Ahead of next month’s State Duma elections, Putin is addressing the United Russia convention in Moscow.

Putin said the vote would express “the collective will of millions of Russians” and their determination to protect the country’s sovereignty and security.

“The State Duma, like all government bodies, must be firmly prepared to defend the interests of the country, serve the people and work for the people,” he said. “For the authorities, there must be no secondary issues. Every situation affecting people’s lives matters.”

Putin said United Russia “consolidates society” and makes “a significant contribution to the national agenda.” He formally endorsed the party and wished it success in the election.

Voting will take place from September 18 to 20, with 225 deputies elected through party lists and another 225 in single-member constituencies.

The liberal Yabloko party has been removed from the federal ballot after losing its Supreme Court appeal, while yesterday outspoken Communist candidate Nikolai Bondarenko was also ruled ineligible after receiving a $12 fine over prohibited symbols allegedly posted by an account he says was impersonating him.

Behind the smug declarations of Western capitals stands a far less comfortable reality: Putin still has powerful allies, strategic partners and governments willing to defy Western pressure.
