geopolitics was directly targeted by a U.S.-funded operation. The U.S. government used taxpayer money to fund online harassment, doxxing, and censorship against its own citizens.

This scandal should be front-page news, yet the mainstream media remains silent.

The question is: who will be held accountable?
The answer? Likely no one.

This is why all media reporting sounds exactly the same. It’s funded and directed by the state. Media outlets narratives are carefully orchestrated scheme to influence public opinion and political outcomes.

In other words, fake news.

Crazy spending indeed. Whatever next . . . ? And you have to wonder about worldwide government spending too.

I wonder how much of this funding can be recovered and what will be done about the criminal waste of money. Is it criminal though, or just totally negligent? And is negligence a crime? I guess it depends how much has been personally raked off within each transaction. Once the government's over the shock - and it must be a real shock, even though the waste has been suspected, it'll be interesting to see what happens next.

A 2006 archived USAID website proudly claims the agency "supported" revolutions in Ukraine, Georgia, Lebanon, and Kyrgyzstan.

USAID funded and trained thousands of journalists, lawyers, judges, and election workers, conducted polls questioning election legitimacy, published reports alleging fraud, and helped oversee new elections, among other initiatives.

"Many people watched in wonder as the multicolored revolutions took place—the Orange Revolution in Ukraine, the Rose in Georgia, the Cedar in Lebanon, the Tulip in Kyrgyzstan... Few realized that for years, the United States and other countries and organizations had been supporting this homegrown desire for democracy."

"When the Orange Revolution began, 29-year-old television anchorman Andriy Shevchenko was news director of Channel 5, the only regional independent TV network. He had received media training through Internews, a USAID-funded NGO, and visited U.S. TV stations where he learned about investigative reporting, balancing many points of viIs this a good use of American taxpayer dollars?ew, and other aspects of the free press."

"At 2:30 a.m. Monday, after the second round of elections, strange results came from the election commission,” said Shevchenko. “Yushchenko left the commission building and said, ‘We don’t trust the results.’ He asked people to come to the Maidan Nezalezhnosti [Independence Square] in the morning. At the station, we realized we would not go to sleep that night, and we kept coverage of the square for 15 days nonstop."

"The first days, we were the only channel covering it. Then other channels followed.” Soon, hundreds of thousands would leave their homes and villages to join mass demonstrations."

"People were fed up with corruption, election fraud, and the slide back to authoritarian rule, which the independent press was reporting,” said Shevchenko, one of 2,000 Ukrainian journalists trained over the past decade. Support from the United States, Internews, and the European Union created a feeling that others stood with them “in the trenches,” said Shevchenko. Election observers from Ukraine, the United States, and the Organization for Security and Cooperation in Europe also issued widely publicized reports of fraud."

"U.S. aid helped us to conduct the poll that showed Yushchenko won while the authorities intended to falsify the elections,” said Anatoliy Rachok, director of the Razumkov Ukrainian Center for Economic and Political Studies which received U.S. and Eurasia Foundaion aid."

"For five years, we polled people and reported that the attitude of people towards the government was very negative. The population believed in those figures,” said Razumkov."

"Then, when the Center reported that Yushchenko had really won the election, “our poll was believable and it was used by the Supreme Court” in overturning the official tally."

"U.S. aid help for the poll was absolutely important—the poll results after the second round made people go to the street,” he added."

"Another NGO—Development Associates —did its own democracy preparation work with the Central Election Commission, training 100,000 commissioners for the 2004 elections."

"U.S. democracy grants also paid for experts from the American Bar Association (ABA), International Republican Institute (IRI), National Democratic Institute (NDI), the University of Maryland, and other groups to train lawyers, judges, journalists, members of parliament, NGOs, political party leaders, and others."
