Do we know when HAARP gets turned on? Are there any 'white hats' monitoring their activity, to know when it is switched on? Or, maybe my question is naive, and maybe HAARP is always on - and possibly the focal 'point' and/or modulating the amplitude is the only thing they change.

A secondary question would be about whether the big HAARP in Alaska is capable of doing the the dirty work all by itself, or does some of the work require that additional HAARP stations around the world work in conjunction.

I really have not done due diligence, and I'm being a bit lazy, but just wondering if there are any whistleblowers that have actually said what HAARP was designed to do (as opposed to what the public is told.) Just seems like most folks in the alternative community (me included) are convinced that HAARP not only can but actually is being used to control weather (and maybe earthquake) events - but what proof, even anecdotal 'proof', do we have? What I have seen so far (like the link above) is conjecture, and when I mention any of the conjecture to some folks, they want me to cite a source.

Secondly, it sure seems like if anyone is monitoring, when that much energy gets switched on, it should create a strong signature. And, if someone is monitoring, then we outsiders might be able to attempt to correlate the weather events on Earth with the bursts.
