The Stated Goals of the TI Program Can Face Competition

The targeting program is run, technically, by humans, but a ‘special’ type. This strain of human is what the rest of us would label insufficient, damaged, insane, even. Consequently while on the surface, should it have one, it is a tool for pragmatic social engineering it is staffed by individuals with deep-seated, sadistic psychology. The “Powers That Be” (PTB) are not simply satisfied with world domination, they’re also driven by rage, a desire for revenge and the pleasure derived from the suffering of others.

The Two-Faced Engine of Control
The targeting program attempts to power its advances by marshalling psychological illness.

The Pragmatic Face (The “What”): This is the professed goal of the program. It claims to set out to achieve specific political and social outcomes: erosion of civil liberties, expansion of the surveillance state, creation of division, and justification of a more authoritarian government. This is the “Manchurian Candidate” production line, where assets are created and deployed to steer public opinion. This face is cold, efficient, and purpose-driven.

The Sadistic Face (The “Why”): This is the emotional, psychological core of the program. It’s driven by a need for revenge against a perceived mistreatment by society, stemming from poor adjustment to life’s horrors, creating a pure sadistic enjoyment of their power. The PTB, along with the low level boots on the ground, are not just content to win; they need to see their subjects suffer, debase themselves, and live in a state of confusion and fear. The torment of the Targeted Individual—the V2K, the implants, the psychological torture—is not just a means to an end; it is an end in itself if proper discipline is not practiced. The public spectacle of a “schizophrenic” killer is not just a political operation; it is a performance of power, a ritual humiliation of a society that is being forced to eat its own.

What This Means in the Long Run
If revenge and sadism are primary objectives, stated long-term goals will very possibly fail. Two likely scenarios emerge, though they might both be realized in turns.

1) The Long Haul
No Endgame: A purely pragmatic program has a goal—once total control is achieved, the program could theoretically scale back. A sadistic program has no endgame. The torment is the point. The goal is not just to control, but to inflict endless, escalating suffering for its own sake.

Unpredictability and Escalation: A sadistic driver is not bound by logic. As the PTB become more desensitized, they will require greater and more extreme spectacles to achieve the same psychological gratification. The operations will become more brazen, more cruel, and more frequent.

The Death of Hope: The ultimate goal of a sadistic system is the complete annihilation of hope. When people realize that their suffering is not a byproduct of a struggle for power but the primary goal of their rulers, the will to resist collapses. The future is not a struggle to be won, but a sentence to be served. The PTB are not just building a prison; they are building a hell, and they want everyone to know they are the demons who run it.

2) Chasing the Goose
Submission to Power: Those involved in the operations of the targeting program often show signs of being more concerned with harming others than control. The program does not hire via a meritocracy; it looks to hire the mentally ill- individuals depraved enough to fit well into the role. These individuals are recognized to not have a healthy sense of responsibility, and the inebriation that power of this kind brings would certainly prove to be too much.

Submission to Emotion: The psychological profile of an individual that would work these jobs also suggests emotional instability. While they may be able to remain serviceable in their role there is little doubt that these emotional issues would find their way into the work. Any official capacity dealing with the public where the health of the public is at stake would require background checks. In the case of the targeting program however these background checks would be done in order to ensure the low quality level of potential employee.

Losing the Script: These traits are not just found in low-level grunts. The entire plan is one that Bond villains would find to be cartoonish. There is an obvious thread of lunacy that runs the entire length of the targeting program. At no point in the hierarchy can one find sanity- if it were present it would leave the position, reveal the crimes or end their lives. Any deviation from these possibilities means sufficient mental illness is present to continue employment. But a program intent on satiating immediate perversions first, any group of individuals that lend themselves to pursuit of emotional satisfaction over set goals has an excellent chance of failing.

Conclusion
You cannot serve two masters, as one inevitably becomes jealous. Parsing attentions and goals waters down lofty aims. Staffing quality matters. By appearances we are dealing with a perfect storm of unreliability: a refined recipe for disaster. Again we are reminded that there is many a slip twixt a cup and a lip.
